Remarks by HE Ambassador Wang Xiaolong at the Reception to Celebrate the 25th Anniversary of the Establishment of Diplomatic Relations Between China and the Cook Islands

很高兴与大家在此相聚，共同庆祝中国与库克群岛建交25周年。首先，请允许我代表中国政府和人民，向多年来见证、参与和促进中库关系发展的各界人士表示衷心的感谢！本次庆祝活动得到各有关部门和各界朋友的大力支持和协助，在此对你们的倾情付出表示诚挚的谢意！
It gives me great pleasure to join you in the celebration of the 25th anniversary of the establishment of diplomatic ties between China and the Cook Islands. Let me begin by extending the deep appreciation, on behalf of the Chinese Government and People, to those who have witnessed, participated in and contributed to the development over the years of our bilateral relations. My thanks also go to the various institutions and personalities who have helped make our celebrations possible.
在庆祝中库建交25周年的重要历史节点，让我们共同缅怀为中库关系作出重要贡献的两国领导人们，包括几天前逝世的江泽民主席。他是中国人民的杰出领导人，曾在中国改革开放的重要历史时期主政，任内做出了中库建交的决定。我们同样缅怀杰弗里·亨利、乔·威廉姆斯、特雷帕伊·马奥阿特和吉姆·马鲁雷等已故库克前总理，他们都为中库关系发展发挥了重要领导作用。
As we celebrate this important milestone, we should remember and pay tribute to those leaders that have contributed to the relationship along the way, including President Jiang Zemin, who passed away three days ago. He was a distinguished leader of the Chinese people, who presided over an important period in the history of China’s reform and opening up. President Jiang was also the leader on the Chinese side that decided on the establishment of our relationship 25 years ago. I also wish to acknowledge on the Cook Islands side Hon PMs Geoffrey Henry, Joe Williams, Terepai Maoate and Jim Marurai, who are no longer with us but will be remembered for their leadership on the development of the relationship.
自1997年7月25日建交以来，中库两国锐意开展互利友好合作，携手应对时代挑战。在此过程中，中库关系内涵不断拓展和丰富，为两国和两国人民带来了福祉，也为世界和地区的和平与发展作出了贡献。两国领导人于2018年将双边关系提升为相互尊重、共同发展的全面战略伙伴关系，开辟了中库全方位合作的新时代。不久前，布朗总理兼外长同王毅国务委员兼外长的视频会晤，为两国巩固深化全面战略伙伴关系注入新动力。我认为，中库关系的成功可以归结于以下因素：
Since the establishment of diplomatic ties on 25th July 1997, China and the Cook Islands have been actively pursuing friendship and cooperation for common development and addressing challenges of the times hand in hand and shoulder to shoulder. In this process, our relations have grown in both breadth and depth, giving increasing substance to the evolving partnership between us, benefiting both peoples, and contributing to world and regional peace and development at the same time. The leaders of the two countries reached consensus on upgrading our relations to a “Comprehensive Strategic Partnership” featuring Mutual Respect and Common Development in 2018, ushering our cooperation into a new era. The recent virtual meeting between Hon Prime Minister and Foreign Minister Mark Brown and HE State Councilor and Foreign Minister Wang Yi has injected further new dynamism into our partnership. Looking back, the success of our relationship could best be summarized in the following observations:
一是两国相互尊重，政治互信不断深化。中库双方克服了距离上的遥远，超越了历史、文化和自然禀赋的差异，即使在新冠肺炎疫情期间，两国领导人也通过各种方式保持友好交往，引导双边关系朝着正确的方向发展。双方始终相互尊重、相互理解，在涉及彼此核心利益和重大关切的问题上相互支持。中方赞赏库长期恪守一个中国原则。
In the past 25 years, the two countries, holding each other in respect, have enhanced mutual understanding and mutual trust, overcome the tyranny of distance, and transcended the differences in history, culture and natural endowments. Our leaders have maintained friendly engagement through various ways even during COVID, thereby steering the bilateral relationship in the right direction. Just like good brothers, we consult closely on what we do together, appreciate and respect the concerns of each other, and support each other on our respective major concerns and core interests. Particularly, China appreciates the Cook Islands consistent firm commitment to supporting the one-China principle.
二是两国聚焦共同发展，务实合作不断拓展。中国在南南合作框架下为库提供不附加任何政治条件的援助，支持库实现经济社会可持续发展、改善基础设施和人民生活。中方愿继续在力所能及的范围内向库提供帮助。
In the past 25 years, the two countries have expanded practical cooperation to achieve common development. Within the framework of South-South cooperation, and without any political strings attached, China has provided support and assistance to the Cook Islands in its pursuit of sustainable economic and social development, developing the infrastructure and improving people’s lives. Going forward, we shall continue to do so within the best of our ability.
三是两国同心协力，携手应对共同挑战。建交25年来，中库在各种共同挑战面前，携手并肩，相互支持。新冠肺炎疫情暴发后，中国及时向库提供资金、医疗物资、政策经验等方面的支持。我很高兴地看到，这些支持对库抗疫发挥了积极作用。不久前，来自珠海的应急物资在拉罗汤加岛遭受巨浪袭击之前也及时派上了用场。
In the past 25 years, the two countries have confronted common challenges side by side. In the most recent fight against COVID, China is happy to be of some help to the Cook Islands in terms of funding support, medical supplies, and experience and knowledge sharing. It so happened that the disaster management appliances from Zhuhai arrived just before Rarotonga was hit by huge waves, in time to be helpful with tackling the impact.
四是两国人民相亲相近，彼此友谊日益深厚。越来越多的库克群岛民众热衷于学习汉语和中国文化，一些人还曾到中国参访或学习。中国游客对库克群岛的兴趣也越来越浓厚，希望领略这颗“太平洋明珠中的明珠”风采的人越来越多。
In the past 25 years, the people-to-people links between the two countries have also grown steadily. More and more Cook Islanders are keen to learn the Chinese language and the Chinese culture. Some of them have been to China for visits or studies. In the same vein, there is increasing interest among Chinese tourists in the Cook Islands, and more and more of them are longing for a visit to the pearl of all pearls of the Pacific.
五是两国同声相应，共同维护国际公平正义。中国支持包括库克群岛在内的太平洋岛国平等参与地区和全球治理，积极维护岛国伙伴的正当权益。最近，在《联合国气候变化框架公约》第二十七次缔约方大会（COP27）上，中国支持大会就发展中国家关心的损失与损害问题取得重要进展。
In the past 25 years, the two countries have joined their voices to safeguard international equity and justice. China supports the Island countries including the Cook Islands in seeking equal participation in regional and global governance, and in upholding their legitimate rights and interests. One recent example is China’s commitment to supporting progress on loss and damage in climate change negotiations at COP27 in Egypt.

Ladies and Gentlemen,
当前，中库都处于各自发展的关键阶段。不久前，中国共产党第二十次全国代表大会胜利闭幕。大会选举产生了以习近平总书记为核心的党的新一届中央领导集体，重申中国未来发展的根本和核心任务是实现全面建成社会主义现代化强国、实现第二个百年目标，以中国式现代化全面推进中华民族伟大复兴。中国将坚持对外开放的基本国策，坚定奉行互利共赢的开放战略，不断以中国新发展为世界带来新机遇，推动构建开放型世界经济，更好惠及各国人民。中国将始终坚持维护世界和平、促进共同发展的外交宗旨，加强与发展中国家的团结与合作，加大对全球发展合作的资源投入，致力于推动构建人类命运共同体。
Currently, both China and the Cook Islands have come to a critical juncture in their respective development. Just recently, the Communist Party of China has successfully concluded its 20th National Congress, which elected the new leadership of the Party with General Secretary Xi Jinping at its core, reaffirming that the fundamental and central task of China & apos; s future development is to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation through a Chinese path to modernization. China remains committed to its fundamental national policy of opening up to the outside world and as part of that policy, will continue to pursue mutually beneficial cooperation with all countries in the world, striving to create new opportunities for the world with its own new development and to contribute its share to building an open global economy that delivers greater benefits and common prosperity to all peoples. China will endeavour to safeguard world peace, promote common development, reinforce solidarity and cooperation with fellow developing countries by, among other things, increasing the input of resources in development cooperation, and contribute to building a community with a shared future for mankind.
库克群岛正致力于提高长期可持续发展能力，努力应对疫情影响和气候变化。为此，库克群岛政府和人民制定了实现长期可持续发展的行动计划，致力于推动国家韧性、可持续发展，促进疫后经济复苏，中方对此高度重视。
The Cook Islands is striving for long term sustainable development while addressing the impacts of COVID and climate change. For this purpose, the Cook Islands Government and people have developed an action plan to realize long-term sustainable development to enhance economic resilience and promote post-COVID recovery, which is highly regarded by China.
当前，世界百年未有之大变局与世纪疫情叠加，给包括中库在内的各国带来了复杂的挑战。但中库两国政府和人民有足够的勇气和智慧应对挑战、化危为机、实现更好发展。
As the world is undergoing profound changes and grappling with the impact of COVID pandemic, both unseen in a century, both China and the Cook Islands, like other countries, are faced with complex challenges. However, both countries and peoples are in no lack of the bravery and wisdom needed to rise to the challenges, turn crises into opportunities, and realize greater development.
25年前，中库两国领导人高瞻远瞩，推动两国建交。从那时起，中库合作的广度和深度一直在不断拓展。有25年积累的坚实基础、构建的深厚人民友谊，我对中库关系未来25年甚至更长时期的光明前景充满信心。
25 years ago, the leaders of both countries, with their vision and wisdom, decided on the establishment of diplomatic ties. Since then, our cooperation has grown in both width and depth. With the solid foundation of cooperation and profound friendship built up in the past 25 years, I have full confidence in the bright future of our relations for the next 25 years and beyond.
让我们继续平等相待、相互尊重，继续就彼此核心利益和重大关切提供相互支持。让我们密切高层往来，增进政治互信，保持各层级对话交流，不断深化民间往来，增进人民友谊，夯实中库关系的民意基础。
Let’s go on treating each other in the spirit of equality and mutual trust and lend support to each other especially on our respective core interests and major concerns. Let’s join hands to enhance political trust by way of more high-level engagement, promote mutual understanding through more dialogues and communications at various levels, and increase people-to-people exchanges to deepen the fraternity between our two peoples and solidify the support from the public for our bilateral relations.
让我们进一步拓展务实合作，促进共同发展。中方欢迎库方积极参与“一带一路”国际合作、全球发展倡议，以及中国根据太平洋岛国实际情况发起的各种合作平台，分享中国发展的机遇。中国将继续在南南合作框架下同库开展经济技术合作，特别是加强与“蓝色太平洋2050战略”对接，推动实现韧性、可持续发展，助力实现疫后经济复苏。
Let’s work together on more practical cooperation for common development. The Cook Islands is welcome to share the opportunities from China’s development by taking part in the Belt and Road international cooperation, the Global Development Initiative, and the various platforms launched by China specially for the Pacific region. China will carry on with the eco-tech cooperation under the framework of South-South cooperation, especially in alignment with the 2050 Strategy for the Blue Pacific Continent for resilient and sustainable development and post-COVID economic recovery.
让我们始终以太平洋方式，构建中国—太平洋岛国命运共同体。中国支持岛国主导、岛国所有的开放的地区主义，致力于与太平洋岛国一道推动相互尊重、共同发展的全面战略伙伴关系走深走实。为此，中方祝贺库克群岛即将接任太平洋岛国论坛轮值主席国并主办2023年太平洋岛国论坛会议，并将在力所能及的范围内为库提供支持。中国也将继续通过中国—太平洋岛国外长会等机制推进与岛国的合作。
Let’s build the China-Pacific Island Countries community of shared future in the Pacific Way. China respects the centrality and leadership role of the Pacific Island developing countries in the South Pacific regional cooperation, and is committed to working with the Pacific Island Countries to give increasing substance to the Comprehensive Strategic Partnership featuring Mutual Respect and Common Development. In this regard, China congratulates the Cook Islands on assuming the rotating chairmanship of the Pacific Islands Forum and hosting the 2023 PIF meetings, and will provide support to the best of our ability for the Cook Islands in that important endeavour. China will also continue to advance our cooperation with the Pacific Island Countries through the multiple China-Pacific Island countries mechanisms including the Foreign Ministers & apos; Meeting.
总而言之，中国期待与库方携手合作，推动中库全面战略伙伴关系迈上新的台阶，更好造福两国和两国人民，并为世界和地区和平与发展作出贡献。
In a nutshell, China is looking forward to working with the Cook Islands to push the comprehensive strategic partnership to new heights to benefit our two peoples and contribute to world and regional peace and development.
最后，让我们为中库建交25周年，为两国人民的幸福安康，为中库更美好的未来，为中库友谊地久天长，干杯！
