常驻联合国代表张军大使在安理会增进维和人员安全公开辩论会上的发言

Remarks by Ambassador Zhang Jun at Security Council VTC on Safety and Security of UN Peacekeepers

我感谢拉克鲁瓦副秘书长、哈雷副秘书长和米肖副秘书长的通报,感谢秘书处有关部门为保护维和人员安全所作努力。欢迎巴西代表联合国维和人员安全之友小组出席今天的会议。

I thank USG Lacroix, USG Khare, and USG Michaud for their briefings. I thank the relevant departments of the Secretariat for their efforts in protecting the safety and security of peacekeepers and welcome the presence of Brazil at today’s meeting on behalf of the Group of Friends on the Safety and Security of UN Peacekeepers.

 

联合国维和行动是维护国际和平与安全的重要手段,维和人员是国际和平的重要资产。70多年来已有4000多名维和人员牺牲在工作岗位,今年以来已经有50名维和人员献出宝贵生命。维和行动不可能绝对“零风险”,但我们应尽量把安全风险降至最低。我愿谈以下四点看法:

United Nations peacekeeping operations represent an important means for the maintenance of international peace and security. Peacekeepers are an important asset to international peace. For more than 70 years, over 4,000 peacekeepers have died in the line of duty. This year, 50 peacekeepers have laid down their precious lives. While peacekeeping operations cannot be absolutely zero risk, we should try our level best to minimize security risks. I would like to make four points.

 

第一,加大落实力度,持续提升维和人员安全综合保障能力。近年来,联合国不断提高对维和人员安全问题的重视,安理会去年通过第2518号决议,联大特委会报告安排专门章节讨论这个问题,秘书处制定了行动方案。要加大相应投入,确保有关考虑得到落实。要继续结合各特派团实际,加强风险评估,将此纳入决策各个环节并切实采取措施。要有针对性改进维和特派团装备,提升维和人员素质,加强维和行动态势感知、应急反应和紧急救援能力,提升维和行动抵御各种安全风险的水平。

First, we should step up implementation and continue to improve the integrated security capacity of peacekeepers. In recent years, the United Nations has continued to increase the importance on the safety and security of peacekeepers, with the Security Council adopting resolution 2518 last year, the GA Special Committee’s report devoting a special section to this issue, and the Secretariat formulating an action plan. It is necessary to increase input and ensure that the relevant considerations be reflected in the implementation. We should continue to scale up risk assessment in light of the actual situation of each mission, incorporate it into all aspects of decision making and take effective measures. It is necessary to improve the equipment of peacekeeping missions in a targeted manner, improve the quality of peacekeeping personnel, and strengthen the situational awareness, emergency response, and emergency rescue capabilities of PKOs, to increase PKO resilience to various security risks.

 

第二,集中优势资源,破解维和人员安全面临的重点难点问题。新冠肺炎疫情是维和人员安全的新挑战。中方呼吁尽快为全体维和人员完成疫苗接种。简易爆炸装置今年再次成为维和人员伤亡的重要原因,中方期待秘书处就维和行动应对简易爆炸装置威胁提交独立战略评估报告。新技术的发展运用日新月异,维和行动也不能落在后面。要加强联合国同出兵国、当事国的沟通协调,在充分尊重当事国主权的基础上,积极研究如何利用新技术保障维和人员安全。

Second, we should concentrate optimal resources on resolving the key and difficult issues facing peacekeepers in safety and security. The COVID-19 pandemic is a new challenge to safety and security. China calls for early completion of vaccination for all peacekeepers. IEDs have again become a major cause of casualties among peacekeepers this year. China expects the Secretariat to submit an independent strategic assessment report on PKOs’ response to the threat of IEDs. The development and use of new technologies is changing rapidly, and peacekeeping operations should not be left behind. It is imperative to enhance communication and coordination among the United Nations, the T/PCCs and the countries concerned, and actively study how to use new technologies to ensure the safety and security of peacekeepers on the basis of full respect for the sovereignty of the countries concerned.

 

第三,加强伙伴关系,为增进维和人员安全创造良好条件。增进维和人员安全需要所有利益攸关方的共同努力。安理会要为维和行动制定符合实际情况、清晰可执行的授权,避免因不当授权造成无谓牺牲。联大五委要为保障维和人员安全提供充足资源。中方呼吁所有会员国及时、足额缴纳维和摊款。要尽最大努力调查针对维和人员的袭击事件,并将肇事者绳之以法。《部队地位协定》应得到遵守,秘书处、维和行动和东道国要加强沟通,妥善解决有关问题。

Third, we should strengthen partnerships and create favorable conditions for improving the safety and security of peacekeepers. This is a matter which requires the joint efforts of all stakeholders. The Security Council should formulate realistic, clear, and operable mandates for PKOs and avoid needless sacrifice due to inappropriate mandates. The Fifth Committee of the General Assembly should provide sufficient resources to ensure the safety and security of peacekeepers. China calls on all member states to pay their peacekeeping assessments on time and in full. Utmost efforts should be made to investigate attacks against peacekeepers and to bring the perpetrators to justice. The status of forces agreements should be complied with, and the Secretariat, PKOs and host countries should strengthen communication to properly resolve related issues.

 

第四,坚持与时俱进,不断发现解决维和人员安全的新挑战。世界在变化,维和人员面临的风险也在变化。我们必须跟上形势发展,尽可能走在风险前面,把安全防范纳入决策、培训、装备、管理等各个环节,通过预防性行动减少维和人员伤亡。

Fourth, we should keep abreast of the times and continue to identify and address new challenges to the safety and security of peacekeepers. While the world is changing, so are the risks faced by peacekeepers. We should keep up with the developments and stay ahead of risks as much as possible, incorporate safety precautions into all aspects of decision making, training, equipment, and management, and reduce casualties among peacekeepers through preventive action.

30多年来,中方在积极参与维和行动同时,高度重视维和人员安全问题。我们推动安理会通过首个关于维和人员安全的第2518号决议和采取后续行动,并为秘书处制定行动方案提供资金支持。我们同巴西、印度尼西亚、卢旺达等会员国成立维和人员安全之友小组,致力于加强信息沟通,促进政策协调,提高能力建设。我们还积极向出兵国提供安全培训,资助秘书处举办安全问题研讨班,并决定向维和人员捐赠新冠疫苗。中方愿继续同安理会成员和国际社会一道,为保护蓝盔使者贡献力量。

For more than 30 years, while actively participating in PKOs, China has attached great importance to the safety and security of peacekeepers. We have promoted the adoption of the Security Council resolution 2518, the first resolution on the safety and security of peacekeepers, as well as followups. We have provided financial support to the Secretariat for formulating the action plan. We have also established with other member states, including Brazil, Indonesia and Rwanda, the Group of Friends on the Safety and Security of UN Peacekeepers, in a bid to enhance communication and information sharing, promote policy coordination, and improve capacity building. We have also actively provided other T/PCCs with security training, funded the Secretariat’s workshop on safety and security issues, and decided to donate 300,000 doses of COVID-19 vaccines to peacekeepers. China stands ready to continue to work with other Council members and the international community in contributing to the protection of our blue helmets.
