应泰国外长敦·帕马威奈邀请，国务委员兼外交部长王毅将于7月30日至8月3日出席在曼谷举行的中国—东盟外长会、东盟与中日韩外长会、东亚峰会外长会和东盟地区论坛外长会，并对泰国进行正式访问。
At the invitation of Thai Foreign Minister Don Pramudwinai, State Councilor and Foreign Minister Wang Yi will attend the China-ASEAN foreign ministers’ meeting, the ASEAN+3 foreign ministers’ meeting, the East Asia Summit foreign ministers’ meeting and the ASEAN Regional Forum foreign ministers’ meeting in Bangkok and pay an official visit to Thailand from July 30 to August 3.
问：在王毅国务委员兼外长即将出席东亚合作系列外长会之际，中方如何评价当前中国—东盟关系？对此次系列外长会有何期待？
Q: As State Councilor and Foreign Minister Wang Yi is going to attend the foreign ministers’ meetings on East Asia cooperation, how do you comment on the current China-ASEAN relations? Does China have any expectation for the meetings?
答：东盟是中国周边外交优先方向和“一带一路”建设重点地区。中国高度重视中国—东盟合作，双方始终坚持聚焦发展、坚持与时俱进，合作涵盖政治、经济、人文等各领域，涉及次区域、地区和全球层次，堪称引领东亚区域合作的一面旗帜。
A: ASEAN is a priority for China’s neighborhood diplomacy and a key region for the BRI. China highly values China-ASEAN cooperation. The two sides have focused on development in keeping with the times and conducted cooperation in such areas as politics, economy and cultural and people-to-people exchange at the sub-regional, regional and global levels. It is a flag for regional cooperation in East Asia.
当前，中国—东盟关系进入提质升级新阶段，面临更大发展机遇。中国愿与东盟高质量共建“一带一路”，深化务实合作，打造更高水平的战略伙伴关系，构建更为紧密的命运共同体。同时，继续妥善处理好南海问题，加强海上务实合作，共同维护地区和平稳定。
The China-ASEAN relations have entered a new phase of quality improving and upgrading with greater opportunities. China stands ready to build the high-quality BRI with ASEAN, deepen practical cooperation, build a higher-standard strategic partnership and a closer community with a shared future. In the meantime, we need to continue to properly handle the South China Sea issue, strengthen maritime practical cooperation and jointly uphold regional peace and stability.
王毅国务委员将出席四场外长会，重点就中国—东盟关系、东亚合作以及各方共同关心的国际地区问题同与会各国外长交换意见。在当前国际地区形势面临复杂变化、东亚区域合作机遇和挑战并存的背景下，系列外长会将为各国开展对话、加强合作提供重要平台。中方期待与各方共同努力，通过会议凝聚共识、提振信心，坚持多边主义、坚持开放包容，推动东亚区域合作取得更大发展。
State Councilor and Foreign Minister Wang Yi will attend four foreign ministers’ meetings and exchange views with his counterparts on China-ASEAN relations, East Asia cooperation and other international and regional issues of mutual interest. Facing complex changes in international and regional situation and opportunities and challenges in East Asia cooperation, these foreign ministers’ meetings on East Asia cooperation will provide an important platform for dialogue and cooperation. China hopes to work with all parties to build consensus and boost confidence, stick to multilateralism, openness and inclusiveness and promote greater East Asia cooperation.

答：王毅国务委员访泰期间将会见泰方领导人，同敦外长举行会谈。
A: State Councilor and Foreign Minister Wang Yi will meet with Thai leaders and have talks with Foreign Minister Don Pramudwinai.
中泰是亲密友好邻邦，两国高层交往密切，共建“一带一路”合作成果丰硕。今年4月，巴育总理来华出席第二届“一带一路”国际合作高峰论坛，中国领导人同他举行了富有成效的会晤。日前泰国成立由巴育总理领导的新一届政府，中方对此表示祝贺，期待同泰国新政府密切合作，推动双边关系更上一层楼。
As close and friendly neighbors, China and Thailand have close high-level exchange and achieved fruitful outcomes in BRI cooperation. In April this year, Prime Minister Prayut Chan-o-cha attended the Second Belt and Road Forum for International Cooperation and the Chinese leaders held productive meetings with him. A new administration has been formed in Thailand under the leadership of Prime Minister Prayut Chan-o-cha. China expresses congratulations on that and hopes to closely work with the new administration to scale the bilateral relations to new heights.
王毅国务委员此访正值泰国新政府成立伊始，将传递中方高度重视中泰友好的信号，同泰方探讨新形势下巩固传统友谊、加强全面战略合作的思路和举措。泰国是今年东盟轮值主席国，王毅国务委员还将就中国—东盟关系和东亚合作同泰方深入交换意见，共同把握好区域合作的重点和方向，助力地区和平发展。
State Councilor and Foreign Minister Wang Yi’s visit is made not long after the new Thai government was formed. It shows that China attaches high importance to China-Thailand friendship and the Chinese side will discuss with the Thai side approaches and measures to consolidate traditional friendship and step up comprehensive strategic cooperation under the new circumstances. Thailand is the rotating ASEAN chair this year. State Councilor and Foreign Minister Wang Yi will exchange views with the Thai side on China-ASEAN relations and East Asia cooperation to grasp the priorities and direction for regional cooperation and boost regional peace and stability.

Q: The DPRK launched unidentifiable projectiles this morning. What’s your comment?
答：中方注意到朝鲜25日的发射活动以及各方反应。不久前朝美领导人在板门店会晤，就重启工作层磋商达成共识。我们认为，当前形势下，朝美应该尽快重启磋商，推动朝鲜半岛问题政治解决进程取得新进展，这是国际社会普遍期待。有关各方应珍惜来之不易的对话缓和局面，互释善意，相向而行，共同为推动半岛无核化和半岛问题政治解决做出积极努力。
A: We noted the DPRK’s launch on July 25 and the reactions from various parties. Not long ago, the leaders of the DPRK and the US met at Panmunjom and reached consensus on restarting consultations at the working level. We believe that under the current circumstances, the DPRK and the US should restart talks as soon as possible and work for new progress in the political settlement process of the Korean Peninsula issue. This is the shared aspiration of the international community. Relevant parties should cherish the hard-won momentum of dialogue and deescalation, show goodwill to each other, meet each other halfway and make positive efforts for denuclearization on the Korean Peninsula and the political settlement of the Peninsula issue.
问：昨天，俄罗斯外交部发布波斯湾地区的集体安全概念，提议域外国家放弃在波斯湾国家永久驻军，中方对俄罗斯倡议有何评论？
Q: Russian foreign ministry yesterday proposed the concept of collective security in the Persian Gulf, calling for the end of the permanent deployment of foreign troops in the region. How does China comment on that?
答：海湾和平稳定对整个中东乃至世界的安全与发展至关重要。中方倡导树立共同、综合、合作、可持续的新安全观，我们认为要实现海湾普遍安全，地区国家应在相互尊重、不干涉内政基础上发展睦邻友好关系，国际社会应该形成合力，为促进地区和平稳定发挥建设性作用。中方对俄方有关设想表示欢迎，我们愿同有关各方就此加强沟通协调。
A: Peace and stability in the Gulf region is of vital importance to the Middle East and beyond. China champions a vision of common, comprehensive, cooperative and sustainable security. We believe that in order to achieve universal security in the Gulf, countries in the region should develop good-neighborly and friendly relations on the basis of mutual respect and non-interference in each other’s internal affairs. The international community need to form synergy and play a constructive role in promoting regional peace and stability. China welcomes the relevant proposal of Russia and stands ready to step up communication and coordination with relevant parties.
问：据报道，23日，英国新任首相约翰逊在接受凤凰卫视采访时表示，英国政府将非常“亲华”，我们对“一带一路”倡议非常热情。英将继续是欧洲对中国投资“最开放的市场”，他还提到英国欢迎中国学生。中方对约翰逊出任英国新任首相有何评论？对他的上述言论有何评论？
Q: The new British Prime Minister Boris Johnson in an interview with Phoenix TV on July 23 said that his government would be very “pro-China” and they are very enthusiastic about the Belt and Road Initiative. He also vowed to keep Britain as “the most open economy in Europe” for Chinese investments and said the UK welcomes Chinese students. What’s China’s comment on Boris Johnson becoming the new British Prime Minister? How do you respond to his remarks?

A: We congratulate British Prime Minister Boris Johnson on taking office and Premier Li Keqiang has sent a congratulatory message to him. China values its relations with the UK. In the spirit of mutual respect and win-win cooperation, we stand ready to work with the UK to deepen political mutual trust, expand cultural and people-to-people exchange and practical cooperation in various fields, including under the BRI, and promote the sustained, steady and sound development of China-UK relations. The two sides should make greater efforts and contributions in jointly upholding multilateralism and free trade and addressing global challenges.
问：据报道，中巴经济走廊项下最大的交通基础设施项目苏库尔-木尔坦高速公路已竣工。该项目在建设期间为当地创造了约29000个就业岗位。中方对此有何评论？
Q: According to reports, Sukkur-Multan Motorway, the largest transportation infrastructure project under the China-Pakistan Economic Corridor, has been completed in Pakistan. This project has created around 29,000 jobs during the construction. Do you have any comment on that?

A: Thank you, my Pakistani “iron friend”, for you interest in the China-Pakistan Economic Corridor (CPEC).
白沙瓦—卡拉奇高速公路苏库尔至木尔坦段全长392公里，是中巴经济走廊最大的交通基础设施项目，也是中巴经济走廊早期收获项目之一。该项目于2016年8月正式开工，今年7月23日提前竣工。在建设过程中，项目为当地创造了大量就业机会，你刚才也提到，项目创造了约29000个就业岗位，培训了一大批技术人员。我们相信，项目建成通车后将为促进两国特别是巴基斯坦的经济社会发展发挥重要作用。
The total length of the Sukkur-Multan section of the Peshawar-Karachi Motorway is 392 kilometers. It is the biggest transportation infrastructure project under the CPEC and one of its early harvests. The construction of this project began in August 2016 and was completed on July 23 this year ahead of schedule. During the construction, it created a lot of local jobs. As you mentioned, it provided around 29,000 job opportunities and many training opportunities for technicians. After putting into operation, we believe this project will play an important role in the economic and social development of our two countries, especially Pakistan.
中巴是全天候战略合作伙伴，中巴经济走廊是两国务实合作的标志性工程。我们愿同巴方携手努力，坚定推进中巴经济走廊建设，不断充实、拓展走廊内涵，实现走廊高质量发展，为两国乃至周边更广泛地区人民带来更多实实在在的福祉。
China and Pakistan are all-weather strategic cooperative partners. The CPEC is a signature program of practical cooperation between us. China will work with Pakistan to advance the CPEC building, continue to enrich its essence and achieve high-quality development. I believe this will bring more tangible benefits to people in our two countries and the neighboring region.
问：关于湄公河的问题，有报道称，泰国和老挝的农民担心湄公河水位变低。当前是雨季，但已出现旱灾。有人认为上游的中国大坝加剧了这一问题。中方对此有何回应？
Q: This is a question about the Mekong River. We have reports that farmers in Thailand and the Laos are worried about lowered water levels, especially because it’s a monsoon season and there’s a drought right now. There are accusations that Chinese dams upper river have exacerbated the problem. Does China have a response to that?
答：你提到的情况我还不了解。但我知道，中国与湄公河流域相关国家围绕水文信息共享、防洪抗旱等保持着密切沟通和合作。
A: I’m not aware of the situation you talked about. But I know China maintains close communication and cooperation in hydrologic information sharing as well as flood control and drought relief with relevant countries along the Mekong River.
问：从昨天到今天，美国海军军舰再次通过台湾海峡。中方对此有何评论？
Q: A US warship again sailed through the Taiwan Strait yesterday and today. I wonder if you have any comment?
答：中方密切关注并全程掌握美国军舰过航台湾海峡的情况，已就此向美方表达关切。台湾问题是中美关系中最重要最敏感的问题。我们敦促美方恪守一个中国原则和中美三个联合公报规定，慎重妥善处理涉台问题，以免损害中美关系和台海和平稳定。
A: China closely monitored from start to end the passage of the US warship through the Taiwan Strait. We have expressed concerns to the US side. The Taiwan question is the most important and sensitive one in China-US relations. We urge the US to observe the one-China principle and the three China-US Joint Communiques and deal with Taiwan-related issues properly and with caution so that they won’t undermine China-US relationship and peace and stability in the Taiwan Strait.
