很高兴出席中国政府援密联邦密联邦学院中密友好示范农场的开园仪式，共同见证中密两国友谊和友好合作成果。衷心希望通过密联邦学院和中国农业技术组务实合作，让这个示范农场成为密联邦学院农学实践课中心，并以此为平台，加强中密双方的技术交流与合作，通过“猪-沼-菜”小规模生态循环农业模式的生产示范，共同深入研究绿色能源沼气在应对全球变暖问题的积极作用，为密联邦政府制定生态可持续发展农业战略提供帮助，为培养更多更优秀的农业技术人才做出应有的贡献。
农业在中国和密联邦经济和生产活动中都占有重要位置。农业合作是中密双边技术合作的重要领域。为了帮助波纳佩州农业发展，中国政府援建了波州示范农场，由国内组织并派出高级农业专家，进行农业生产指导与示范，主要包括完善和建立示范农场内蔬菜种植技术示范和种苗中心；种猪饲养技术示范和培训中心；重建农场内的黑胡椒种植示范园；在示范农场外推广和新建“猪-沼-菜”生态循环清洁农业生产模式二级示范区；开办“蔬菜种植、黑胡椒种植、生猪饲养、沼气应用”的技术培训班。示范农场位于波纳佩州马德莱尼姆市，占地面积80000平方米，可耕作土地面积近万平方米，蔬菜种植面积约8000平方米，常年示范生产的蔬菜32个品种，在场外定期对52个种养二级示范户进行上门技术服务，累计为示范户和当地其他农户赠送菜苗30000多株，累计向农户赠送猪仔300多头，种植牧草200多平方米，完成了示范农场内900平方米黑胡椒园恢复重建， 43个沼气工程已竣工产气，对所有已建成的沼气池进行了定期巡查和日常维护，共举办了各专业培训班，覆盖沼气应用、蔬菜种植、生猪养殖和黑胡椒等专业，共培训1800人次，为波州援建了一座农产品展示棚。此外，在热带农作物种植技术和清洁能源应用方面，前十期农业技术援助取得了具有生态效益、经济效益和社会效益的技术成果，这些成果也得到密方肯定，密方为项目实施单位湖南国际工程建设有限责任公司签发了“一种实用新型适用于密克罗尼西亚联邦最佳沼气池利用模式及推广技术”、“密克罗尼西亚联邦西瓜大棚保护地一种多收栽培技术”两份技术成果鉴定书。
It is a great pleasure for me to attend this very significant event, to witness the fruit of China –FSM friendship and cooperation. Because today is the Opening Ceremony of the FSM-China Friendship Demonstration Farm at the College of Micronesia, aided by the Chinese Governmen. It is my sincere hope that through the practical cooperation between COM-FSM and the Chinese Agricultural Technical Team, this demonstration farm will become the center of Agronomy practice courses in COM-FSM, so I’m glad to see there are many students here this afternoon, you can learn agronomy which is very essential for the sustainable development of the people and of the FSM economy so this demonstration farm will provide agronomy courses for COM FSM, on this platform, we will strengthen technical exchanges and cooperation between the two sides. Through the production demonstration of the small-scale ‘pigs-Biogas-vegetables’ eco-cycle agricultural mode, we will make a deep study of the positive role of Biogas as a green energy in dealing with global warming so as to help the FSM government and people to formulate sustainable agricultural strategies for ecology and make our due contributions to the build-up of more agricultural technicians of a higher quality. A PIF meeting has just been concluded in Tuvalu. The main topic for the summit is about climate change. H.E. Panuelo was present at the PIA Forum summit. Everybody talked about climate change and what we can do to make contributions and settlement of climate change. This demonstration farm’s mode of production is a good solution to climate change and a contribution to climate change because we Chinese believe that agriculture plays an important role in economy and production activities in China. Agriculture is called the father and mother of the people because agriculture can feed people. You can be fed by agriculture that is why it is so important, and that is why China can be helpful in this field. Agriculture plays an important role in the economy and production activities of China and the FSM. The agricultural cooperation is an important field of bilateral technical cooperation between China and FSM. In order to help the development of agriculture in Pohnpei, the Chinese government has assisted the establishment of the FSM Pilot Farm in Pohnpei, and has organized and dispatched senior agricultural experts from China to guide and demonstrate agricultural production in FSM. These include the improvement and establishment of the demonstration for vegetable cultivation technology and seedling centers within the Pilot Farm, the technical demonstration and training centers for breeders management, and the reconstruction of the black pepper planting demonstration garden; outside the Pilot Farm, the Secondary demonstration zones in the mode of ‘pigs-biogas-vegetables’ eco-cycle clean agriculture production are promoted and established, and the technical training courses are launched onto the programs of vegetable planting, black pepper gardening, piggery management and biogas application. Everybody knows that FSM is well known for its black peppers. And China can be helpful in this area.The Pilot Farm is located in Madolenihmw, Pohnpei. It covers an area of 80,000 m2 and the arable land is nearly 10,000 m2. The vegetable planting area is about 8000 m2, 32 varieties of vegetables are produced for demonstration all the year round. Fifty-two (52) Secondary demonstration farmers in farming and breeding are regularly provided with technical services outside the farm. More than 30,000 vegetable seedlings totally are given to demonstration farmers and other local farmers. More than 300 piglets in total are presented to farmers and more than 200 m2 of forage are planted. The black pepper garden in 900 m2 has been restored and rebuilt within the Pilot Farm, 43 biogas projects have been completed to generate gas and regular inspection and daily maintenance of all built biogas digesters have been carried out. So when I drove on the road I would see the signs that read Biogas Digester, China AID, I was so glad, because they are the ambassador of China-FSM friendship. Various professional training courses covering biogas application, vegetable cultivation, piggery management and black pepper have been held with a total of 1800 participants coached. A newly built Agricultural Products Showcase Booth has been donated to Pohnpei State. In addition, as for the application of tropical crop cultivation technology and clean energy, the previous ten phases under the Agricultural Technical Assistance Projects have achieved technological achievements with ecological, economic and social benefits, which have also been affirmed by FSM side. And the FSM side has issued two certificates of technical achievements, namely ‘A Best Utility Model of Biogas Application for FSM and Promoting the Technology’ and ‘A cultivation technique of planting once for multi-harvests in protected field of watermelon greenhouses in FSM’ to Messrs. Hunan International Engineering Construction Co., Ltd. As the undertaking institution.
前十期农业技术合作项目能够结合密克当地的条件，将养殖、种植、新能源进行有效整合，因地制宜地推行“猪-沼-菜”生态循环清洁农业模式，受到了密方各界的高度赞赏和农户的欢迎。专家团队熟悉当地情况，与密克联邦主要对口部门负责人、当地传统领袖和示范农户建立起了友好合作关系，以农业项目为抓手，促进了中密两国友谊。2017年4月20日， 彼得森州长专门致函我使馆对于示范农场项目和湖南国际工程建设有限责任公司给予了高度评价。
The previous ten phases of the agricultural technology cooperation projects have effectively integrated the breeding, planting and new energy with the local conditions of FSM and implement the pigs-biogas-vegetables eco-cycle clean agriculture mode according to local conditions, which has been highly appreciated by the FSM circles and welcomed by farmers. The Technical Team is familiar with the local situation and has established friendly cooperative relations with the principal counterpart leaders, local traditional leaders and demonstration farmers of FSM. It has promoted the friendship between China and FSM by focusing on agricultural projects. On April 20th, 2017, Governor Peterson wrote to my embassy to give high comments on the FSM Pilot Farm project and Messrs. Hunan International Engineering Construction Co., Ltd.
今年是中国援密第十一期项目实施的第一年，中国政府加大了对密援助力度，已派遣了12名中国专家来密克工作，专家技术组示范点也由原来的一个增加为两个，一个位于马德莱尼姆市的示范农场，另一个就是密联邦学院的示范农场，两个示范点都有中国专家驻守，可将农业技术的推广和服务覆盖到波纳佩州的六个市，还可以延伸到密联邦的其他三个州。本期项目在继续做好农业技术示范和“猪-沼-菜”生态循环清洁农业生产模式推广的基础上，将新建沼气工程7个，举办农业技术培训班135期、共培训学员800人次，新建二级农业示范点8个，新建如蔬菜钢大棚、猪舍等农业附属设施，还将向波纳佩州以外的地区提供农业技术培训和服务。
This year is the first year of the implementation of the Phase XI under the China’s FSM aid project. The Chinese government has intensified its assistance to FSM. Twelve Chinese experts have been sent to work here. The number of demonstration sites for the Technical Team has increased from one to two. One is the FSM Pilot Farm located in Madolenihmw and the other is the demonstration farm in COM-FSM. Chinese experts are stationed at both demonstration sites, which can extend the promotion and service of agricultural technology to six municipalities in Pohnpei and three other states in the FSM.
Based on the continuous promotion of agricultural technology demonstration and the production mode of ‘pig-biogas-vegetables’ eco-cycle clean agriculture, the Project Phase XI is to build 7 biogas projects, organize 135 training courses with 800 participants for agricultural technology, eight Secondary agricultural demonstration sites, and erect new agricultural auxiliary facilities such as vegetable canopies, piggery, etc., as well as the agricultural technology training and services to be provided outside Pohnpei.
我们两国的合作关系是两国人民的共同愿望，这种合作给两国人民包括本地区的人民带来了实实在在的看得见的利益。只有密克人民有权评价中国援助的有效性。某些国家诋毁中国援助，这是冷战思维、殖民者心态 和霸权主义行径的表现。他们抹黑中国形象、离间密中友好关系的图谋绝不会得逞。
Our cooperation are the common aspirations of the two peoples and has brought and will continue to bring tangible benefits to the two peoples and the people in this region as well. It is the FSM People who have the right to judge the effectiveness of China Aid. Some countries have made false allegations against Chinese assistance. That is a reflection of cold-war mentality, colonist mindset and hegemonic behavior. Their attempt to smear the image of China and to drive a wedge between China and the FSM and sabotage China-FSM friendship will be doomed to failure.
一个成功执行多年的项目，波纳佩州的示范农场和密联邦学院示范农场有两个显著的特点：一是中密双方紧密务实合作，高效高质量的完成了项目任务。例如本期项目新建的密联邦学院示范农场，从洽谈合作、土建施工到今天开园，仅用了五个月的时间，得到了密联邦资源发展部、波州政府各部门和密联邦学院的全力支持和协助。二是中国专家工作勤奋扎实，做好与示范户的沟通。在示范种植的蔬菜品种上既有分工又有协作，努力把示范效果搞好，搞出特色。尤其注重科学安排、合理布局品种，尽最大努力保证蔬菜品种的均衡供应和连续供应。譬如对于无籽西瓜的种植，既要保证一定的种植面积，又要保证分期分批的采收，只有这样才能达到连续均衡的供应市场。例如沼气建设，因为沼气池户主的建池地点和猪舍的客观条件差异，给现场施工增加了难度。但专家们牢记援外使命，尽职尽责，扎实工作，努力协调好各方关系，使项目建设赢得了方方面面的理解和支持。
As a successful project implemented for many years, the FSM Pilot Farm in Pohnpei and the Demonstration Farm of COM-FSM have two distinct characteristics. First, the two sides have worked closely and practically to accomplish the project tasks efficiently and with high quality. For example, it has taken only five months for the Demonstration Farm of COM-FSM constructed in this project starting from cooperation discussion, civil construction to today’s opening. It was fully supported and assisted by the National Dept. of Resources & Development of FSM, the various departments of Pohnpei State and COM-FSM. Second, Chinese experts work diligently and steadfastly to communicate well with demonstration farmers. In the demonstration planting of vegetable varieties, there are both division of labor and cooperation in vegetable varieties and efforts should be made to do a good job in demonstrating the effects and to make them distinctive. Special attention should be paid to scientific arrangement and rational distribution of vegetable varieties, and every effort should be made to ensure the balanced and continuous supply of vegetable varieties. For example, for seedless watermelon cultivation, we should not only ensure a certain planting area, but also ensure the harvesting by stages and batches. Only in this way can we achieve a continuous and balanced supply market. For example, like the biogas construction, because of the difference between the location of proposed biogas digester with the owner and the surrounding objective conditions of his pigpens, it is more difficult to construct the biogas digester on site. However, the experts keep in mind the mission of foreign aid, do their duty and work hard to coordinate relations between all parties, so that the construction has won understanding and support in all aspects.
中国政府从1998年开始至今，对密克罗尼西亚联邦提供了共十一期农业技术援助，通过中国专家和密方的共同努力，该项目已成为中国对密援助的“金字招牌”，被当地群众广为接受、深深扎根，成为宣传中国和中国农业成果的典型和中密两国友好的象征。同时，该项目也为当地百姓带来实实在在的实惠和生活便利，在中密两国关系中的积极作用显而易见，合作成果有目共睹，当地百姓几乎家喻户晓，提起中国的示范农场都诚心诚意的竖起大拇指赞扬夸奖，许多外国使团和政府官员都亲临参观或带朋友去参观，中国农业援助项目已经成为中国在密克罗尼西亚的一张名片。
Since 1998, the Chinese government has provided 11 phases of agricultural technical assistance to the Federated States of Micronesia. Through the joint efforts of Chinese experts and FSM counterparts, the project has become a ‘golden sign’ of China’s aid to FSM, which has been widely accepted by the local people and deeply rooted. It has become a model for publicizing China’s agricultural achievements and a symbol of friendship between the two countries. At the same time, the Farm also brings real benefits and convenience to the local people. The positive role of Pilot Farm in Sino-Micronesian relations is evident and the results of cooperation are obvious to all. The local residents know all these very well and sincerely raise their thumbs to commend and praise when the China funded Pilot Farm is mentioned. Many foreign missions and government officials visit or take friends to visit there since the Pilot Farm has become a business card of China in Micronesia.
2014年，习近平主席与密联邦领导人决定建立相互尊重、共同发展的战略伙伴关系，翻开了中密关系新的一页。2017年，密联邦总统克里斯琴成功访问中国，习近平主席同克里斯琴总统就深化两国传统友谊、拓展双方务实合作达成广泛共识，推动了中密关系深入发展。2018年，习近平主席与克里斯琴总统在巴新再次会晤取得重要成果，两国领导人决定将中密关系提升为全面战略伙伴关系，为中密关系未来长远发展指明了方向。2019年，密联邦新任总统帕努埃洛坚定致力于推动中密关系在未来30年以及更远的未来不断迈上新高度。
In 2014, President Xi Jinping and the leader of the FSM made the decision to build a strategic partnership featuring mutual respect and common development, opening a new chapter of China-FSM relations. In 2017, FSM President Peter Christian made a successful visit to China. President Xi Jinping and President Christian reached broad consensuses on deepening the traditional friendship between the two countries and expanding practical cooperation between the two sides, and thus further promoted China-FSM relations to a new stage. In 2018, Chinese President Xi Jinping and FSM President Peter Christian had a successful meeting again in PNG and made significant achievements, deciding to upgrade China-FSM relations to a new stage of Comprehensive Strategic Partnership, thus charting the course for future long-term development of China-FSM relations. In May, 2019, the new FSM President David Panuelo has strongly committed to promoting the China-FSM relations to a new high in the next 30 years and beyond.
我们坚信，中密农业技术合作特别是密联邦学院农业示范农场，是造福当地人民的重要举措，有利于提高密联邦学院农业专业的教学水平和密克农业生产发展水平，有利于改善民生，有利于推动中密共建“一带一路”和人类命运共同体。新中国成立60多年来，中国弘扬国际主义精神，秉持正确义利观和真实亲诚的理念，坚持平等、互利、开放和可持续的基本原 则，按照“授人以渔”的方针，在南南合作框架下，力所能及地向其他发展中国家提供了不附加任何政治条件的援助，开创了有别于其他国家的、具有中国特色的对外援助模式，为受援国人民带来了实实在在的福祉，赢得了国际社会特别是广大发展中国家人民的高度赞誉。
We firmly believe that the agricultural technical cooperation, especially the agricultural demonstration farm of COM-FSM, is an important measure to benefit the local people being conducive to upgrading the teaching level of Agronomy major in COM-FSM and the stage of agricultural production and development of FSM, conducive to improving people’s livelihood, and conducive to promoting the build-up of the community of human destiny. Over the past 60 years since the founding of New China, China has carried forward the spirit of internationalism, upholds the principle of pursuing the greater good and shared interests and the principle of sincerity, real results, amity and good faith. Under the principles of equality, mutual benefit, openness and sustainability, with the concept of “helping friends to know how to fish instead of just giving fishes”, China has provided assistance to the FSM within its capacity under the framework of south-south cooperation like the way between brothers and sisters without any political strings attached, thus creating foreign assistance type with Chinese characteristics that is different from other countries. The model has brought tangible benefits to the people of the recipient countries and won high praise from the international community, especially the people of the developing countries.
相互尊重、平等相待、共同发展是中密关系的本质特征。中密农业合作项目的成功实施再次证明，中国是真心实意帮助密克罗尼西亚的朋友。我们的培训项目为当地千家万户解决生存问题做出重要贡献，是造福工程。我们衷心希望密克朋友能够发展得越来越好，与中国一起实现共同发展。
Mutual respect, equality and common development are the essential characteristics of China-FSM relations. The success of the Sino-FSM cooperation project in agriculture once again proves that China is a friend who sincerely helps you. Our training program has made an important contribution to solving the survival problems of hundreds of local families and is a benefit project. We sincerely hope that FSM friends can develop better and better and achieve common development with China.
关于农业技术合作项目下一步的发展，我们建议针对密自然资源丰富的特点，继续在农业项目上多下功夫。帮助更多当地农户建立小规模“猪-沼-菜”的生态循环清洁农业示范点，进一步扩大沼气池建设数量和规模。中方将鼓励国内有实力的企业向密方提供蔬菜、热带水果加工、储藏的技术支持，投资建设小型热带水果加工厂。此外，密联邦四个主岛和许多外岛有丰富的海产品资源，包括海参、珊瑚鱼和黑珍珠，适合人工养殖海产品，但目前缺乏大规模养殖资金和技术。我国沿海省市在此领域技术成熟、实力雄厚，双方合作潜力广阔。
With regard to the further development of agricultural technical cooperation projects, we suggest that we continue to devote more efforts to agricultural projects in view of the characteristics of FSM’s natural resources. It is good to help more local farmers set up small-scale ‘pigs-biogas-vegetables’ demonstration sites and expand the number and space of biogas digesters. The Chinese Embassy will encourage powerful domestic enterprises in China to provide technical support for vegetable and tropical fruit processing and storage to the FSM party and invest in the construction of small processing factories. In addition, the four main islands of the FSM and many outlying islands have abundant marine products resources, including sea cucumbers, coral fish and black pearls, which are suitable for artificial aquaculture of seafood, but currently being lack of large-scale aquaculture funds and technology. China’s coastal provinces and municipalities have mature technology, full strength in this field, which implies a broad potential for cooperation between the two sides.
女士们、先生们，我想再次感谢密联邦政府、密联邦资源发展部、波州政府各部门和密联邦学院等密方各界的大力支持以及中国专家们多年来的辛勤工作。在今年中密建交30周年之际，两国农业技术合作也迎来了20周年，祝愿湖南国际工程建设有限责任公司与密方一道，继续辛勤耕耘、开拓创新，拓展农业培训和合作的新方式，不断丰富中密全面战略伙伴关系内涵，圆满完成第十一期项目的实施，争取在2021年收获更为丰硕的中密农业合作成果。我相信中国援密农业技术援助项目在中密两国政府的支持下会越办越好，不断造福两国人民，不断巩固中密友谊，使我们共同创造美好的未来。
Ladies and gentlemen, I would like to thank once again the FSM Government, the National Dept. of Resources & Development of FSM, the various departments with its divisions under the Pohnpei State and COM-FSM for their strong support and consideration as well as the hard work of Chinese experts over the years. On the occasion of the 30th anniversary of the establishment of diplomatic relations between China and FSM this year, the agricultural technical cooperation between the two countries has also ushered in the 20th anniversary. I wish Messrs. Hunan International Engineering Construction Co., Ltd. and their FSM counterpart to continue their hard work, innovate and expand new ways of agricultural training and cooperation, constantly enrich the connotation of China-FSM comprehensive strategic partnership, successfully complete the activities of the Project Phase XI and achieve more fruitful results in China-FSM agricultural cooperation by the year 2021.I believe that with the support of the governments of China and FSM, the China-FSM Agricultural Technical Assistance Project will be better and better, continuously benefit the people of the two countries, constantly consolidate the friendship between China and FSM, and enable us to create a better future together.
