尊敬的图伊拉埃帕总理阁下，
尊敬副元首罗帕提阁下，
尊敬的各位内阁部长和议员，
各位驻萨使节，
各位华侨华人朋友们，
各位援萨技术人员、医生、志愿者教师，
各位来宾，
女士们，先生们：

大家晚上好！欢迎大家出席我的到任招待会。首先，请允许我代表中国驻萨摩亚大使馆，并以我个人的名义，对各位的到来表示热烈的欢迎和诚挚的谢意。
Good evening! On behalf of the Chinese Embassy and in my own name, I wish to extend my warmest welcome to you and thank you for coming to this evening’s reception.
女士们，先生们，
Ladies and gentlemen,
到任以来的一个多月里，我与萨摩亚各界人士广泛接触，还参观了史蒂文森博物馆、民俗文化村和图苏瓦海洞等著名景点。有三点，让我印象深刻：
I have arrived in Samoa for more than one month. Over the past one month, I met with people from different sectors of the Samoan society and visited places such as Robert Louis Stevenson Museum, Samoa Cultural Village and To Sua Trench. I got three deep impressions.
首先，是萨摩亚优美宜人的自然环境以及萨摩亚人民对自己国家的热爱。我经常能看到萨摩亚民众在清扫、除草、并采取各种行动美化和保护环境。此外，萨摩亚灿烂独特的文化和热情友好的人民，也让我倍感亲切。
First is Samoa’s beautiful natural environment and its peoples’ love of their country. Every where I went, I could see people cleaning their houses, weeding the grass, taking all kinds of actions to beautify and protect their environment. The unique and splendid culture, as well as the friendly people in Samoa have also enchanted me and made me feel instantly at home in Samoa.
其次，是中萨友好交往的悠久历史，远早于1975年两国建交。我见到的不少萨摩亚人告诉我，他们的祖父是100年前来萨的中国劳工，为中萨两国的友好合作关系感到自豪。前几天我还见到一位来自德国的老华侨专程到萨摩亚来寻根问祖，这让我非常感动，没想到在萨摩亚有这么多华人后代，对中国都怀着友好的感情。
Second is the time-honored history of China-Samoa people-to-people exchanges, long before 1975 when the two countries established formal diplomatic ties. Quite a few Samoans I met told me that their grandfather or great grandfathers are Chinese indentured laborers who came here nearly 100 years ago, and that they are proud of the current friendship and cooperation between China and Samoa. A few days ago, I encountered an old Chinese man, who traveled all the way from Germany to Samoa, to find his root. All this have touched me deeply: that there are so many descendants of early Chinese in Samoa, and their friendly sentiments towards China.
第三，是中萨关系发展如此强劲有力。去年9月，图伊拉埃帕总理访问中国并出席世界经济论坛，与中国国家主席习近平和国务院总理李克强亲切会见，为中萨关系进一步发展指明了方向。11月，习近平主席同图伊拉埃帕总理以及其他太平洋岛国领导人在巴新举行了具有历史意义的会晤，一致同意将双方关系提升为相互尊重、共同发展的全面战略伙伴关系，开创全方位合作的新局面。萨摩亚也是太平洋岛国中最早加入“一带一路”合作倡议的国家之一。萨长期坚持“一个中国”政策，双方在国际和地区问题上，如气候变化等事务中也开展了良好的合作，中方对此表示高度赞赏。
Third is the robust development of China-Samoa relations. Last September, Hon. Prime Minister Tuilaepa visited China for the World Economic Forum in Tianjin and met with President Xi Jinping and Premier Li Keqiang respectively. The visit was successful and fruitful, charting the course for the future development of bilateral relations. And then last November, President Xi met with Prime Minister Tuilaepa and leaders of seven other Pacific Island countries in the PNG. It is a meeting of historic significance in China-Pacific Island country relations. Both sides agreed to lift bilateral ties to comprehensive strategic partnership of mutual respect and common development, which means the beginning of all-dimensional cooperation between our two countries. Samoa is one of the first Pacific Island countries to join China’s “Belt and Road” initiative by signing the Belt and Road MOU. Over the past 44 years of diplomatic relations, Samoa has firmly upheld the One China policy, and engaged in sound cooperation with China on international and regional issues such as climate change, which China highly appreciates.
抵萨后的第4天，也就是4月1日，我即陪同中国文化和旅游部雒树刚部长出席了在萨摩亚举行的2019“中国—太平洋岛国旅游年”开幕式。“中国—太平洋岛国旅游年”以及中萨两国旅游产业的交流合作，是落实去年习近平主席与图伊拉埃帕总理在巴布亚新几内亚会晤重要成果的具体举措，也是中国与萨摩亚开展“一带一路”合作收获的成果之一。
On 1 April, four days after I arrived in Samoa, I accompanied Chinese Minister of Culture and Tourism Mr. LUO Shugang to attend the launch of the 2019 “China-Pacific Island Countries Tourism Year” in Samoa. The launch and the exchanges and cooperation between the tourism industries of our two countries are not only concrete measures to implement the important outcome reached between President Xi Jinping and Pacific Island leaders in their PNG meeting last November, but also one of the exciting early harvests of the “Belt and Road” cooperation between China and Samoa.
中萨友好还体现在两国不断深入的务实合作上：中国援萨第15期医疗队派驻萨摩亚，6名经验丰富的中国医生为当地民众提供诊疗服务，并与当地医生开展临床交流和培训合作。中萨两国第4期农业技术合作项目、第7期游泳馆和阿皮亚公园体育场技术合作项目顺利开展。援萨5名汉语教师和6名理科教师为萨中小学、大学和社区服务，得到萨摩亚师生和家长的肯定。中国政府积极支持萨摩亚2019年太平洋岛国运动会各项筹备工作。中国工程技术人员正在加班加点，日夜奋战，为的就是早日将援助项目建成并投入使用。中国政府还将为运动会的举办无偿提供体育器材、车辆，为萨运动员和厨师提供赴华培训，还将派出技术专家为运动会闭幕式焰火和团体操表演提供专业的技术支持和服务。
Robust development of China-Samoa ties is also reflected in the expanding and deepening practical cooperation: six highly-experienced Chinese doctors that formed the 15th Medical Team to Samoa are working with local medical professionals to provide the best possible treatment to patients. They also engage in clinical exchanges and training cooperation with local counterparts. Phase four of the China-Samoa Agricultural Technical Aid Project has been in smooth progress. Nine Chinese agricultural experts have been helping Samoan farmers with their expertise. Five Chinese language teachers, six science teachers, and the Confucius Institute set up last September in the NUS, have been teaching for the primary, secondary and tertiary schools in Samoa. Their professionalism and love for the students have been highly regarded by students, parents and their local counterparts. What’s more, China has been actively supporting Samoa’s hosting of the 2019 Pacific Games. Chinese engineers and workers have been working day and night for the early completion of the sports facilities such as the building of a new sports complex, and the renovation of the stadium and aquatic center under the bilateral grant scheme. Nearly 300 athletes and chefs have traveled to China for training. Free sports equipment and vehicles have been provided to Samoa. China will also send technicians and experts to provide technical support for the firework display and mass games during the opening and closing ceremonies.

今年迎来中华人民共和国成立70周年。经过70年砥砺奋进，中国发生了天翻地覆的变化，从一个积贫积弱的国家，一跃成为当今世界第二大经济体，国内生产总值总量超过12万亿美元，对世界经济增长的贡献率超过30%。为了让今晚出席的来宾更好地了解中国这70年来的发展以及中萨两国务实合作成果，使馆在外面大厅布置了图片展览，欢迎大家观看。
This year marks the 70th anniversary of the founding of the People’s Republic of China. After 70 years of perseverance and hard work, huge changes have taken place in China, turning the country from an extremely poor and backward country to the second largest economy in the world. Today, China’s GDP is over 12 trillion US dollars, and it contributes to more than 30% of the world economic growth. To give you a better understanding of China’s development in the past 70 years and China-Samoa practical cooperation, photo exhibitions have been put up outside and you are all welcome to have a look.
中国的发展不仅将造福中国人民，也将造福世界各国人民。中国进入了新时代，中国和萨摩亚的发展及两国关系也面临历史新机遇。中国愿与萨摩亚一道，继续对接发展战略、实现共同发展，为地区乃至世界的和平、稳定与繁荣作出更大贡献。
China’s development will not just benefit its own people, but also people in the whole world. It will provide new historic opportunities to the development of Samoa and China-Samoa ties. China has its development strategies and plans, so has Samoa. We would like to work with the Samoan side for better alignment of our development strategies so that we can achieve common development, and make greater contribution to peace, security and prosperity of the region and the world as a whole.

Ladies and gentlemen,
中萨关系取得的成就，离不开两国领导人和两国人民的共同努力。我非常荣幸，能在中萨关系大发展的时期来到萨摩亚工作。作为中国驻萨摩亚大使，我将与萨方的同事和朋友们一道，为中萨两国的合作与友谊不懈努力。相信在双方的共同努力和各界朋友的大力支持下，中萨两国关系将走向更加光明的未来！
Achievement in China-Samoa friendship could not have been made without the joint efforts of leaders and peoples of both countries. I am proud and honored to be able to serve China-Samoa relations at a time when our bilateral ties are making big strides. As Chinese Ambassador to Samoa, I will work with all the friends and partners in Samoa for the furthering of our friendship and cooperation. I believe, with the joint efforts of both sides and the strong support of friends in different sectors, China-Samoa ties will enter an even brighter future.
