Thank you so much for joining us tonight in celebration of the Spring Festival of the Chinese Lunar New Year. Among the Chinese people, Spring Festival is the most important traditional festival, symbolizing reunion, happiness and hope. Especially at this joyful and auspicious moment of welcoming the Year of Golden Pig, which stands for big fortune, prosperity, generosity and honesty, I would like to express, on behalf of the Chinese Consulate General in Auckland, our best wishes to the distinguished guests present here tonight, and through you to all the friends including our dear Chinese compatriots, business people, students, and media in the consulate district and NZ, for a very happy and prosperous New Year of golden Pig.
值此新春佳节之际，我还想借此机会衷心感谢新西兰各界朋友过去一年对中国、中新关系以及华社发展的大力支持！
At this festival occasion, I also wish to take this opportunity to express my heartfelt thanks to the friends from all walks of life in NZ for your great support to the development of China and China-NZ relations as well as the Chinese communities in NZ over the past year!
2018年对中国来说是不平凡的一年。我们战胜各种风险挑战，推动经济高质量发展，加快新旧动能转换，保持经济运行在合理区间。中国经济全年增长率达到6.6%，展现了强大的韧性和巨大的潜力。中国继续成为世界经济增长的主要贡献者，在环境保护和科技创新等方面取得重大突破。我们进一步提高了人民福祉和生活水平，使1000万人摆脱了贫困。
2018 was an extraordinary year for China. Despite all sorts of challenges and risks, China approached the full year with steadfast determination, pushed our economy towards high quality development, sped up the replacement of old drivers to the economic growth and kept our major economic indicator at a reasonable range. Our economy grew at 6.6% with strong resilience and potential. China continued to be the major contributor to the world economic growth. We made headway in our efforts in environment protection and in the innovation of science and technology. We also intensified our efforts to improve people’s well-being and living standard. Another 10 million people were lifted out of poverty within the year.
2018年是中国改革开放40周年。我们推出一系列深化改革和扩大对外开放重大举措，包括大幅放宽市场准入、加强知识产权保护，主动扩大进口等。我们在上海成功举办首届中国国际进口博览会，有超过3600家企业和40万买家参与，累计意向成交578亿美元。我们开始建设海南自由贸易试验区。中国改革的脚步永远不会停止，对外开放的大门只会越开越大。
2018 marked the 40th anniversary of China’s reform and opening-up. We launched over 100 major reform measures and a host of steps for further opening up, including broadening market access, protecting IPR and take initiatives to increase imports. China successfully held the first International Import Expo in Shanghai, attended by more than 3,600 companies, with deals worth USD 57.8 billion sealed. China began construction of a pilot free trade zone in Hainan. China’s reform will never stop and its doors will only open wider to the outside world.
2018年是“一带一路”倡议提出5周年。“一带一路”是古丝绸之路的现代版本，旨在进一步深化改革和扩大对外开放，并为改善全球经济治理提出中国方案。今天，它已成为最大的国际合作平台以及最受欢迎的国际公共产品。中国已与170多个国家和国际组织签署“一带一路”合作文件， 其中有70多个是在过去一年内签署的。“一带一路”倡议为各方带来了许多实实在在的好处。中国同沿线国家的货物贸易累计超过5万亿美元，对外直接投资超过700亿美元，创造数十万个工作岗位，给当地贡献数十亿美元的税收。今年4月，中国将在北京举办第二届“一带一路”国际合作高峰论坛，将为“一带一路”建设深入发展注入更大的活力。
2018 entered its fifth anniversary of the Belt and Road Initiative. BRI is a modern version of ancient Silk Road which is aimed to promote reform and opening up in China and also outline China’s approach to better global economic governance. Today, it has become the biggest platform for international cooperation and a most welcomed international public good. China has signed BRI cooperation documents with more than 140 countries and international organizations. More than 40 countries were added within the year of 2018 in this pool. The BRI has brought about many tangible benefits. Total volume of trade in goods between China and countries along the Belt and Road has surpassed US$5 trillion; China’s outward direct investment to these countries has surpassed US$70 billion; Hundreds of thousands of jobs have been created; tax revenue worth billions of US Dollars have been brought to local governments. In April this year, China will host the second Belt and Road Forum for International Cooperation in Beijing, which will instill greater vitality into the further progress of the BRI construction.

2019年是中国决胜全面建成小康社会、实现第一个百年奋斗目标的关键之年。今年也是中华人民共和国成立70周年。70年前，中国共产党带领中国人民经过艰苦卓绝的斗争，在旧中国半殖民地半封建社会的废墟上建立起新中国，实现了民族独立和人民解放。从此，中华民族浴火重生、凤凰涅槃，步入了发展的新纪元。70年来，在中国共产党的领导下，勤劳智慧的中国人民披荆斩棘、艰苦奋斗，击破各种所谓“中国崩溃论”和“中国威胁论”，将一个曾经饱受外来侵略屈辱、战乱频发、积贫积弱的国家，发展成为世界第二大经济体、制造业第一大国、货物贸易第一大国和商品消费第二大国，并即将成为最大的消费市场和旅游市场，缔造了人类发展史上的奇迹。事实胜于雄辩，中国的国际地位和影响力空前提升，中国日益成为维护世界和平、促进共同发展的重要力量。
This year 2019 is also a crucial year for China to meet its first centenary goal which is to build China into a moderately prosperous society in all respects by 2020 and also marks the 70th anniversary of the founding of the People’s Republic of China. Seven decades ago, the Chinese Communist Party, rallying the Chinese people around itself engaged in an indomitable struggle and succeeded in establishing the New China in the ruins of an old semi-colonial and semi-feudal society, thus achieved national independence and liberation of the Chinese people. Since then, the Chinese nation has gained rebirth and entered a new era of development. Over the past seventy years, our country has braved thorny paths, confronted stormy weather, and went through all kinds of assessments and predictions about China either collapsing or threatening, but facts speak louder than words. Thanks to the hard work and wisdom of the Chinese people, under the leadership of the CPC, once a poor and weak nation suffered by foreign aggression, humiliation, war and chaos. has become the world’s No 2 economy, largest manufacturer, largest trader of goods and poised to be the world’s No one consumer of commodities and tourist market, creating a miracle in the history of human development. Our status and influence has risen as never before. Indeed China has increasingly become an important force for upholding world peace and promoting common development. A nation with 1.4 billion people who are enjoying stability, prosperity and development itself is a great contribution to the world.

放眼全球，我们正处于百年未有之大变局。无论国际风云如何变幻，中国维护国家主权和安全的信心和决心不会变。中国将坚持走符合自己国情、符合时代潮流的发展道路，坚持以人民为中心，不断实现人民对美好生活的向往，发展仍将是我们的第一要务。中国将坚定不移走和平发展道路，中国维护世界和平、促进共同发展的诚意和善意不会变，将始终做世界和平的建设者、全球发展的贡献者、国际秩序的维护者。中华民族是爱好和平的民族。中国文化信奉“达己达人、天下为公”，讲求“以礼待人、合作共赢”，反对“恃强凌弱、唯我独尊”。孔子说“己所不欲，勿施于人”。今天，中国利益、命运和世界利益、命运休戚相关。我们将继续与国际社会携手构建人类命运共同体和推动建设相互尊重、公平正义、合作共赢的新型国际关系。我们要坚持多边主义，在相互尊重、相互信任的基础上，广泛开展对话合作，构建和平安全、民主透明、包容普惠的技术规则体系和国际合作新框架，使全人类都能从技术创新中受益。
Looking at the world at large, we are facing a period of major change never seen in a century. No matter what these changes bring, China will keep with the trend of the times, never stop reform and opening up. China will remain resolute and confident in its defense of its national sovereignty and security. We will firmly take our own path which fits our own condition, focusing on people-centered development, ensuring our people live better lives. Development will continue to be our top priority. China’s sincerity and good will to safeguard world peace and promote common development will remain unchanged. China will unswervingly pursue peaceful development, continue to be the builder of world peace, contributor of the global growth and defender of the international order. Chinese people are peace loving people. Chinese culture values the teachings that one should help others to succeed while seeking one’s own success, create a world for all, treat others with respect and pursue win-win co-operation. Confucius stated “Treat others as you like to be treated”. We reject the practices of the strong bullying the weak and self-claimed supremacy. Today, China’s interests are closely linked to those of the world. We will continue to work with other countries to forge a new form of international relationship based on mutual respect, justice and fairness as well as win-win cooperation and to advance the development of a community of shared future for mankind. We need to uphold multilateralism, free trade, engage in extensive dialogue and cooperation based on mutual respect and mutual trust jointly build a system of rules for technology and new international cooperation framework featuring peace, security, democracy, transparency, inclusiveness and mutual benefit so that all people can gain from technological innovation.

在纪念中华人民共和国成立70周年之际，不禁使我们想起一位中国人民的伟大朋友、新西兰友人路易·艾黎先生，他的一生都致力于新中国的建立和建设。我们永远不会忘记他为新中国和中新关系发展的贡献。作为中国总领事，我对自己小时候在家乡幼儿园时就能有独特的机会与路易·艾黎见面一直感到非常自豪，对有机会在他的祖国新西兰工作感到非常荣幸。他的精神一直激励我更加努力工作，为促进两国和两国人民之间的友谊与合作、为新西兰人民的福祉做出更多贡献。中国高度重视中新关系。多年来，在两国富有远见卓识的领导人以及像路易·艾黎先生这样的友人的共同努力下，中新关系取得了丰硕成果，为两国和两国人民带来了巨大的利益。中国连续多年成为新西兰最大贸易伙伴、最大留学生来源国、第二大海外游客来源地。在我担任中国总领事的三年里，两国航空互联互通、贸易、旅游、文化交流、教育等各领域合作蓬勃发展。我和我的同事访问了新西兰特别是领区许多地区和城市，对各地政商文教等各界人士希望加强与中国合作的强烈愿望印象深刻。无数的事实和数据表明，中国的发展对新西兰是重要机遇，中新经济高度互补，双方合作的本质是互利共赢的。
The Commemoration of the 70th anniversary of the founding of the New China reminds us of the great NZ friend of the Chinese people Mr. Rewi Alley who devoted his whole life to the establishment and construction of the New China. We will never forget him for his contribution to China and to the promotion of Sino NZ bilateral relations. As the Chinese Consul General to NZ, I always feel proud that I had that unique chance of meeting with Mr. Rewi Alley when I was little in the kindergarten and feel so blessed to have got an opportunity to work in his home country NZ. His spirit inspires me all the time to work hard and to promote the cooperation and friendship between our two countries and two peoples and to contribute more to people of NZ. China attaches great importance to Sino-NZ relations. For many years, with the visionary and farsighted leadership and concerted efforts of the leaders and friends of both sides like Mr. Rewi Alley and many others, the relationship has enjoyed many fruitful results which have brought tremendous benefits to both countries and peoples. China has over years remained to be NZ’s largest trading partner, largest source of international students, and second largest source of overseas tourists. China plays a unique role of top three major drivers to NZ’s economic growth. During the past three years of my tenure, I have seen a massive upsurge in the cooperation of aviation connectivity, trade, tourism, cultural exchanges, education and other fields. My colleagues and I have visited many regions and cities in my consulate district and NZ and were so much impressed by the strong desire of the local governments, business people, educators and many others to forge even stronger partnership with China. Countless facts and data show that the development of China is an important opportunity to NZ, and relations are mutual beneficial in nature between China and New Zealand because they are highly complementary to each other in terms of economic features.
商业活动是各国经济合作的重要晴雨表。我们一直鼓励中国公司在遵循当地法律、市场原则和国际规则的基础上，同新西兰在内的各国开展经济合作。我们真诚地希望，东道国也能为中国企业开展业务提供公平、透明和公正的环境和平台，实现符合当地人民长远和根本利益的双赢结果。
Business activities serve as an important barometer for development of economic cooperation between countries. We have always encouraged Chinese companies to conduct economic cooperation in other countries including NZ on the basis of following market principles and international rules and abiding by local laws. It is our sincere hope that government of the host country will also provide welcoming, fair and transparent environment as well as level ground for Chinese enterprises to do business and achieve win-win results that are in the long and essential interests of the local people.
正如一句毛利谚语所说，“没有远见，人们就会迷失方向”。中新两国应当像爱护双眼一样珍视双方的友谊和互利合作，在相互尊重、平等互利的基础上维护中新全面战略伙伴关系的良好发展势头。我衷心希望双方携手把握机遇，不断加强“一带一路”框架下的务实合作，给两国人民带来更多互利共赢的具体成果，同时也为维护公平正义、打造更加开放包容的世界经济、反对保护主义和单边主义多做贡献。
As a Maori proverb goes, without foresight or vision the people will be lost. China and NZ need cherish the friendly and win-win cooperation like eyes, working harder to ensure the sound and smooth momentum of development of comprehensive strategic partnership based on equality, mutual respect and mutual benefit. I sincerely hope the two sides will grasp the opportunity, to work in unison and meet each other to strengthen pragmatic cooperation under the Belt and Road Initiative to accomplish more tangible win-win results for our two peoples. It is also imperative that more efforts be made to uphold fairness and justice, to stand against protectionism and unilateralism in building an open world economy.

上述成就的取得，离不开旅新侨胞、中资机构和留学生的大力支持。你们不仅为新西兰的经济社会发展做出了巨大贡献，也为促进两国友好合作发挥了重要桥梁作用。在此，我愿对你们的卓越贡献再次表示衷心感谢！最近，广大侨胞举行系列活动，表达对习近平总书记在《告台湾同胞书》发表40周年纪念会上重要讲话的支持，我们对此表示赞赏。国家统一符合包括海外同胞在内的全体中国人的根本利益。我们真诚希望侨胞们团结一致，为国家统一、为促进中新互利合作和友好交往作出更大贡献，争当中新共建“21世纪海上丝绸之路”的桥梁。
The above-mentioned achievements would not have been accomplished without the support of our Chinese compatriots, students and business people in NZ. They have not only made great contribution to the economic and social development as well as cultural diversities of NZ, but also acted as a very important bridge in promotion of the friendship and cooperation between our two peoples. Recently Chinese compatriots in NZ hosted a serious of meetings to express their support to President Xi Jinping’s speech commemorating the 40th anniversary of the Chinese mainland’s Message to Compatriots in Taiwan which we highly appreciate. National reunification is in the fundamental interest of all the Chinese people including our Chinese compatriots overseas. It is our sincere hope that our Chinese compatriots in NZ will remain united closely as one and make further contribution to China’s national reunification, at the same time promoting bilateral cooperation and friendly exchanges between China and New Zealand, serving as bridge of building 21st maritime Silk Road between china and NZ.
