常用作表语，后面接用不定式。句式：be at liberty to do sth。

【例】We are quite at liberty to act on behalf of the ABC Trading Co.

【2】许可，给……发许可证

②宾语后可接用不定式，句式：licence +宾语+ to do sth。

【例】We have licenced them to manufacture the spare parts of our new product.

③可构成动名词使用。

【例】We’d suggest licencing your techniques abroad.

我们建议你们出售许可证，利用你们的技术在国外生产。
