It is a real delight to join you on the handover ceremony for the China-aided Project of Digital Terrestrial Television Transmission System (DTMB) in Timor-Leste. First of all, please allow me, on behalf of the Government of the People’s Republic of China and the Chinese Embassy, to extend my warm congratulations on the successful completion and acceptance of the Project. Secondly, I would like to express my heartfelt thanks to Your Excellency Minister Francisco who has been cared about and supported the project from the beginning to the end, to all the friends who present at today’s ceremony, welcome.
非常高兴出席今天的援东帝汶数字电视传输系统（DTMB）示范项目移交仪式。首先，我谨代表中国政府和使馆对项目顺利竣工并通过验收表示热烈祝贺；向自始至终关心和支持项目建设的部长阁下表示衷心感谢；向出席今天仪式的各位朋友表示感谢，欢迎大家。
In September 2019, with the joint promotion of the governments of China and Timor-Leste, the construction of the China-aided Project of DTMB officially started. For more than a year, the construction of the project has been highly valued by the high-level officials of the Timor-Leste government. Prime Minister Ruak, Minister Francisco and other officials visited the site occasionally to inspect the project construction and greet the project staff. In close cooperation with the relevant departments of Timor-Leste, the Chinese contractor stuck to the posts, fought in the front line, resolutely overcame the difficulties and challenges brought by the COVID-19 pandemic and the flood disaster, pushed forward the project actively and steadily, and promoted the completion of the project smoothly and efficiently.
2019年9月，在中东两国政府共同推动下，中国援东DTMB示范项目正式拉开建设序幕。一年多来，项目的建设得到了东政府高层的高度重视，鲁瓦克总理、弗朗西斯科部长等多次亲赴现场视察指导，了解项目建设进展，看望慰问项目员工。中国承建方坚守岗位、奋战一线，与东相关部门相互协作、密切配合，坚决克服新冠肺炎疫情和50年未遇特大洪灾带来的困难与挑战，积极稳妥推进项目，有序高效实现完工。
We are glad to see that the project has achieved the expected results and met the requirement for acceptance after the joint inspection by the Chinese side and the Timor-Leste side. Under the current project, 22 digital channels are available for television viewers, including some TV programs of Chinese mainland and Macao. The program images are clear and viewing effect is perfect. In February 2021, the launching ceremony of the model project was held in Guiço, Liquisa district. Prime Minister Ruak, Minister Francisco and I attended the ceremony together. In recent months, the Ministry of Parliamentary Affairs and Social Communication has been carrying out the installation campaign of set-top boxes to each household on a large scale to promote the project to benefit 200,000 people in Dili, Liquisa and surrounding areas as soon as possible. Even at the residence of Prime Minister Ruak, TV set-top boxes were installed. Today, under your common witness, I will sign the handover document with Minister Francisco to formally transfer the project to Timor-Leste for operation and management.
我们高兴地看到，经中东双方共同验收，项目取得预期效果，已具备交付条件。项目调试出包括中国内地、澳门地区电视节目在内的22套数字电视频道，节目图像清晰，达到了完美的收视效果。2021年2月，DTMB示范项目启动仪式在利基萨区圭科村（Guiço）隆重举行，鲁瓦克总理、弗朗西斯科部长和我共同出席了仪式。近期，议会事务传媒部正大规模开展机顶盒安装入户工作，推动项目尽快惠及帝力、利奎萨及周边地区20万人口。鲁瓦克总理家中也已安装了电视机顶盒。今天，在大家的共同见证下，我将与部长阁下签署移交文件，将项目正式移交东方运维。
“Friendship, which derives from close contact between the people, holds the key to sound state-to-state relations.” The Chinese government has always attached great importance to closer cultural exchanges with Timor-Leste, and actively promoted pragmatic cooperation in various fields such as culture, education, film and television, and media sectors. The China-aided Project of DTMB is a vivid embodiment of the Chinese government’s implementation of the “people-oriented” concept and the joint construction of “the Belt and Road” with Timor-Leste. It will become another important milestone in the history of development cooperation between China and Timor-Leste. The project will help Timor-Leste to introduce the latest technologies and solutions for the development of digital TV industry, greatly improve the management ability and level of the media industry, so as to grasp the global digital development trend and opportunities to promote its own digital development. At the same time, the project provides clear and colorful digital TV programs to the people of Timor-Leste for free, which greatly enriches their spiritual and cultural life and is of great significance for them to understand the outside world including China, learn knowledge and broaden their visions.
“国之交在于民相亲，民相亲在于心相通。”中国政府历来高度重视与东密切人文交流，积极推动在文化、教育、影视、媒体等各领域开展务实合作。援东DTMB示范项目，就是中国政府践行“以人为本”理念、与东共建“一带一路”的生动体现，将成为中东发展合作史上又一座重要的里程碑。项目将为东数字电视产业发展引进最新技术和解决方案，大幅提升东传媒业管理能力和水平，有助于东把握全球数字化发展趋势和机遇推动自身数字化发展；同时，项目为东民众免费提供内容丰富、清晰多彩的数字电视节目，将极大丰富东民众精神文化生活，对于其了解中国、了解世界、学习知识、拓宽眼界等具有重要意义。

Ladies and Gentlemen, Dear Friends,
部长先生，女士们、先生们、朋友们，
At present, the century’s great changes and the unprecedented epidemic situation are intertwined and superimposed, and the instability and uncertainty are rising significantly. Human society is facing huge challenges, and no one or any country can be immune from them. China and Timor-Leste have always upheld the concept of building a community with a shared future for mankind, treated each other as equals, and cooperated in a friendly way to promote the healthy and long-term development of bilateral relations. Facing the pandemic, China and Timor-Leste have been supporting and assisting each other through strengthening cooperation in fighting the epidemic. China is the first country to make a quick response to your request, and the first to send a chartered plane to provide large quantities of medical supplies. So far, China has continuously donated 12 batches of medical supplies to the Timor-Leste. Last month, China assisted the Timor-Leste with 100,000 doses of Sinovac vaccine, which was widely praised by all walks of life in Timor-Leste. This is also the single largest number of vaccines received by Timor-Leste. Facing the flood disaster in Timor-Leste in April this year, China provided US $100,000 for humanitarian emergency assistance in cash and another US $100,000 for the logistic support of disaster relief supplies through the World Food Program. At the same time, the overseas Chinese groups and the association of Chinese enterprises in Timor-Leste actively donated more than US $100,000 in cash and materials to help the reconstruction and economic recovery of Timor-Leste. All of these fully demonstrate the profound friendship between China and Timor-Leste to share destiny and overcome suffering together.
当前，百年变局和世纪疫情交织叠加，不稳定性不确定性显著上升，人类社会共同面临巨大挑战，任何人任何国家都无法独善其身。一直以来，中东两国始终秉持构建人类命运共同体理念，平等相待，友好合作，推动双边关系健康长足发展。面对仍在肆虐的新冠肺炎疫情，中东相互支持、守望相助，大力加强抗疫合作。中国是第一个向东伸出援手、第一个用包机施援的国家，并连续捐赠十二批医疗物资。上个月，中国向东援助了科兴疫苗，受到东各方广泛赞誉，这也是东单笔接收疫苗最多的一次。面对东今年4月遭遇的50年不遇特大洪灾，中方提供人道主义紧急援助，并通过世界粮食计划署提供援款用于救灾物资后勤保障。华侨团体、在东中资企业协会等踊跃捐款捐物10余万美元，积极助力东灾后重建和恢复经济。这些都充分展示了中东命运与共、携手共克时艰的深厚情谊。
Last week, In his keynote speech delivered online at the summit of the leaders of the Communist Party of China and the world’s major political parties, the leader of the Communist Party of China Xi Jinping stressed that China is willing to strengthen high-quality cooperation with the international community in constructing “the Belt and Road”, jointly increase the level of global connectivity and promote more countries and more people share the fruits of development. Timor-Leste is an important country along “the Belt and Road”. We are willing to work together with Timor-Leste to expand cooperation fields and upgrade cooperation levels continuously on the basis of the current good cooperation, and promote the high-quality development in constructing “the Belt and Road” with Timor-Leste. I believe that, with the concerted efforts of the two sides, the big ship of the community with a shared future between China and Timor-Leste will surely sail ahead and toward a better future!
上周，习近平总书记在中国共产党与世界主要政党领导人峰会上发表视频主旨演讲时强调，中国愿同国际社会加强高质量共建“一带一路”合作，共同为促进全球互联互通做增量，让更多国家、更多民众共享发展成果。东帝汶作为 “一带一路”沿线重要国家，我们愿与东帝汶一道，在巩固原有良好合作的基础上，不断拓展双边合作领域，提升合作层次，推动中东共建“一带一路”高质量发展。我相信，在双方齐心协力下，中东命运共同体这艘大船必将扬帆远航，驶向更加美好的未来！
