尊敬的罗德尼·威廉斯总督，
尊敬的贾斯顿·布朗总理，
尊敬的各位部长，

女士们、先生们：
晚上好！
Your Excellency Sir Rodney Williams, Governor General of Antigua and Barbuda and Lady Williams,

Hon. Members of the Parliament,
Excellencies, heads of diplomatic corps, my fellow countrymen,

Ladies and gentlemen,

我和我的夫人非常荣幸地邀请各位出席庆祝中华人民共和国成立69周年招待会。我谨代表中国政府和中国驻安巴使馆，对各位表示最热烈的欢迎，对长期以来关心中国发展、支持中安巴友好的各界朋友表示最诚挚的感谢。
My wife and I feel greatly honored to have you join us to celebrate the 69th anniversary of the founding of the People’s Republic of China. On behalf of the Chinese government and the Embassy, let me extend the warmest welcome to you. Meanwhile, I would express our sincere gratitude to all the friends who have been supporting China’s development and helping foster the relationship between our two countries.
过去的69年只是人类历史的一瞬间，但对于中国人民而言是一段意义非凡的奋斗历程。在中国共产党坚强领导下，中国人民团结奋斗，谱写了社会主义革命、建设、改革的壮丽诗篇。特别是改革开放40年来，中国用最短的时间走过了西方发达国家几百年走过的现代化历程。人民总体实现小康，人均可支配收入增长近100倍。7亿多中国人摆脱贫困，占全球减贫人口70%以上。社保体系不断完善，教育水平显著提升。中国目前已是世界第二大经济体，以及世界第一大出口国、第二大进口国、第二大对外直接投资国，连续多年对世界经济增长贡献率超过30%，成为世界经济增长最主要的动力源。中国迎来了从站起来、富起来到强起来的伟大飞跃，前所未有地接近实现民族复兴的中国梦的伟大目标。
The past 69 years is a small chapter in the history, but a shiny period of remarkable endeavors for the Chinese people. Under the strong leadership of the Chinese Communist Party, the Chinese people have made brilliant accomplishments in the socialist revolution, construction and reform. Since China initiated the reform and opening-up 40 years ago, we have accomplished the modernization that the western developed countries took hundreds of years to achieve. The Chinese people have built a moderately prosperous society with their per capita disposable income increasing almost 100 times. More than 700 million Chinese have been lifted out of absolute poverty, some 70% of global total over the same period. We have put in place a sound social security net and markedly advanced the education. Now China is the world’s second largest economy, the single largest exporter, the second largest importer and the second largest foreign investor. China is credited as the key engine of world economy with its contribution to global growth exceeding 30%. The Chinese nation has achieved a tremendous transformation: it has stood up, grown rich, and is becoming strong. China has come to embrace the brilliant prospects of rejuvenation.
中国积极参与国际事务，努力为世界和平发展贡献中国智慧。在习近平外交思想指引下，中国特色大国外交取得历史性成就。我们坚持以维护世界和平、促进共同发展为宗旨，推动构建新型国际关系，推动构建人类命运共同体。
As an active player in the international affairs, China contributes its wisdom for world peace and development. Guided by Xi Jinping diplomatic thoughts, we have made historic headway in the pursuit of major country diplomacy with Chinese characteristics. Following the principle of maintaining world peace and promoting common development, we strive to foster a new type of international relations and build a community with a shared future for humanity.
中国坚持以共商共建共享为原则推动“一带一路”建设，坚持以相互尊重、合作共赢为基础走和平发展道路，坚持以务实合作为核心打造全球伙伴关系，坚持以正确义利观和真实亲诚理念为引领加强同发展中国家合作。我们坚定维护开放型世界经济和多边贸易体制。今年，中国已经成功举办博鳌亚洲论坛年会、上海合作组织峰会、中非合作论坛峰会，近期还将举办国际进口博览会等大型国际活动。我们将以实际行动表明，中国始终是世界和平的建设者、全球发展的贡献者、国际秩序的维护者。
Based on extensive consultation, joint contribution and shared benefits, we have promoted the Belt and Road Initiative. Featuring mutual respect and win-win cooperation, we have adhered to the path of peaceful development. We are also developing a global partnership focused on practical cooperation. And we work to strengthen collaboration with other developing countries, following the principle of upholding justice while pursuing shared interests, as well as the concepts of sincerity, real results, affinity and good faith. We actively defend an open world economy and the multilateral trading regime. This year China hosted major international events like the Boao Forum for Asia Annual Conference, the 18th Shanghai Cooperation Organization Qing Dao Summit and the Beijing Summit of the Forum on China-Africa Cooperation. And we will hold the first International Import Expo later this year. As testified through actions, China will all along be a builder of world peace, a contributor to global development and a defender of the international order.

Ladies and gentlemen,
今年是中国和安巴建交35周年。自1983年建交以来，两国关系一直走在中国同加勒比各国关系的前列，发挥着重要引领作用。我们始终坚持，国家不分大小、强弱、贫富，都是国际社会平等成员。任何国家都不应该谋求垄断国际和地区事务，侵犯他国正当权益。要坚持平等相待、相互尊重，照顾彼此利益关切，反对强权政治，反对把自己的意志强加于人。
This year marks the 35th anniversary of the diplomatic relationship between China and Antigua and Barbuda. Since its birth in 1983, our ties have always been exemplary among the relationships between China and the Caribbean countries. China firmly maintain that all countries, big or small, strong or weak, rich or poor, are equal members of the international community. Never should any country pursue a monopoly on regional or international affairs, infringe on legitimate interests and rights of other countries. Instead, all countries should respect each other, discard power politics and refrain from imposing its own will on others.
女士们、先生们，我们高兴地看到：
Ladies and gentlemen,
两国政治互信不断巩固。今年初，两国相继完成政府换届，威廉斯总督、布朗总理第一时间向习近平主席、李克强总理发出贺电，高度评价双边关系处在历史上的最好时期。两国高层官员互访频繁。安巴政府坚定奉行“一个中国”政策，在涉及中国核心利益的问题上给予中方宝贵支持。两国在国际和地区事务中的合作不断加强，在许多重大问题上拥有广泛共识，携手维护广大发展中国家的共同利益。
We are glad to see that our political mutual trust has consolidated. China and Antigua and Barbuda accomplished its change of administration early this year, when Governor General Williams and Prime Minister Browne sent a congratulatory message to President Xi Jinping and Premier Li Keqiang respectively at the very first time, praising that the bilateral relationship is at the best period in history. High-level officials from both countries keep a frequent exchange. The government of Antigua and Barbuda firmly adheres to the One China principle and gives us valuable support on issues involving China’s core interests. With broad consensus on many major issues, our cooperation in regional and international affairs has been strengthened, so as to jointly safeguard the common interests shared by developing countries.
两国务实合作更加深入。今年6月，两国签署共建“一带一路”谅解备忘录，安巴成为本地区首个与中国签署“一带一路”合作文件的国家，这是两国关系史上又一个重要里程碑。7月，由中方资助的巴布达岛飓风受损房屋修复项目顺利完工，这是两国在南南合作框架下取得的又一丰硕成果。格雷斯·格林社区中心近期竣工，圣约翰深水港前期工程有序进展，农业技术合作协议稳步落实，两个新社区中心正在推进，双方经贸合作在高水平运行。
Our economic cooperation has deepened. In June, we signed the MOU on Belt and Road cooperation. Antigua and Barbuda are credited as the very first country in this region to join the Belt and Road program, which is a milestone in the history of our relations. We are glad that the China funded roof-repairing project in Barbuda is completed in July as a new achievement made by our two countries under the framework of South-South cooperation. Recently the Gray’s Green Community Center has also been completed. And the preliminary work of the St. Johns deep-water port is well in progress. The agricultural cooperation agreement is steadily implemented. The building of another two community centers are underway. All of this demonstrates that our economic cooperation is at a high level.
两国人文交流亮点纷呈。安巴赴华短期培训人员今年首次突破270人，19名获得中国政府奖学金的安巴留学生已顺利入学，深受安巴普通民众欢迎的“光明行”医疗项目正如火如荼地展开。今晚，中国医疗专家就在这个招待会现场。下个月，中国海军“和平方舟”医院船将到访安巴，将为双方医务交流开辟新平台。
Our people-to-people exchanges have boomed. In this year alone, some 270 Antiguan officials and technical personnel have been invited to China on the short-time capacity training and 19 Antiguan and Barbudan students have been granted Chinese government scholarship for a degree study in China. The Brightness Journey is warmly welcomed by the local residents and actively carried out. Tonight, these Chinese medical experts are at present. Next month, the hospital ship Ark of Peace, dispatched by the Chinese Navy, will visit Antigua and Barbuda, providing a brand-new platform for health and military exchanges between our two countries.
“潮平两岸阔，风正一帆悬”。我们将以建交35周年为契机，以“一带一路”合作为引领，与安巴携手打造双边关系的升级版。
I would like to quote from a Tang Dynasty poem to describe our strong relationship, “From shore to shore it is wide at high tide, and with fair wind a sail is lifting.” Guaranteed by the Belt and Road cooperation, we will take the 35th anniversary as an opportunity in working together to upgrade our bilateral relations.
在这里，我还要特别向旅居安巴的华侨华人致以美好的祝愿。你们同安巴人民友好相处、共同发展；你们在安巴遵纪守法，辛苦耕耘，为当地经济社会发展做出了贡献，成为两国友好的桥梁。希望各位侨胞加强团结、互相帮助，继续为安巴发展和两国友好发挥积极作用，为中华民族的复兴大业做出应有贡献。
Tonight, I would like to make a special wish to the overseas Chinese in Antigua and Barbuda. You have been getting along with the local people, pursuing common development; abiding by laws and regulations. You work hard to make contributions to local economic and social progress, and become a bridge of friendship between both countries. We hope all the overseas Chinese here can unite and help each other, continue to play your part in the development of Antigua and Barbuda as well as our friendly relations, and make due contributions to the reunification cause of the Chinese nation.

Ladies and gentlemen,
当今世界正在经历百年未有之大变局。世界多极化、经济全球化深入发展，新兴市场国家和发展中国家快速崛起，世界各国人民的命运从未像今天这样紧紧相连。
The world is undergoing major changes unprecedented in a century. As multi-polarity and economic globalization gain momentum, emerging markets and developing countries rise abruptly, the well-being of people in all countries has never been so closely intertwined as it is today.
正如习近平主席所指出的，和平与发展是当今时代的主题，也是时代的命题，需要世界各国以团结、智慧、勇气，扛起历史责任，解答时代命题，展现时代担当。中国是世界上最大的发展中国家，安巴是发展中国家群体的重要成员。我们愿同安巴一道，为构筑更加紧密的友好合作关系，为创造两国人民的美好生活，推动构建人类命运共同体而携手前行。
Just as President Xi Jinping pointed out, peace and development remain the underlying trend of our times. Indeed, they are the call of the times. The international community should take our historical responsibility and respond to the call of our times with solidarity, vision, courage and a sense of mission. China is the largest developing countries in the world, and Antigua and Barbuda an important member among developing countries also. We stand ready to work with Antigua and Barbuda to forge a closer bond of friendly relations, make a better living for people in both countries and build a community with a shared future for mankind.
