Remarks by Ambassador Geng Shuang at the UN Security Council Briefing on Syria

主席先生：

Mr. President,

我感谢罗什迪副特使和格里菲斯副秘书长的通报，也听取了达尔维什先生的发言。

I thank Deputy Special Envoy Najat Rochdi and Under-Secretary-General Martin Griffiths for the briefings. I have listened carefully to the statement delivered by Mr. Darwish.

“叙人主导、叙人所有”的政治进程是解决叙利亚问题的唯一出路。中方欢迎秘书长特使团队持续为推动叙政治进程付出努力，希望有关各方同联合国方面建设性沟通，妥善解决围绕宪法委员会核心小组会议的分歧，争取早日举行小组会议并取得实质性进展。裴凯儒特使提出“行动对行动”思路有助于为叙政治进程营造良好环境，中方支持特使继续就此同有关各方沟通。

The Syrian-led and Syrian-owned political process is the only way to resolve the Syrian issue. China welcomes the sustained efforts of the Special Envoy and his team to promote the political process in Syria. We hope that the parties concerned will engage constructively with the UN to properly resolve the differences relating to the small body of the Constitutional Committee, with a view to holding the meeting at an early date and making substantial progress. Special Envoy Geir Pedersen put forth the step-for-step approach, which is conducive to creating favorable conditions for the political process. China supports the Special Envoy’s continued communication with the parties in this regard.

当前，叙利亚依然面临复杂的安全形势。国际社会应当根据国际法和安理会决议，采取统一标准，以零容忍的态度打击叙利亚境内一切恐怖势力，并停止对恐怖势力的纵容、包庇和政治利用。

At present, Syria is still facing a complex security situation. The international community should adopt a unified standard on the basis of international law and UN Security Council resolutions to combat all terrorist forces in Syria with zero tolerance. Actions that condone, harbor or exploits terrorist forces for political interests must stop.

叙利亚主权和领土完整必须得到尊重。未经叙利亚政府同意就在叙境内非法驻军，甚至在叙境内建立军事基地，这严重侵犯了叙利亚的主权和领土完整，决不是严格维护并遵守联合国宪章的行为。

The sovereignty and territorial integrity of Syria must be respected. In the absence of the consent of the Syrian Government, illegally stationing troops in Syria or even setting up military bases in Syria constitute a serious violation of the country’s sovereignty and territorial integrity. Such acts are in no way defending and acting strictly in accordance with the UN Charter.

第2642号决议通过2个多月以来，叙利亚西北部仅完成一次跨线救援，效率和规模没有得到提升。我愿重申，跨境救援只是特殊形势下做出的临时性安排，需要加快向跨线救援过渡，形成最终终止跨境救援的明确时间表。叙利亚常驻代表于9月2日和7日两次致函安理会主席，谴责针对大马士革和阿勒颇机场的袭击。上述机场是跨线人道物资转运的重要枢纽，袭击人道基础设施的行为应当立即停止。

Secure Security Council Resolution 2642 was adopted more than two months ago. Since then, only one cross-line delivery has been completed in northwestern Syria, with no improvement in terms of efficiency and scale. I would like to reiterate that the cross-border relief modality is only a temporary arrangement made under exceptional circumstances. The transition to cross-line relief operation needs to be accelerated. A clear timetable should be set for the eventual termination of cross-border delivery. The Permanent Representative of Syria sent two letters to the President of the Council on September 2 and September 7 respectively, condemning the attacks on the airports in Damascus and Aleppo. These airports are important across-line transfer hubs of humanitarian supplies. Attacks on humanitarian infrastructure must cease immediately.
