一、关于中国同中亚国家经贸合作情况

I. Trade and Economic Cooperation between China and Central Asian Countries.


2017年1月,中国先后迎来同乌兹别克斯坦、哈萨克斯坦、塔吉克斯坦、吉尔吉斯斯坦和土库曼斯坦建交25周年纪念日。建交25年来,我与中亚五国经贸合作快速发展,呈现出基础牢固、前景良好的特点。


In January 2017, China has met the 25th anniversary of the establishment of diplomatic relations with Uzbekistan, Kazakhstan, Tajikistan, Kyrgyz and Turkmenistan consequently. In the past 25 years, the trade and economic cooperation between China and Central Asian countries has grown rapidly and showed a solid basis and sound prospect.


2016年,我国与中亚五国经贸合作亮点纷呈,主要表现在以下几个方面:


In 2016, the trade and economic cooperation between China and five central Asian countries showed many highlights mainly in the following aspects:


一是双边贸易整体保持稳定。我成为吉尔吉斯斯坦、土库曼斯坦第一大贸易伙伴,哈萨克斯坦、乌兹别克斯坦和塔吉克斯坦第二大贸易伙伴。


1. Bilateral trade was steady in general. China has become the largest trading partner of Kyrgyz and Turkmenistan and the second largest trading partner of Kazakhstan, Uzbekistan and Tajikistan.


二是产能和经济技术合作取得新进展。由中国企业承建的乌兹别克斯坦“安格连-帕普”铁路隧道通车,习近平主席指出,这是中乌共建“一带一路”的重大成果和两国人民友谊与合作的新纽带;我国企业在吉尔吉斯斯坦投资建设的炼油厂和多个矿业项目顺利实施,比什凯克热电站项目有望提前竣工;塔吉克斯坦总统9次出席双边项目剪彩仪式,铁路桥隧、热电站、铝厂技改、水泥厂和石油炼化厂等项目大幅改善了塔社会经济发展条件。此外,我国企业在哈萨克斯坦投资建设的阿斯塔纳轻轨、汽车组装、聚丙烯等项目取得积极进展。


2. New progress has been made in capacity and economic and technological cooperation. Uzbekistan-Pap-Angren Railway undertaken by a Chinese enterprise was put into use. President Xi Jinping pointed out that it is a major fruit of the “Belt and Road” initiative jointly built by China and Uzbekistan and a new belt to connect the friendship of the peoples of both sides and the bilateral cooperation. The oil refineries and mineral projects that Chinese enterprises invested in Kyrgyz get on well. Bishkek Thermal Power Plant will be completed in advance hopefully. Tajikistan President has attended ribbon-cutting ceremonies for 9 times and Tajikistan’s social and economic development conditions have greatly improved projects like railway and tunnel, thermal power plant, aluminum smelter’s technology improving project, cement plant and oil refinery. Besides, we also made positive progress in projects of Astana light metro, auto resembling and polypropylene that Chinese business invested in Kazakhstan.


三是互联互通开启新篇章。1-11月,经中亚国家开行的中欧班列同比增长150%,首列经中哈土伊铁路至德黑兰的货运列车成功开行,“中国西部-欧洲西部”国际运输走廊项目加快落实,开启了地区互联互通新篇章。

 

3. Connectivity cooperation on starts a new chapter. In January-November, the number of “CR Express” that went through central Asian countries increased 150% year on year, the first freight train that ran through China-Kazakhstan-Turkmenistan-Iran-Teheran was successfully launched and “Western China-Western Europe” international corridor project was accelerated, starting a new chapter of regional connectivity.


四是金融合作不断深化。亚投行、丝路基金和中国-欧亚经济合作基金正开展项目遴选;哈萨克斯坦已将人民币列为储备货币,中哈正就建设阿斯塔纳国际金融中心和商品交易所开展合作;中哈产能合作基金正式成立,两国金融和保险机构签署多项融资和合作协议,为双边重大项目实施提供了有力支持。


4. Financial cooperation is constantly deepened. Asian Infrastructure Investment Bank, Silk Road Fund and China-Eurasia Economic Cooperation Fund are conducting project selection; Kazakhstan has incorporated RMB into its list of reserve currency and China and Kazakhstan are conducting cooperation in building Astana International Financial Center and Commodity Exchange; China-Kazakhstan Capacity Cooperation Fund was officially founded, and financial and insurance institutions of both sides have signed agreements on financing and cooperation, providing support for the implementation of major projects.


2017年,商务部将继续积极推动与中亚地区经贸合作,切实落实领导人达成的经贸共识,加强我与中亚国家政策对接、信息沟通和项目协调,深化共建“一带一路”,加强产能合作,促进中小企业合作,力争取得更多早期收获。


In 2017, the Ministry of Commerce will push forward to promote trade and economic cooperation with central Asian region, genuinely implement the economic consensus reached by leaders of both sides, strengthen policy docking, information exchange and project coordination with central Asian countries, jointly build the “Belt and Road”, deepen capacity cooperation, promote small and medium-sized enterprises cooperation and strive for more early harvests.


二、关于金砖国家经贸部长会议情况

II. Trade and Economic Ministerial Conference Situation of BRICS.


2011年金砖国家经贸部长会议机制建立以来,在各国共同努力下,金砖国家经贸合作稳步推进,势头良好。当前,全球经济复苏乏力,金砖国家总体面临较大经济下行压力,但仍然拥有广阔的域内市场、巨大的发展潜力和充裕的政策空间。金砖国家拥有世界42%的人口,23%的全球经济总量,是国际上重要的新兴力量。加强金砖国家间务实经贸合作,对促进金砖国家共同发展和世界经济增长至关重要。


Since the establishment of the trade and economic ministerial conference mechanism of BRICS in 2011, the trade and economic cooperation of BRICS was promoted steadily with favorable momentum under the joint efforts of all countries. At present, the global economic recovery is weak and BRICS face relatively greater overall economic downturn, but still owning broad intra-market, huge development potential and abundant policy space. BRICS have 42% of the world population and 23% of the global economic aggregate, marking the important new strength of development internationally. Strengthening practical trade and economic cooperation between BRICS is of great important to promoting common development of BRICS and the world economic growth.


今年9月,金砖国家领导人将在厦门市举行第九次会晤,为做好经贸领域相关准备工作,我们将举办金砖国家第七次经贸部长会议及经贸联络组会议,努力发掘金砖国家贸易和投资潜力,在既往合作的基础上,大力推动金砖国家经贸合作机制化、系统化和实心化,重点加强贸易便利化、投资便利化、服务贸易、电子商务、知识产权、经济技术等领域的合作,推动金砖国家朝着建设更紧密经济伙伴关系、实现一体化大市场的方向发展,努力把金砖国家经贸合作推上一个新台阶,让“金砖”不仅保持成色,还熠熠生辉。


In this coming September, leaders of BRICS will hold the 9th meeting in Xiamen. In order to do a good job in the preparation work of trade and economic field, we will hold the 7th trade and economic ministerial conference of BRICS and the trade and economic liaison group conference, strive to tap the potential of trade and investment of BRICS, vigorously promote the institutionalization, systematization and substantiation of trade and economic cooperation of BRICS based on the previous cooperation, focus on strengthening the cooperation in the fields such as trade facilitation, investment facilitation, service trade, e-commerce, intellectual property and economic technology, promote BRICS to build closer economic partnership and to realize market integration and make efforts to push forward trade and economic cooperation of BRICS to a new stage and help BRICS not only maintain the current strengthen, but also become even stronger.


三、关于中日韩自贸区谈判进展情况

III. Progress of China-Japan-ROK FTA Negotiation.


中日韩自贸区谈判刚刚结束的第11轮谈判取得一定进展。三方就货物贸易、服务贸易、投资、规则等领域深入交换了意见。


The 11th Negotiation of China-Japan-ROK FTA, which was just closed, has gained some progress. The three parties exchanged views on trade in goods, service trade, investment and rules.


中日韩同为全球重要经济体,国内生产总值和对外贸易额合计均占世界20%以上。建立中日韩自贸区有助于充分发挥三国间的产业互补性,挖掘提升三国贸易投资水平的潜力,促进区域价值链进一步融合,符合三国整体利益,有利于本地区的繁荣与发展。201511月,中日韩领导人会议发表联合宣言,重申将进一步努力加速三国自贸区谈判,最终缔结全面、高水平和互惠的自贸协定。201610月召开的中日韩经贸部长会也承诺要加紧推进谈判,寻求三国自贸区的独特价值。


China, Japan and ROK are all important economies in the world, whose GDP and foreign trade value accounted for 20% of the world total. Building China-Japan-ROK FTA contributes to giving full play of the industrial complementarity among the three countries, exploiting and promoting the potential of the trade and investment of the three countries, promoting further integration of regional value chain. It conforms to the overall interests of the tree countries and helps the prosperity and development of the region. In November 2015, the Trilateral Summit Meeting among China, Japan and ROK released the joint announcement, reiterating that China-Japan-ROK FTA would be further accelerated, and a comprehensive, high-level and reciprocal FTA agreement would be finally reached. In October 2016, the Economic and Trade Ministers’ Meeting among China, Japan and ROK vowed to promote the negotiation and seek the unique value of the FTA.


中方始终高度重视中日韩自贸区谈判,愿与日、韩共同努力,在充分考虑三国发展水平和产业竞争力存在差异的基础上,不断扩大共识、弥合分歧,落实领导人的要求,最终达成一份全面、高水平和互惠的自贸协定。


China always attached great attention to the negotiation of China-Japan-ROK negotiation, and is willing to make joint efforts with Japan and ROK. On the basis of taking full consideration of the development level and industrial competitiveness of the three countries, China is willing to expand consensus continuously, bridge over the disputes and implement the requirements of the leaders, so as to reach a comprehensive, high-level and reciprocal FTA.

问:据报道,习近平主席将于115日至18日对瑞士进行国事访问,其间,将出席在瑞士达沃斯举行的世界经济论坛2017年年会。请发言人介绍一下当前中瑞双边经贸关系现状及未来的发展前景?


Q: It is reported that President Xi Jinping will pay a state visit to Switzerland from January 15 to 18, during which he will attend the 2017 annual meeting of the World Economic Forum in Davos, Switzerland. Would you please brief us on the current status of China-Switzerland bilateral trade and economic relationship and its future prospect?


答:本月1518日,习近平主席将应瑞士联邦主席邀请对瑞士进行国事访问,并赴达沃斯出席世界经济论坛年会。2017年我国元首外交首访就选择了瑞士,充分体现了中国领导人对两国关系发展的重视。瑞士是最早同新中国建交的西方国家之一,也是我国在欧洲重要的经贸合作伙伴。20164月,习近平主席与来访的时任瑞士联邦主席共同确定中瑞建立创新战略伙伴关系,这是中国首次与其他国家建立以创新为标志的伙伴关系。


A: On the 15th to 18th of this month, President Xi Jinping will pay a state visit to Switzerland at the invitation of the President of the Swiss Confederation and attend the annual meeting of the World Economic Forum in Davos. That the Chinese President chooses Switzerland as the first foreign country to visit in 2017 fully demonstrates how much value the leaders of both countries attach to developing the bilateral relationship. Switzerland is one of the first western countries to establish diplomatic relations with China. It is also an important economic and trade partner of China in Europe. In April 2016, President Xi Jinping and the visiting then President of the Swiss Confederation jointly established an innovative strategic partnership between China and Switzerland. This was the first time for China to establish a partnership with other countries in innovation.


近年来,中瑞两国经贸关系稳步发展,贸易规模不断扩大,双向投资快速增长,金融合作日益密切,形成了优势互补、特色突出、互利共赢的经贸合作新格局。特别是中瑞自贸协定自20147月生效以来为双边贸易提供了强有力的保障。目前,瑞士是我国在欧洲的第七大贸易伙伴,我国是瑞士在亚洲最大的贸易伙伴。


In recent years, the commercial relations between China and Switzerland have been developing steadily, with expanding trade, rapidly increasing two-way investment and closer financial cooperation, forming a new pattern of trade and economic cooperation featuring mutual complementarity, distinct features and mutual benefits. In particular, the Sino-Swiss Free Trade Agreement, since its entry into force in July 2014, has provided a strong guarantee for bilateral trade. At present, Switzerland is China’s seventh largest trading partner in Europe, whereas China is Switzerland’s largest trading partner in Asia.


中瑞双向投资合作不断提速。据中方统计,截至201611月,瑞士对华累计投资64亿美元,是我在欧洲第七大外资来源地。与此同时,中国企业对瑞投资步伐明显加快,投资行业不断扩展,大型并购投资逐渐增多。


Sino-Swiss two-way investment cooperation has been growing rapidly. According to Chinese statistics, as of November 2016, Switzerland’s total cumulative investment in China reached 6.4 billion US dollars, making it China’s seventh largest source of foreign investment in Europe. At the same time, the pace of Chinese investment growth in Switzerland has accelerated significantly as investment continues to expand into different industries, with a growing number of large-scale mergers & acquisitions.


中瑞关系的良好发展还有力促进了两国地方间的经贸交往。中瑞两国在镇江设立了生态产业园;贵州省与瑞方在贵阳生态文明论坛期间共同举办了四次“中瑞对话分论坛”。


A sound Sino-Swiss relationship has also vigorously promoted the economic and trade exchanges between the two countries. China and Switzerland set up an eco-industrial park in Zhenjiang. Guizhou province and Switzerland held four sessions of the “Sino-Swiss Dialogue Sub-forum” during the Forum on Ecological Civilization in Guiyang.


中瑞经贸合作基础牢固,前景广阔。下一步,中瑞双方将以创新战略伙伴关系为指引,充分利用经贸联委会等机制平台,做好中瑞自贸协定实施工作,深入挖掘两国在生物制药、机械制造、钟表、节能环保、金融服务、旅游等领域的合作潜力,更好地把中国的市场潜力和经济转型升级的需要同瑞士的技术和创新优势相结合,推动双边经贸关系迈上新台阶。


Sino-Swiss trade and economic cooperation enjoys a solid footing and broad prospects. Going forward, China and Switzerland will be guided by the innovative strategic partnership, make good use of such mechanism platforms as the economic and trade joint committee, and ensure good implementation of the Sino-Swiss FTA. The two countries will further explore cooperation potentials in biomedicine, machinery manufacturing, watches, energy saving and environmental protection, financial services, tourism and others, to create synergies between China’s market potential and the need for economic restructuring and upgrading with Switzerland’s technology and innovative advantages, so as to elevate the bilateral commercial ties to a new level.


问:近期各地陆续举办年货节,对于如何打造更好的年货节,让年货经济更好地拉动消费、促进消费升级,商务部有何相关部署?


Q: Recently shopping festivals for the New Year were organized throughout the country. How do we turn these New Year shopping festivals into better drivers of consumption and consumption upgrade? What has the Ministry of Commerce done to this end?


答:春节将至,各地结合本地消费需求,组织开展了丰富多彩的购物节、年货节等活动。一些省市还将当地特产带到北京,开展特色商品大集活动,丰富了北京市民的消费选择。这些活动,繁荣了节日市场,增加了有效供给,满足了广大人民群众的年货采购需求,对拉动消费、促进消费升级具有重要作用。


A: The Spring Festival is around the corner. Based on their local consumer demands, many localities have organized a great variety of shopping events and New Year shopping festivals. Some provinces and cities have brought their local specialty products to Beijing, where they organized large shopping events for specialties, thus enriching Beijing residents’ consumption choices. These activities have enriched the holiday market, increased effective supply, satisfied the demand of the general public for New Year purchases, and played an important role in stimulating consumption and promoting consumption upgrade.

问:2016年中俄跨境电商贸易快速增长,商务部对此有何评论,其背后的原因是什么?


Q: Sino-Russian cross-border electronic commerce grew rapidly in 2016. How does the Ministry of Commerce comment on it? What are the reasons behind it?


答:近年来,俄罗斯电商市场发展迅速。有关数据显示,2016年上半年,俄电商贸易总额达63亿美元,同比增长26%,成为俄零售贸易市场增速最快的领域。其中,中俄跨境电商贸易额11.5亿美元,发展态势良好。中国多家电商企业已陆续在俄开展业务,中国电商对满足俄消费者需求、促进中小企业发展和繁荣俄消费市场发挥了积极作用。同时,中国电商企业成熟的平台,也为推动俄企业开展对华及全球业务提供了广阔空间。


A: In recent years, the Russian e-commerce market has been developing rapidly. Statistics show that in the first half of 2016, Russia’s e-commerce amounted to a total of 6.3 billion US dollars, an increase of 26% year on year, making it the fastest growing area in the Russian retail sector. Of that, Sino-Russian cross-border e-commerce registered a total value of 1.15 billion US dollars, marking a good development momentum. Many Chinese electronic retailers have carried out business in Russia, playing a positive role in meeting Russian consumer demands and promoting the development of SMEs. At the same time, the well-developed platforms of China’s e-commerce enterprises also opened up a broad space for Russian enterprises to reach out to China and the rest of the globe.


在当前全球经济复苏乏力、各国经济结构加速调整的大背景下,中俄经贸关系逆势而上,双边贸易率先实现止跌回升,跨境电商作为新兴贸易模式,为促进双边贸易增长发挥了积极作用。今后,商务部将继续发挥政府间磋商机制及地方间合作的平台优势,不断深化两国跨境电商领域合作,使双边经贸合作实现从规模速度型向质量效益型转变。


Against the current backdrop of a weak global economic recovery and accelerated structural adjustments in various economies, Sino-Russian commercial relations are bucking the trend in that trade between the two countries was the first to experience rebound. Cross-border electronic commerce, as an emerging trade model, has played a positive role in promoting bilateral trade. Going forward, the Ministry of Commerce will continue to use the platforms such as the inter-governmental consultation mechanisms and sub-national cooperation to deepen bilateral cooperation in cross-border electronic commerce so as to transition from a speed and scale-oriented bilateral trade and economic cooperation to a quality-oriented one.


问:据报道,美国贸易代表办公室19日向国会提交2016年中国履行世贸组织承诺情况报告称,尽管中国加入世贸组织已经15年,但中国政府仍未能履行在世贸组织下的承诺。自中国入世以来,美在世贸组织共起诉中国20次,超过其他任何世贸组织成员起诉中国次数的两倍,中方对该报告有何评论?


Q: According to media reports, the Office of the US Trade Representative (USTR) said in its 2016 Report to Congress on China’s WTO Compliance that the Chinese government has not fulfilled its WTO obligations 15 years after its accession. During its WTO membership, China has been the target of 20 WTO disputes initiated by the US, more than two times the total number of cases launched against China by all other WTO members. How does China comment on this?


答:中方注意到美国贸易代表办公室近日向美国会提交的有关中国履行世贸组织承诺情况的报告。报告对中美之间贸易和投资问题及其产生原因存在着与中方不同的理解。中方不能认同。中方认为,中国自加入世贸组织以来,严格遵守规则,认真履行义务,为多边贸易体制有效运转和不断发展作出巨大贡献。中美两国同为世界贸易组织重要的成员,在国际贸易和投资领域共同发挥着重要的作用。同时,中美也互为重要的贸易和投资伙伴,中美经贸往来和交流在领域上不断拓宽,在程度上不断加深,对各自经济增长乃至全球经济稳定复苏至关重要。


A: China has noticed the recent report by the Office of the USTR to the Congress on China’s WTO compliance. The report puts forward different perceptions from that of China on Sino-US trade and investment issues and their causes, with which China does not agree. China believes that since the accession to the WTO, we have strictly followed the rules and earnestly fulfilled the obligations, and made major contributions to the effective functioning and continuous development of the multilateral trading system. Both important members of the WTO, China and the US together play a significant role in international trade and investment. In the meantime, China and the US are important trade and investment partners to each other. The continuously expanding and deepening Sino-US commercial exchanges and communication are crucial to the two countries’ economic growth and the stability and recovery of the global economy.


中方始终认为,随着中美双边经贸关系的不断发展,出现一些贸易摩擦是正常的情况。我们主张通过平等对话、业界的合作,妥善化解矛盾,实现互利共赢。双方都应按照世贸组织的规则妥善处理贸易摩擦。希望通过中美双方的共同努力,为双边经贸关系不断注入正能量,为多边贸易体制的发展和世界经济的复苏做出贡献。


China has always believed that, it is only normal that some trade frictions occur as China-US business ties continue to develop. We insist on resolving conflicts and achieving win-win results through equal-footed dialogues and industrial cooperation. The two sides should properly handle trade frictions in accordance with WTO rules. We hope that China and the US will work together to inject continuous impetus to the bilateral commercial relationship, and contribute to the development of the multilateral trading system and the recovery of the world economy.


问:日前发布的《对外贸易发展“十三五”规划》提到中国制造业成本相比发展中国家,甚至发达国家的部分地区都没有优势,且强调要摆脱数字情节、速度情节。请问这是否意味着中国外贸会进入持续低速状态?对今年外贸增长有何预期?


Q: The recently released 13th Five-Year Plan for the Development of Foreign Trade (the Plan) mentioned that China has no advantage in terms of manufacturing costs compared with other developing countries or even some regions in developed economies. The Plan also stressed to get rid of the obsession with numbers and speed. Does this mean that China’s foreign trade will enter a long period of low speed growth? What is the prospect for foreign trade growth this year?


答:改革开放以来,我国充分利用内外部有利条件和机遇,外贸实现30多年的快速发展,取得举世瞩目的成就。当前,世界经济在深度调整中曲折复苏,我国经济发展进入新常态、传统比较优势减弱,我国外贸发展的国际环境和国内发展条件已经发生深刻变化,外贸发展进入新的阶段。


A: Since the start of reform and opening-up, by taking full advantage of favorable internal and external conditions and opportunities, China has achieved rapid foreign trade growth for more than three decades and scored remarkable success. At present, as the world economic recovery climbs its uphill journey amid deep adjustments, China’s economic development has entered the stage of new normal with weakened traditional advantages. Profound changes taken place in the international and domestic conditions have led China’s foreign trade into a new stage.


以出口为例,我国自2012年以来出口连续超过2万亿美元,是目前世界上唯一出口超过2万亿美元的国家。目前我国1个月的出口额,约是我国十几年前一年的出口,约是一些发展中国家目前一年的出口。随着我国劳动力、土地、资源等生产要素成本的上升,环境承载能力已经达到或接近上限,低成本制造的传统优势明显弱化。面临新形势,必须坚定不移地推进供给侧结构性改革,加快转变外贸发展方式,调结构转动力,巩固和提升传统竞争优势,培育竞争新优势,推动外贸向优质优价、优进优出转变,巩固贸易大国地位,推进贸易强国进程。


Take export for an example, China’s export value has stayed above US$ two trillion since 2012. China is by far the only country with an export bigger than US$ two trillion. Now China’s monthly export value is about the same as its annual export value more than a decade ago, and the current annual export value of some developing countries. As costs of labor, land resources and other production factors in China go up and environmental bearing capacity has already reached or come close to its limit, the traditional advantages generated from low production costs have weakened notably. Faced with the new condition, we must unswervingly press ahead with supply side structural reform, accelerate the transformation of foreign trade development pattern, shift growth driver through restructuring, consolidate and improve traditional competitive advantages, foster new competitive advantages, promote the transition of foreign trade towards optimal import and export with premium quality and premium price, with a view to consolidating China’s status as a major trading nation and developing the country through stronger trade.


2017年,外贸形势依然复杂严峻,外需低迷,贸易保护主义加剧,不确定不稳定因素增多,外贸下行压力加大。商务部将会同有关部门,按照党中央、国务院要求,千方百计稳增长,坚定不移调结构,以更大力度抓好相关政策措施的落实,为外贸企业减负助力,营造良好外部环境,大力支持企业拓展国际市场,继续实施积极的进口政策,努力实现外贸继续回稳向好。


In 2017, China’s foreign trade still faces severe conditions. Sluggish external demand, rising trade protectionism and mounting uncertainties put foreign trade under increasing downward pressure. MOFCOM, together with relevant departments, will follow the instructions of the CPC Central Committee and the State Council, and do our best to stabilize growth, carry out structural adjustments, and spend greater efforts in the implementation of relevant policies and measures in a bid to reduce the burdens of foreign trade enterprises and create a favorable external environment. MOFCOM will also provide strong support for companies to expand the international market and continue to carry out positive import policies among its efforts to maintain stable and sound foreign trade growth.


需要特别说明的是,在这个过程中,我们要保持战略定力,坚持创新驱动,夯实持续发展基础,摆脱数字情结、速度情结,更加注重调结构,从供给侧结构性改革发力,提高外贸持续发展新动能;更加注重营造法治化、国际化、便利化的营商环境,强化事中事后监管,推进贸易便利化,加强外贸企业诚信体系建设;更加注重贸易与产业的结合,强化贸易政策和产业政策协调,从源头支持企业提升核心竞争力,推进加工贸易转型升级;更加注重发挥双向投资对外贸的促进作用,培育以营商环境为核心的引资新优势,加快品牌培育和国际营销服务网络建设,培育跨国公司;更加注重深化合作共赢的国际经贸关系,积极推进全球治理体系改革,推动引领国际经贸规则制订,加快实施自贸区战略,积极主动应对贸易摩擦。

 

It is particularly worth mentioning that in this process, we should be strategic, keep composure, insist on innovation as growth drivers, consolidate the foundation for sustainable development, get rid of the obsession with numbers and speed, pay more attention to structural adjustments, and improve the new driving force of sustainable foreign trade growth by implementing supply side structural reform. We should put more emphasis on building legal, international and convenient business climate, stress supervision during and after implementation, promote trade facilitation, and set up a credibility system of foreign trade enterprises. We should pay closer attention to the combination of trade and industries, step up the coordination of policies on trade and industries, support companies to increase core competitiveness at the source, and promote the transformation and upgrading of processing trade. We should give two-way investment a bigger role to promote foreign trade, cultivate new advantages of FDI attraction with business climate as the centerpiece, speed up brand cultivation and the construction of international marketing service network, and foster multinational corporations. We should attach greater importance to deepening mutually beneficial international commercial cooperation, actively promoting the reform of global governance system, taking the lead in formulating international economic and trade rules, accelerating the implementation of FTA strategies, and actively responding to trade disputes.
