中国共产党的百年历史积累了许多宝贵经验,始终坚持对外开放的基本国策就是中国共产党执政兴国的一条重要经验。党的十八大以来,党和国家迈入中国特色社会主义新时代,面对新的历史条件和内外环境变化,以习近平同志为核心的党中央准确把握新发展阶段,秉持人类命运共同体理念,与国际社会一道积极推动共建“一带一路”。“一带一路”倡议是中国在新的历史条件下实行全面对外开放的重要举措,是中国对外开放的“升级版”,是推进中国与世界互利共赢的重要平台。

Over the course of the past 100 years, the Communist Party of China (CPC) has gained rich, valuable experience in state governance, one of which is adhering to the basic national policy of opening up. Since the 18th National Congress, the Party and the state have ushered into a new era of socialism with Chinese characteristics. Facing the changes in domestic and international situations in the new historic context, the CPC Central Committee, with Comrade Xi Jinping at its core, seizes opportunities at the new stage of development, upholds the vision of building a community with a shared future for mankind, and works actively with the global community to advance the Belt and Road Initiative (BRI). The BRI, a key approach adopted by China in the new historic context to promote all-round opening up, is taken as an upgrade of China’s opening up and serves as a vital platform for mutually beneficial cooperation between China and the rest of the world.


2013年9月和10月,中国国家主席习近平在出访中亚和东南亚国家期间,先后提出共建“丝绸之路经济带”和“21世纪海上丝绸之路”的重大倡议,正式揭开了“一带一路”历史新篇章。七年多来,“一带一路”蓝图娓娓铺展,得到国际社会的高度关注和广泛支持,并逐渐从谋篇布局的“大写意”转向精谨细腻的“工笔画”。2021年4月20日,习近平主席在博鳌亚洲论坛2021年年会开幕式上发表主旨演讲,就共建“一带一路”提出建设更紧密的卫生合作伙伴关系、互联互通伙伴关系、绿色发展伙伴关系、开放包容伙伴关系等重大倡议,为国际社会下阶段推进高质量共建“一带一路”指明了方向。苏丹作为古丝绸之路沿线国家,也是最早积极响应“一带一路”倡议、并与中国签署共建“一带一路”协议的国家之一,习主席的讲话也为中苏两国在“一带一路”框架下深化合作提供了契机。

Chinese President Xi Jinping put forward the major initiative of building a Silk Road Economic Belt and a 21st-Century Maritime Silk Road (Belt and Road Initiative) during his visit to central Asian countries in September 2013 and to southeast Asian countries in October 2013, which marks a new chapter of China’s Belt and Road history. In the ensuing seven years, the BRI has attracted close attention from the international community and won extensive support abroad, transforming from an abstract overall outline into a meticulously detailed blueprint. At the Opening Ceremony of the Boao Forum for Asia Annual Conference 2021 held on April 20, 2021, President Xi Jinping in his keynote speech called for building a closer partnership for health cooperation, a closer partnership for connectivity, a closer partnership for green development and a closer partnership for openness and inclusiveness. His proposals charted the course for future high-quality Belt and Road cooperation within the international community. As a country along the ancient Silk Road routes, Sudan was one of the earliest countries to actively respond to the BRI and enter into a Belt and Road cooperation agreement with China. More importantly, President Xi’s speech provides a good opportunity for both countries to expand cooperation under the BRI framework.


中苏应建设更紧密的卫生合作伙伴关系。今年是中国政府向苏丹派遣援苏医疗队50周年,50年来,中苏医疗卫生合作始终立足于服务当地百姓,从援建医院到建立对口合作机制、从临床医疗援助到公共卫生体系建设、从全科医疗向特色专科医疗拓展、从药品捐赠到投资开发医药产业,已形成包括派遣援苏医疗队、援建医院、捐赠药械和药品、开展“光明行”白内障义诊以及双边人员培训等多层次、全方位、宽领域的工作模式,成为两国务实合作的典范。面对世纪疫情,中国政府派出由医护人员组成的抗疫医疗专家组驰援苏丹,向苏各界提供17批抗疫医疗物资援助,并向苏方提供新冠疫苗,成为首个在双边框架下向苏提供疫苗援助的国家。在后疫情时代,中方愿与苏方一道,积极落实习近平主席在第73届世界卫生大会开幕式和中非团结抗疫特别峰会上提出的一系列重要倡议和举措,扎实推进中非、中阿合作论坛框架内“健康卫生行动”,继续挖掘援苏医疗队潜力,用好“中苏对口合作医院机制”,进一步加强两国在公共卫生、传染病防控、医疗基础设施、医疗人员培训和能力建设等方面的交流合作,推动中苏医疗合作再上新台阶。

China and Sudan should build a closer partnership for health cooperation. This year marks the 50th anniversary of the sending of a medical assistance team to Sudan by the Chinese government. Over the past half of a century, medical and health cooperation between our two countries, committed to serving local people, has been a shining example of bilateral practical cooperation, with fruitful results achieved on many fronts, from helping with the construction of hospitals to establishing the hospital pairing-up cooperation mechanism, from providing medical assistance in clinical treatment to helping establish the public health system, from expanding general medical services to specialized medical services to donating drugs and investing in the pharmaceutical industry. Our medical and health cooperation has evolved into a multi-layer and multi-faceted mechanism of cooperation in broad areas, including sending the medical assistance team, assistance with the construction of hospitals, donation of medical devices and drugs, organization of Brightness Action programs to diagnose and treat local cataract patients free of charge, and offering bilateral personal training. To help Sudan fight the once-in-a-century epidemic, the Chinese government sent a 20-member medical expert team and provided anti-epidemic medical supplies in 17 batches to various sectors in Sudan. China also donated 250,000 doses of COVID-19 vaccines to the Sudanese side, becoming the first to offer vaccine aid to Sudan under the bilateral framework. In the post-COVID era, China stands ready to work with Sudan to deliver the proposals and initiatives made by President Xi Jinping at the opening of the 73rd World Health Assembly and at the Extraordinary China-Africa Summit on Solidarity Against COVID-19. We will take solid steps to advance the health care initiative adopted under the framework of the FOCAC and of the CASCF. We will continue to tap the potential of the medical assistance team to Sudan, make full use of the mechanism for pairing up Chinese and Sudanese hospitals, and further enhance exchanges and cooperation in public health, prevention and control of infectious diseases, medical infrastructure, medical personnel training and capacity building. With these actions, China-Sudan medical cooperation will be lifted to a new level.


中苏应建设更紧密的互联互通伙伴关系。双方应加强中苏政策沟通,在秉持共商共建共享原则基础上,夯实两国政治磋商和经贸沟通等多重机制所发挥的政策协调引领作用,为中苏务实友好合作注入新动力;应推动中苏设施联通,想方设法为苏丹建设质优价廉、惠及各方的港口、桥梁、电力等基础设施和互联互通网络,进一步完善硬联通和软联通,为苏经济社会发展提供有力保障;应加快中苏贸易畅通,充分发挥苏资源禀赋和区位优势,引入国际通行商业惯例和运作模式,帮助苏丹传统优势产业更好融入全球供应链、产业链和价值链,并探索在更广领域加强合作;应提升中苏资金融通,全力支持各方金融机构为中苏务实合作提供投融资服务,积极为苏丹可持续发展突破资金短缺瓶颈,实现多方参与、共同受益的长远目标;应促进中苏民心相通,千方百计架设中苏之间互学互鉴的桥梁,形成多元互动的人文交流局面,面向世界讲好“中苏相知相亲”的美好故事,让两国传统友谊佳话深入人心。

China and Sudan should build closer partnership for connectivity. First, our two countries need to maintain better communication of our own policies. Under the principle of achieving shared growth through consultation and collaboration, our mechanisms for political consultation and business interactions ought to play a bigger role in the coordination of policies. This will inject a new momentum into our pragmatic and friendly cooperation. Second, our two countries need to increase infrastructure connectivity. China will do its utmost to construct quality infrastructure at reasonable prices for Sudan including ports, bridges and electricity facilities and have them interconnected. Through further promoting hard connectivity of infrastructure and soft connectivity of rules and standards, China will provide strong support for Sudan’s economic and social development. Third, our two countries need to work faster to keep smooth trade flow. China will help traditional competitive industries of Sudan better integrate themselves into global supply, industrial and value chains, through fully exploiting the resource and geographical superiority enjoyed by Sudan and introducing general international business practices and models. The two nations need to find ways to forge cooperation in a broader range of areas. Fourth, our two countries need to enhance financial connectivity. Financial institutions of each side will be fully encouraged to offer investment and financing services for our practical cooperation and solve the fund shortage that impedes Sudan’s sustainable development, thus enabling the related parties to get engaged and share the benefits in the long run. Fifth, our two countries need to boost people-to-people connectivity. China will build bridges for the two cultures to learn from each other, create a pattern of multi-faceted people-to-people exchanges, and tell true stories about China-Sudan friendship in the world stage. In this way, our enduring friendship will win much more public support.


中苏应建设更紧密的绿色发展伙伴关系。中苏绿色合作有无数成功的例证。近年来,在中国专家、技术、资金、设备的支持下,以棉花为代表的中苏“白色产业链”初具规模,由中国企业投资的中苏农业合作开发区在苏丹拉哈德灌区建成了集棉花育种、种植、加工、农机服务、贸易为一体的棉花全产业链,棉花种植效益显著提高,20余万苏丹农户从中受益。去年底,中苏双方共同签署中国援苏屠宰厂项目实施协议,在苏丹恩图曼援建一座现代化屠宰厂,建成后年屠宰量约14.4万头牛或骆驼、60万只羊。中国援苏屠宰厂项目是中苏两国农业战略合作的重点项目,将“以点带面”助力苏丹打造现代化畜牧业产业链,对提振苏丹经济造血能力,改善苏丹农牧民生活具有深远意义。下阶段,中方愿同苏方一道加强绿色基建、绿色能源、绿色金融等领域合作,让绿色切实成为中苏共建“一带一路”的底色。中方愿与苏方发挥各自优势,探索培育绿色合作新增长点,积极推动企业依托中苏农业合作开发区项目,继续探索开发芝麻、花生、苜蓿草等经济作物,延伸棉花“白色产业链”;依托援苏屠宰厂等项目,提高牲畜产品附加值,打造畜牧业“绿色产业链”;秉持“中国的北斗,世界的北斗”理念,通过实时导航和灾害预警等服务,帮助苏丹提高农牧业产量和质量,实现“智慧农业”、“智慧放牧”。

China and Sudan should build a closer partnership for green development. China-Sudan cooperation in green development has been proved successful in many cases. In recent years, with the assistance of Chinese experts and technical, financial and equipment support from China, the white industry chain of Sudan, represented by the cotton sector, has begun to take shape. The Sino-Sudan Agricultural Development Zone, located in Sudan’s Rahad irrigation area and invested in by Chinese companies, successfully built a whole cotton industry chain that integrates cotton breeding, planting and processing, services for agricultural machinery, and cotton trading. As a result, the output of cotton growing is notably increased, benefiting more than 200,000 local farmers. At the end of last year, China and Sudan entered into an implementation agreement for the China-aid slaughter house project, under which China will provide assistance with building a modern slaughter house in Omdurman. Upon completion, the slaughter house is expected to have the capacity to slaughter approximately 144,000 head of cattle or camels and 600,000 head of goats. The China-aid slaughter house project, a key project in China-Sudan strategic agricultural cooperation, will be helpful for Sudan to build a modern industry chain for livestock farming, thus having profound implications for enhancing Sudan’s capacity for independent economic development and improving the wellbeing of local farmers and herdsmen. Going forward, China is ready to work with Sudan to scale up cooperation in green infrastructure, green energy and green finance, so as to make green a defining feature of our Belt and Road cooperation. China and Sudan need to bring together the respective strengths in exploring new growth drivers for our cooperation on green development. China will actively encourage enterprises to explore the development of economic crops like sesame, peanuts and alfalfa with the aid of the Sino-Sudan Agricultural Development Zone program, and to increase the added values of livestock products and build a green industry chain for livestock farming with the aid of the China-aid slaughter house project. Upholding the principle that the BeiDou Navigation Satellite System is developed by China and dedicated to the world, China will apply real-time navigation services and early warnings against disasters to help Sudan increase the output and quality of its agriculture and animal husbandry sectors and achieve intelligent agriculture and intelligent livestock farming.


中苏应建设更紧密的开放包容伙伴关系。共商“一带一路”,不是“独角戏”,而是“大合唱”;共建“一带一路”,不是孤军奋战,而是群策群力。“一带一路”始终坚持“市场运作、公开透明、国际惯例、规则导向”,致力于维护和发展开放型世界经济,共同创造有利于开放发展的环境,推动构建公正、合理、透明的国际经贸投资规则体系。“一带一路”倡议已成为真正具有包容性的全球合作项目,中国真诚欢迎各国为“一带一路”建言献策,贡献智慧,在相互尊重、平等相待基础上开展对话与协商,演奏各国共同参与的“交响乐”,共同推动“一带一路”向着更高标准、更高质量、更高收益的方向发展。中国和苏丹共建“一带一路”也将本着开放包容精神,同愿意参与的各相关方共同努力,把中苏“一带一路”合作建成“减贫之路”、“增长之路”,共同创造和平、发展、合作的未来。

China and Sudan should build a closer partnership for openness and inclusiveness. The BRI consultation is not China’s solo show, but rather a chorus involving countries around the world. The pursuit of the BRI cannot be achieved by China alone but entails the wisdom and efforts of every participant. Under the principle of “market-based operation, openness and transparency, compliance with international practices, and rules-based approach”, the BRI is committed to maintaining and building an open world economy, collaboratively creating a favorable environment for opening-up and development, and promoting the establishment of a fair, equitable and transparent system of international trade and investment rules. As the BRI has emerged as a truly inclusive global-level cooperation initiative, China sincerely welcomes advice and suggestions from all countries, and will have dialogue and consultations with them on the basis of mutual respect and equality. Together with other countries, China is resolved to play the chorus well and works to advance the BRI at higher standards, with better quality and for more benefits. As for the Belt and Road cooperation between China and Sudan, the two countries need to act in the spirit of openness and inclusiveness, and work with all willing participants to build our Belt and Road cooperation into a pathway to poverty alleviation and growth, which will contribute to a bright future of peace, development and cooperation.


驼铃古道丝绸路,春秋佳日旦复新。我们坚信,只要中苏双方紧紧抓住共建“一带一路”的历史机遇,迎难而上,奋发敢为,就一定能够在推动“一带一路”行稳致远的过程中实现两国优势互补和共同发展,不断开创中苏务实友好合作的崭新局面!

We firmly believe that as long as China and Sudan grasp the historic opportunity of Belt and Road cooperation and meet challenges head on with hard work and courage, we will be able to accomplish steady and sustainable progress in the BRI by drawing on our respective strengths for shared development. This will enable us to break new ground for practical, friendly cooperation between the two sides.
