Speech on the Commissioning Ceremony of Kenneth Kaunda Wing of the Mulungushi International Conference Centre in the Republic of Zambia

Honorable Ministers and Members of Parliament,

很高兴参加肯尼思·卡翁达国际会议中心项目竣工移交仪式。在此，我谨向本项目落成表示诚挚的祝贺，向为此作出贡献的中赞两国政府、中国江苏国际经济技术合作集团有限公司和两国建设者致以衷心的感谢！
It is my great honour to attend the commissioning ceremony of the Kenneth Kaunda Wing of the Mulungushi International Conference Centre. I’d like to extend my sincere congratulations on the completion of this project, and express my heartfelt gratitude to the Chinese and Zambian governments, China Jiangsu International Economic and Technical Cooperation and builders from our two countries who have contributed to this project.
中国援助的国际会议中心项目是在中赞两国元首共同关心和支持下实施的。它将为赞比亚承办今年非盟年中协调会及今后的地区和国际会议提供理想场所，成为彰显非洲团结、提升赞国家形象的现代化设施。我认为，这一项目的成功，体现了三种宝贵精神：
Kenneth Kaunda International Conference Centre is implemented with the joint support of the two heads of state. It will be a perfect building for Zambia to host the Mid-Year Coordination Summit of the African Union this year, and will provide Zambia an ideal venue to host regional and international conferences in the future. It will also become a modern facility that demonstrates African unity and enhances Zambia's national image. I believe that the success of this project embodies three precious spirits:
一是中赞传统友好精神。中赞友好由毛泽东主席、卡翁达总统等两国老一辈领导人建立并代代相传。今天上午，习近平主席同希奇莱马总统成功通话，为中赞关系未来发展指明了方向。赞比亚是南部非洲第一个与中国建交的国家。两国始终相互尊重、平等相待，在彼此核心利益和重大关切问题上给予对方坚定支持，形成了患难与共、平等相待、共同发展的中赞友好精神。中赞充分发挥历史优势、发展优势和合作优势，成为中非关系和南南合作的典范。不论是赞比亚国际机场，还是会议中心都冠以卡翁达总统的英名，中赞两国永远不会忘记两国友好关系的缔造者。会议中心将与坦赞铁路、下凯富峡水电站、列维·姆瓦纳瓦萨医院等一起，成为中赞友谊不朽丰碑，见证中赞美好未来。
First, the spirit of China-Zambia traditional friendship.
Our friendship was established by the leaders of older generation of the two countries, including Chairman Mao Zedong and President Dr. Kenneth Kaunda, and has been carried forward from generation to generation. This morning, H.E. President Xi Jinping had a successful phone conversation with H.E. President Hichilema, which has chartered the course for China-Zambia relations to develop going forward.
Zambia is the first country in southern Africa to establish diplomatic relations with the People’s Republic of China. The two countries have always treated each other as equals with respect, and have given each other firm support on core interests and major concerns. We have forged a spirit of China-Zambia friendship that shares weal and woe, equality and common development. Fully taking advantages of history, development and cooperation, China-Zambia friendship has become a model for China-Africa relations and South-South cooperation. Both the International Airport and this conference center are named after Zambia's founding father President Kenneth Kaunda. China and Zambia will never forget the founder of the friendship between our two countries. Together with TAZARA, Kafue Gorge Lower Hydropower Station, and Levy Mwanawasa Hospital, Kenneth Kaunda International Conference Centre will become a monument of China-Zambia friendship and will witness its brighter future.
二是新时代坦赞铁路精神。上世纪70年代，中国在自身困难时毅然应请援建坦赞铁路。中赞两国建设者攻坚克难，不畏牺牲，开辟了这条非洲的“自由之路”和“友谊之路”，共同铸就了坦赞铁路精神，即“相互尊重的平等精神、顽强奋斗的拼搏精神、无私奉献的国际主义精神”。自2020年3月开工以来，会议中心的两国建设者克服新冠疫情困难，如期建成这一地标性建筑。2021年中赞双边贸易逆势增长23.1%，累计创造约5万个就业岗位。我坚信，在新时代坦赞铁路精神指引下，中赞两国一定会克服短期困难，不断造福两国人民。
Second, the TAZARA Spirit in the new era.
In the 1970s, though facing its own economic hardship at the time, China made the firm decision to build TAZARA upon request. Unafraid of dangers or sacrifice, builders from China and Zambia opened up the Railway of Uhuru and Friendship in Africa. They jointly forged the TAZARA Spirit of mutual respect, tenacity and selfless internationalism. Since the ground breaking in March 2020, Chinese and Zambian builders of Kenneth Kaunda International Conference Centre have overcomed multiple difficulties among COVID-19 pandemic, and completed the construction of this landmark as scheduled. In 2021, the bilateral trade volume between our two countries has achieved a remarkable growth of 23.1% against the global economy downtrend, which created more than fifty thousand job opportunities in Zambia. I firmly believe that under the guidance of the TAZARA spirit in the new era, China and Zambia will surely overcome short-term difficulties and continue to benefit the peoples of our two countries.
三是中非友好合作精神。去年11月，习近平主席在中非合作论坛第八届部长级会议上提出了中非友好合作精神，即“真诚友好、平等相待，互利共赢、共同发展，主持公道、捍卫正义，顺应时势、开放包容”。中国作为一个发展中国家，始终在南南合作框架和“一带一路”倡议下，向包括赞比亚在内的非洲各国提供不附加任何政治条件的援助。会议中心的首场大型活动是非盟年中协调会。中方援建会议中心支持的是赞比亚国家发展，更是非洲团结。中国愿与非洲各国一道努力，为充满不确定性的世界带来确定性的和平和发展。
Third, the spirit of China-Africa friendship and cooperation.
In the opening ceremony of the FOCAC last year, President Xi Jinping put forward the spirit of China-Africa friendship and cooperation, which features sincere friendship and equality, win-win for mutual benefit and common development, fairness and justice, and progress with the times and openness and inclusiveness. As a developing country, China stays committed to providing economic and technical assistance to African countries including Zambia with no political strings attached, under the framework of South-South cooperation and the “Belt and Road” initiative. The first major event at Kenneth Kaunda International Conference Centre will be the Mid-Year Coordination Summit of the AU. The China-aided conference center not only supports Zambia on national development, but also promote solidarity of Africa as a whole. China is willing to work with African countries to bring certainty, peace and development to the uncertain world.

我完全赞成希奇莱马总统的观点，中赞合作没有上限。我愿在任内与赞政府和各界人士一道，秉承三种精神，顺势而为，赓续传统友谊。
I totally agree with your excellency President Hichilema that there is no limit to China-Zambia cooperation. I will uphold the three spirits, follow the tide of win-win cooperation, and work together with the Zambian government and people from all walks of life, to inject new impetus into the China-Zambia traditional friendship.
祝2022年非盟年中协调会圆满成功！
