今天我们相聚于此，参加为新南威尔士州凯莉·弗斯特高级警司举行的长城纪念章颁授仪式。我谨代表中国大使馆向莅临的各位朋友，特别是从悉尼远道而来的韦伯总监、弗斯特警司的家人和同事们表示热烈欢迎和诚挚感谢。
We are gathered here today for the presentation ceremony of the Great Wall Commemorative Medal in honor of New South Wales Police Force Senior Constable Kelly Foster. On behalf of the Chinese Embassy, I would like to extend my warmest welcome and most sincere appreciation to all of you for your presence, especially to Commissioner Webb and the family and colleagues of Senior Constable Foster who have made a long journey from Sydney.
2021年1月2日，弗斯特警司为救助遇险中国公民戚女士在悉尼蓝山不幸牺牲。为纪念弗斯特警司的英勇行为，中国公安部决定授予她标志最高荣誉的金质长城纪念章。长城纪念章由中国公安部设立，专门颁授给为保护中国公民安全做出突出贡献的外国执法人员。受中国公安部委托，我荣幸地代表中国政府为弗斯特警司颁授这一纪念章。
On 2nd January 2021, Senior Constable Foster sadly lost her life in the New South Wales Blue Mountains while trying to rescue Chinese citizen Ms Qi from Danger. To commemorate her heroic act, a decision was made by the Ministry of Public Security of China to award her the Gold Great Wall Commemorative Medal, the highest honor in this category. The Great Wall Commemorative Medal was established by the Ministry of Public Security of China, to be awarded especially to law enforcement officers from foreign countries who have made outstanding contributions towards protecting the safety of Chinese citizens. Entrusted by the Ministry of Public Security of China, I have the honor today to invest this medal on the late Senior Constable Foster on behalf of the Government of China.

Ladies and gentlemen,
弗斯特警司的义举体现了朴素而伟大的人道主义精神。凯莉与戚女士素不相识，但在生死存亡的危及时刻，为拯救生命，她毫不犹豫、义无反顾跳入湍急水流，竭尽全力实施营救，直到最后一刻，从她身上我们真切地感受到超越种族、文化和国家的大爱温暖和人性光辉。
Senior Constable Foster’s heroic act embodies the simple, yet lofty humanitarian spirit. Ms. Kelly and Ms. Qi never knew each other, but at the critical moment of life or death, Ms. Kelly jumped into a fast whirlpool with all her speed with no hesitation, and made every effort to rescue Ms. Qi, until the very last moment. From her, we truly feel the warmth of great love and humanity that transcend race, culture and nationality.
弗斯特警司的义举展示了澳大利亚警察高度的奉献精神和保护生命的强烈责任感。凯莉生前是一位备受尊重和勇于奉献的警官，她在事发现场表现出的临危不惧、沉着冷静和坚韧不拔的优秀品质，充分反映出澳大利亚警察卓越的专业素养和职业操守。
Senior Constable Foster’s heroic act demonstrates the Australian police force’s high devotion and strong sense of responsibility to protect lives. Ms. Kelly being a highly respected and committed police officer, the outstanding qualities she demonstrated at the scene, such as being fearless, calm and tenacious, perfectly reflect the distinguished professionalism and ethics of Australian police.
弗斯特警司的义举加深了中澳人民之间业已存在的友好情谊。中澳两国虽远隔万里，但大爱不分国界，也无距离。凯莉的感人故事再次拉近了两国人民的距离，她的英雄行为在中国广为传诵，获得高度赞誉，让中国民众感受到澳大利亚人民的热情、善良和友好。
Senior Constable Foster’s heroic act has helped deepen the existing friendship between our two peoples. China and Australia are far from each other geographically by thousands of miles, yet great love knows no national boundaries nor distance. Ms. Kelly’s story has once again brought our two peoples closer. Her heroic deeds have been widely spread and highly admired in China, and people in China could feel the warmth, kindness and friendship from Australian people.
在弗斯特警司不幸罹难一周年之际，我们同她的家人和同事相聚一起，重温和纪念她舍己救人的英雄事迹，颂扬和褒奖她勇于奉献的高尚品质，具有特殊重要意义。
On the first anniversary of the loss of Senior Constable Foster, it is of special significance that we gather with her family and colleagues to remember and mark her heroic deed of sacrificing herself to save others, and to applaud and eulogize her noble qualities of courage and dedication.

Ladies and gentlemen,
国之交在于民相亲。自1972年建交以来，中澳各领域交流频繁、合作密切，给两国人民带来实实在在的福祉，也为亚太地区的发展、繁荣、稳定作出积极贡献。近年来，在双方共同努力下，中澳警方执法合作势头良好，在打击跨国犯罪等领域取得丰富成果。
Closer bonds between the peoples is the key to enhancing state-to-state relations. Since the establishment of China-Australia diplomatic relations in 1972, there have been frequent exchanges and close cooperation in various sectors, bringing tangible benefits to our peoples and making a positive contribution to the development, prosperity and stability of the Asia-Pacific region. In recent years, with the joint efforts of both countries, law enforcement cooperation between the two police forces has enjoyed good momentum and achieved rich results in areas such as combating transnational crimes.
中澳关系健康稳定发展符合两国人民根本利益和共同愿望。中方一贯重视中澳关系，愿积极发展与澳方的友好合作，与澳方一道相向而行，以两国建交50周年为契机，总结过去、面向未来，秉持相互尊重、平等互利原则，共同努力推动中澳关系沿着正确轨道向前发展。
Healthy and stable development of China-Australia relations serves the fundamental interests and common aspirations of the two peoples. China has always attached great importance to China-Australia relations and is willing to actively develop friendship and cooperation with Australia. Taking the 50th anniversary of the diplomatic relations between our two countries as an opportunity, China is willing to work with Australia to meet each other halfway, review the past and look into the future, adhere to the principle of mutual respect, equality and mutual benefit, and make joint efforts to push forward China-Australia relations along the right track.
