Speech by H.E. Ambassador Yang Zigang at the Reception Marking the 69th Anniversary of the Founding of the People’s Republic of China

尊敬的使团同事们，
各位来宾，女士们，先生们：
Honorable ministers,
Honorable colleagues of the diplomatic corps,
Ladies and gentlemen, friends,
大家晚上好！热烈欢迎诸位出席我们今年五月迁入新馆后举办的首次国庆招待会，与我们共同庆祝中华人民共和国成立69周年。
Kemey Amsikum! This is the first national day reception I have hosted since we moved to this new compound in May. It is a great delight to have you all here with us this evening to celebrate the 69th anniversary of the founding of the People’s Republic of China.

Ladies and gentlemen, friends,
新中国成立69年来，在中国共产党的领导下，实现了从站起来到富起来再到强起来的伟大飞跃。特别是1978年中国实行改革开放40年以来，中国国内生产总值年均增长9.5%，中国累计减贫7亿多人。今天的中国不仅已成为世界第二大经济体、第一大工业制造国和第一大货物贸易国，而且通过融入世界经济体系，连续多年对世界经济增长贡献率超过30%，成为全球经济增长的主要稳定器和动力源，为促进人类的发展和繁荣发挥了积极作用。下一步，中国将继续推进改革开放，中国对外开放的大门只会越开越大。
The past 69 years have been a marvelous journey for China. This journey has witnessed China’s historic leap forward, from getting up on its feet, setting out to achieve economic prosperity to growing ever stronger. The most spectacular achievements were made during the past four decades since China started its reform and opening-up in 1978. China’s GDP has averaged an annual growth rate of around 9.5%, and more than 700 million Chinese people have been lifted out of poverty. Today’s China has grown into the world’s second largest economy, the largest industrial producer and the largest trader of goods, and by getting integrated into the world economy, China has contributed over 30% of global economic growth in recent years, and has become a key anchor and driver for the world economy as well as a positive force in advancing development and prosperity of the world. From now on, China will continue to promote reform and opening-up. The door of China’s opening-up will be even wider than before.
去年10月，中国共产党召开了第十九次全国代表大会，为中国未来发展规划了新的宏伟蓝图。目前，中国人民正朝着实现中华民族伟大复兴中国梦的目标阔步前行。
In October last year, the CPC held its 19th National Congress, which mapped out a new grand blueprint for China’s further development. Currently, the Chinese people are marching forward in big steps to realize the Chinese dream of national rejuvenation.

Ladies and gentlemen, friends,
今年是中国提出“一带一路”倡议五周年，五年来，“一带一路”建设取得了实实在在的合作成果。中国已与100多个国家和国际组织签署了共建“一带一路”合作文件。中国与“一带一路”沿线国家货物贸易额累计超过5万亿美元，对外直接投资超过700亿美元，中国企业已在43个沿线国家建立了80多个境外经贸合作区，吸引入区企业近3500家，上缴东道国税费数十亿美元，为当地创造了数十万个就业岗位。“一带一路”倡议已成为全世界最大、最开放的合作平台，令人欣慰的是，越来越多的非洲伙伴也在参与其中。
This year also marks the 5th anniversary of the Belt and Road Initiative (BRI), which has achieved tangible cooperation outcomes. China has signed cooperation documents on BRI with over 100 countries and international organizations. The total trade volume of goods between China and relevant countries along the Belt and Road have surpassed 5 trillion US dollars. Chinese enterprises have established over 80 economic and trade cooperation zones in 43 countries along the Belt and Road, which brought several billion US dollars of tax revenue for the host countries and created tens of thousands of employment opportunities for the local communities. The BRI has grown into the world’s largest and most open cooperation platform. It is gratifying that more and more African partners are participating in the BRI construction.
9月3日至4日，中非合作论坛北京峰会成功举行，中非领导人再次相聚北京，共商下步合作大计。此次峰会通过了《北京宣言》和《北京行动计划》两份重要文件，将中非共建“一带一路”倡议与联合国2030年可持续发展议程、非盟《2063年议程》以及非洲各国发展战略进行对接。
During September 3rd to 4th, the Beijing Summit of Forum on China-Africa Cooperation (FOCAC) was successfully held. The leaders of China and over 50 African countries gathered together in Beijing and discussed China-Africa cooperation strategies and action plans in the time to follow. The Summit adopted two important outcome documents: ‘Beijing Declaration’ and ‘Beijing Action Plan 2019-2021’. These two documents aim to combine China-Africa joint endeavors to build the Belt and Road with the United Nations 2030 Sustainable Development Agenda, the African Union 2063 Agenda as well as national development strategies of different African countries.
习近平主席在演讲中深刻阐述了中国发展对非关系的政策理念，庄严宣布中国对非合作的“八大行动”计划，以推进中非在产业促进、设施联通、贸易便利、绿色发展、能力建设、健康卫生、人文交流、和平安全八大领域的务实合作。
President Xi in his keynote speech elaborated on China's Africa policies and thoughts and announced ‘EIGHT ACTION PLANS’ for deepening China-Africa practical cooperation. Those plans focus on China-Africa practical cooperation in 8 major fields including industrial promotion, facilities connectivity, trade facilitation, green development, capacity building, health care cooperation, people-to-people and cultural exchanges, peace and security.
习主席郑重宣布，中国将以政府援助、金融机构和企业投融资等方式，再向非洲提供600亿美元支持。未来三年，中国将为非洲提供5万个中国政府奖学金名额和5万个研修培训名额，邀请2000名非洲青年来华交流。中国还将优化升级50个医疗卫生援非项目，为非洲培养更多专科医生，并开展更多“光明行”、“爱心行”、“微笑行”等医疗巡诊活动。
With regards to practical cooperation, President Xi declared that China would offer another 60 billion US dollars to Africa through government assistance, investments and financing from financial institutions and enterprises in the following three years. China will offer Africa 50,000 government scholarship opportunities and 50,000 training opportunities, invite 2,000 African youth to visit China. President Xi also pledged that China would upgrade 50 medical and health care programs in Africa and train more African doctors and specialists.
习主席强调，中国对非合作要做到“五不”，即：不干预非洲国家探索符合国情的发展道路，不干涉非洲内政，不把自己的意志强加于人，不在对非援助中附加任何政治条件，不在对非投资融资中谋取政治私利。
President Xi highlighted that China promises to follow a ‘FIVE-NOs’ approach in its relations with Africa. Those ‘FIVE NOs’ are: NO interference in African countries’ pursuit of development paths that fit their national conditions; NO interference in African countries’ internal affairs; NO imposition of our will on African countries; NO attachment of political strings to assistance to Africa; and NO seeking of selfish political gains in investment and financing cooperation with Africa.

I firmly believe that there will be a brilliant prospect for China-Africa friendly relations and comprehensive cooperation in the years to come.

我们很高兴地看到，过去几个月里，非洲之角地区形势呈现了一系列积极向好的演变，伊萨亚斯总统以其政治家的智慧、远见和魅力在其中扮演了重要甚至关键角色。相关各国采取果敢举措实现和解，通过建设性努力巩固本地区的和平与稳定，这为本地区经济社会发展、持久和平以及互补合作极其有益。在此背景下，中国欢迎这些积极变化并愿在论坛北京峰会和“一带一路”建设确立的合作框架下，同包括厄特在内的地区各国加强各领域务实合作，继续为促进和巩固本地区和平与繁荣贡献积极力量。
We are so glad to see that in recent months, the regional situation of the Horn of Africa has experienced a series of positive and dynamic changes, President Isaias with his wisdom, insight and charisma of a statesman played a critical and significant role in it. The relevant countries took bold actions to reconcile each other and made constructive endeavors to consolidate peace and stability in this region, which is enormously conducive to economic and social development as well as to the durable peace and complementary cooperation in this region. Against this background, China welcomes the positive changes and stands ready to strengthen practical cooperation in various areas with Eritrea and all the other regional countries under the framework of FOCAC Beijing Summit and the BRI, and will continue to play a positive role in promotion and consolidation of peace and prosperity of the region.
女士们，先生们，朋友们，
Ladies and gentlemen, friends,
近年来，中国稳居厄特第一大贸易伙伴国和投资方，中厄在基础设施建设、贸易投资、农业、矿业、教育、医疗卫生、绿色能源等诸多领域均取得丰硕成果，切实惠及两国人民。截至今年8月，厄特赴华培训总人数达到1100人，厄特中国政府奖学金赴华留学生近300人。
In recent years, China has remained to be Eritrea’s largest trade partner and largest investor. Our cooperation in infrastructure, agriculture, mining, housing, education, medical care and energy sectors have yielded fruitful results and brought real benefits to the peoples. Up until this August, 1,100 Eritreans have had training classes in China and nearly 300 Eritrean students obtained Chinese government scholarship.
我认为，新时期中厄双边关系应重点把握好以下三个方面：
In my opinion, in the new era, China-Eritrea bilateral ties could focus on the following three major aspects:
一是深挖两国在“一带一路”倡议和中非合作论坛机制框架下的合作机遇，实现两国共同发展。
First, exploring cooperation opportunities from the Belt and Road Initiative and FOCAC to realize common development of our two countries.
二是共同努力深化两国政治互信，加强双方在国际和地区事务中的相互支持，促进和维护广大发展中国家的团结合作和共同利益。
Second, working together to boost political trust and mutual support in international and regional affairs, to promote solidarity and common interests among all the developing countries.
三是推进两国民间交流，筑牢民心相通的桥梁，增进两国人民相互理解和两国灿烂文明互学互鉴。
Third, pushing forward our people-to-people exchanges to construct the bridge of friendship through civil society, and advance mutual understanding and learning of our brilliant culture and civilizations.
我坚信，只要我们从长远和战略角度看待中厄关系，携手努力抓住中厄关系面临的宝贵机遇，中厄双边关系必将取得新的成就，两国人民将共享合作共赢丰硕果实。让我们共同努力，将中厄关系打造成为中非共建命运共同体的典范！
I am convinced that so long as we take China-Eritrea relations from a strategic and long-term perspective and work hand in hand to seize the opportunities that we have, China-Eritrea bilateral ties can make more remarkable achievements and our peoples will be able to share fruitful results of our win-win cooperation. Let us work together to make China-Eritrea relations a good model for building the China-Africa community with a shared future.
