Good morning!
很高兴应邀线上出席中澳青年联合会（Australia-China Youth Association, ACYA）主办的“第十五届中澳青年领袖发展峰会”（Australia-China Emerging Leaders Summit, ACELS）。我谨向在座的各位青年朋友和参会嘉宾致以最诚挚的问候。中澳青联成立十多年来，为促进中澳青年相互交流和中澳友好合作发挥了独特的作用和贡献。我对此表示赞赏和感谢。
It gives me great pleasure to attend virtually the 15th Australia-China Emerging Leaders Summit (ACELS) held by the Australia-China Youth Association (ACYA). I would like to extend my warmest greetings to all the participating young friends and guests. Since its inception more than ten years ago, the ACYA has played a unique role and made significant contributions to promoting exchanges between Chinese and Australian youth and the friendly cooperation between China and Australia. I would like to express my thanks and appreciation.
今年是中澳建交50周年。50年来，中澳关系总体不断向前发展，两国友谊不断加深，在经贸和人文交流等领域实现了共同发展和各自增长。遗憾的是，过去数年，两国关系一度陷入严重困难。随着今年澳联邦大选后组成新政府，两国关系发展面临新的契机。近期双边高层进行了积极接触和沟通，就发展中澳全面战略伙伴关系，推动互利互惠合作等达成重要共识。如何保持、巩固和增强两国关系的积极势头，需要双方共同努力。
This year marks the 50th anniversary of the establishment of diplomatic relations between China and Australia. Over the past 50 years, China-Australia relations have been moving forward in general terms. Friendship between our two countries continued to deepen, and common development and respective growth have been achieved in areas of economic and trade, people-to-people and cultural exchanges etc. Regrettably, in the past few years, our relationship has encountered serious difficulties. With the new government in office following the Australian federal election this year, our bilateral relations are facing new development opportunities. Recently, high-level bilateral engagements and communication have been conducted, and important consensus has been reached on advancing China-Australia comprehensive strategic partnership and promoting mutually beneficial cooperation. To maintain, consolidate and strengthen this positive momentum, it requires joint efforts from both sides. I wish to highlight, among others, the following points.
应该正确看待彼此，做好朋友和好伙伴。中国的发展是为了14亿中国人民的福祉，而不是要挑战谁、取代谁。中国始终奉行独立自主的和平外交政策，我们对发展中澳友好合作的政策是一贯的。中澳之间有广泛的共同利益，没有历史积怨和根本利益冲突，两国有充分的理由成为好朋友和好伙伴。
First, to view each other in an objective light and be good friends and partners. The ultimate goal of China’s development is to improve the well-being of the 1.4 billion Chinese people, not to challenge or replace anyone. China has always pursued an independent foreign policy of peace, and its policy of developing China-Australia friendly cooperation has been consistent. China and Australia share a wide range of common interests, and there are no historical grievances or fundamental conflict of interests between us. We have every reason to be good friends and partners.
应该相互尊重，求同存异，努力寻求不同制度、不同发展阶段国家间的和平相处之道。尽管两国在历史文化、政治制度、发展模式等方面有所不同，但都具有多元化特点和求同存异的理念。双方应当秉持包容开放的原则，以积极的心态看待彼此的不同，努力寻求共识，妥善处理分歧，开展互利共赢的合作。
Second, to respect each other, seek common ground while shelving differences, and try to find a way of peaceful coexistence between countries with different political systems and in different development stages. Despite our differences in history, culture, political system and development model, we both share the features of diversity and believe in the philosophy of seeking common ground while reserving differences. Our two sides should uphold the principle of inclusiveness and openness, view one another’s differences in a positive frame of mind, try to seek consensus, properly handle disagreements, and carry out win-win cooperation.
应该真正从两国和两国人民的利益出发促进两国关系发展。中澳关系的本质是互利共赢，过去50年两国各领域交流与合作成果丰硕，极大造福了两国人民。中澳关系发展不针对第三方，也不应该受制于第三方。只要我们坚持从两国及两国人民的根本利益出发促进双方关系发展，就一定能够创造更多合作成果，造福两国民众。
Third, to proceed from the interests of our two countries and peoples when developing bilateral relations. Mutual benefit and win-win lies at the core of China-Australia relations. In the past 50 years, the exchanges and cooperation between our two countries in various areas have achieved fruitful results, which have greatly benefited our peoples. The development of China-Australia relations does not target at any third party. Nor should it be subject to any third party. As long as we bear in mind the fundamental interests of our two countries and two peoples, the development of bilateral relations will surely yield more cooperation outcomes and bring more benefits to the peoples of our two nations.
应该加强沟通，增进相互理解。国之交在于民相亲，民相亲在于心相通。中澳地理位置相距虽远，但两国人民友好源远流长。50年来，中澳在人文领域交流互鉴，双方建立了100多对友好省州、友好城市关系。疫情发生前，每周有近200个航班往来于中澳之间，每年有近200万人次跨越赤道南北。有120万华侨华人生活在此，他们是两国和两国人民之间的友谊桥梁和合作纽带。双方应携手努力，继续推动两国民众对彼此的客观认知，为两国关系发展夯实民意基础。
Fourth, to strengthen communication and enhance mutual understanding. Amity between peoples holds the key to sound relations between countries, whereas communication between hearts opens the door to deep friendship between people. Although China and Australia are geographically far apart, the friendship between our two peoples has a time-honored history. Over the past 50 years, China and Australia have engaged in extensive cultural and people-to-people exchanges and mutual learning, and established over 100 pairs of sister provinces/states and cities. Before the COVID-19, there were nearly 200 flights between China and Australia every week, carrying nearly 2 million passengers across the equator every year. There are 1.2 million overseas Chinese living in Australia. They are bridges of friendship and belt of cooperation linking our two countries and two peoples. Our two sides should work together to continue cultivating objective public perceptions toward each other, so as to lay a solid foundation of popular support for the development of bilateral relations.
青年是中澳两国发展的希望，青年领袖更是中澳关系的未来。中国是澳第一大海外留学生来源国，也是最受澳学生欢迎的留学目的地国之一。两国青年学生间的互动，为两国友好交流与合作发挥了重要作用。当前，两国关系发展面临新的机遇，青年朋友们大有可为。衷心祝愿青年朋友们在学业和事业上取得更大成就，为促进中澳关系健康稳定发展做出更大贡献！
Youth is the hope for the development of China and Australia, and young emerging leaders are the future of China-Australia relations. China is Australia’s largest source of overseas students and one of the most popular destinations for Australian students. The interactions between young students have played an important role in promoting friendly exchanges and cooperation between our two countries. As China-Australia relations are facing new opportunities, our young friends have a lot to achieve. It is my sincere hope that our young friends will make greater achievements academically and professionally, and make greater contributions to the healthy and stable development of China-Australia relations!
习近平主席在向世界青年发展论坛致贺信时指出，青年代表希望，青年创造明天。相信在两国青年的共同努力下，中澳关系一定会有更加光明的未来。
In his congratulatory letter to the World Youth Development Forum, Chinese President Xi Jinping rightly pointed out that the youth represent hope and are the architects of the future. I believe that with the joint efforts of the young people of our two countries, China-Australia relations will surely enjoy a brighter future.
