大家下午好！很高兴来到举世闻名的纳马杜遗址所在地——玛德莱尼姆市参加中国广东省中山市捐赠玛市两辆校车的交接仪式。玛市同时也是中国对密联邦援助项目中持续时间最长的示范农场项目以及迄今金额最大之一的波纳佩州二级公路项目的驻地，可见中国同玛市的交流合作源远流长，广泛深入。首先，我要感谢玛市政府、奈斯议员的热情款待和为交接仪式所做精心准备，还要感谢密联邦外交部副部长布兰迪拨冗远途前来出席仪式。

Kaselehlie and Good Afternoon! It is my great pleasure to be in Madolenihmw, where the world-renowned Nan Madol ruins are situated, to attend the handover ceremony for 2 school buses donated by China’s Zhongshan City to Madolenihmw Municipality. Madolenihmw is also the location of the pilot farm, which is the longest operating China-aided project, and the Pohnpei secondary road repair and reconstruction, which ranks among the largest China-aided project in the FSM. So you can easily tell that China’s cooperation and exchanges with Madolenihmw trace back to decades ago and are in depth and width. First of all, let me extend heartfelt appreciation to the warm hospitality of Madolenihmw Municipal Government and Senator Neth and their meticulous preparation for the ceremony. I would also like to thank Brendy for coming from afar to join us in the exciting event.

这两辆校车早在去年即运抵波纳佩州，交接仪式本该更早些举行，但正当中国驻密联邦使馆和玛德莱尼姆市方面紧锣密鼓协调举办盛大交接仪式时，新冠肺炎疫情在全球多点暴发并迅速蔓延，形势一度比较严峻。密联邦政府和波州政府均颁布了公共卫生紧急状态令，要求保持社交距离，严格限制集会规模。目前，密仍然是全世界仅剩的10余个无确诊病例国家之一，我们才有机会在今天补办这个仪式。这一令人称道的成就要归功于在帕努埃洛总统、奥利弗州长领导下的密各级政府坚持将人民的生命安全和身体健康放在首位，及早采取了严格有效的疫情防控措施，并积极参与国际防疫合作。这同秉持以人民为中心理念的中国共产党和中国政府采取坚决果断防控举措，在短时间内取得国内抗疫阻击战重大战略成果是殊途同归的。我对此高度赞赏、诚挚祝贺。

Actually, these 2 school buses were shipped to Pohnpei last year, so the handover ceremony should have been held much earlier. While the Chinese Embassy in the FSM was busy coordinating preparation of the ceremony in a larger scale with Madolenihmw Municipality, the COVID-19 pandemic broke out in various countries and quickly spread around the globe. In face of the quite grave situations then, the governments of the FSM and Pohnpei State both issued proclamations for state of public health emergency, which required us to observe social distancing and strictly restrict the number of persons in any gathering. Up to now, the FSM remains one of the only dozen countries in the world to be free of COVID-19 confirmed cases, so we have the opportunity today to resume with the handover. This remarkable achievement is accredited to all levels of governments in the FSM under the leadership of H.E. President Panuelo, Honorable Governor Oliver among other leaders, who holds fast to giving top priority to people’s safety and health, immediately took serious and effective measures to prevent the virus from embarking and to step up local epidemic control capacity building, and actively participated in international collaboration on joint prevention and control. What they have been doing is identical to that of the Communist Party of China and the Chinese government, who have a people-oriented governance philosophy and adopted the most decisive and stringent measures to secure strategic achievements in the battle against the pandemic within a short period of time. My sincere compliments and congratulations to the FSM national, state and community leaders.

疫情发生以来，中密两国守望相助，同舟共济，共克时艰。中方已累计向密方提供现汇援助17万美元，其中2万美元直接交付给波纳佩州政府，防疫物资援助价值约15万美元，并多次开展对密方的防疫经验分享、技术支持和政策沟通。中国一些地方省市、企业和友好团体也通过自己的渠道向密方提供了防疫援助。中方将继续为密方增强疫情应对能力提供力所能及的帮助，包括密方将来开放边境和复工复产所急需价值114万美元的30套简易隔离病房，预计于近期运抵波州。

Since the outbreak of the pandemic, China and the FSM have been standing in solidarity, offering mutual assistance and working together to fend off the virus. Up to now, China has donated to the FSM for this cause 170,000 USD in cash, among which 20,000 USD directly to Pohnpei State Government, and 150,000 USD in medical supplies and PPEs. China has also shared first-hand knowledge, provided technical support to and coordinated policies with the FSM for combating the virus. Some Chinese sub-national governments, enterprises and friendship organizations have also lent their helping hands to their FSM counterparts. China will continue to provide more assistance to empower the FSM in response to COVID-19 to the best of our abilities, including the donation of 30 folding container isolation units worth about 1.14 million USD, which are scheduled to be shipped to Pohnpei hopefully soon.

中国对外援助本着平等、互利、开放和可持续的原则，不附加任何政治条件，是最真诚、无私的。中方实施援助是贯彻落实以推动构建人类命运共同体为核心内涵的习近平外交思想的切实行动。无论是对密联邦的防疫援助还是今天我们捐赠的校车，都是为了支持和帮助密联邦卫生、教育等经济社会各领域实现可持续发展，为推动建立持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界而共同奋斗。

China’s foreign aid is conducted on the principles of equality, mutual benefit, openness and sustainability, without any political precondition attached on, thus it’s the sincerest and most selfless one. By providing foreign aid, China is taking concrete actions to implement the Xi Jinping Thoughts on Diplomacy, whose content is centered on working to build a Community with a Shared Future for Humanity. Our donation to the FSM, be it medical supplies or school buses, is for the purpose of supporting and helping the FSM in pursuit of sustainable development in all economic and social sectors, including health and education, to the end of making concerted efforts towards building an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.

在此，我要特别感谢奈斯议员为我们创造了这个良好的合作机会。正是因为他当年主动牵线搭桥，向中国驻密联邦使馆反映玛市对校车的需求，并在项目实施过程中积极推动、多方协调，才使这两辆崭新的校车落户玛市。它们系由中国广东省中山市政府出资、由驰名世界的中国郑州宇通客车公司为玛市“量身订制”，总价值14.4万美元。据厂家介绍，他们专门对车辆的框架结构、内饰和空调作了防高温、潮湿、腐蚀等高规格配置和技术工艺升级，以适应波纳佩当地气候和地理条件。多年来，中山市同包括玛市在内的密多个地方政府保持着活跃的友好交流合作关系，包括去年派遣医疗小组、文艺团体来密“送医上岛”、“送戏下海”，构成了中密全面战略伙伴关系的重要组成部分。

At this moment, I’d like to extend my special gratitude to Honorable Senator Neth, who created this good opportunity of cooperation. It was he who took the initiative to approach the Chinese Embassy in the FSM a few years ago to inform and explain to us Modolenihmw’s need of school buses. It was also he who coordinated among several parties to keep pushing forward in the course of the project’s fulfillment. Thanks to his consistent efforts, these 2 brand new school buses finally arrived Madolenihmw and make home here. The 2 school buses are funded by Zhongshan Municipal Government of China’s Guangdong Province, in the total amount of 144,000 USD and were manufactured by China’s world-famous Zhengzhou Yutong Bus Co.,Ltd.. According to Yutong company, they were particularly customized for Madolenihmw, for their outer framework, inner apparatus and AC system have been technically upgraded and configured with high standard to prevent the buses from damages caused by high temperature, excessive damp and erosion, adapting to Pohnpei’s climate and geological conditions. For the past few years, Zhongshan City has enjoyed dynamic friendly exchanges and cooperation with a number of municipalities in the FSM, including Madolenihmw, which consist of an important part of the Comprehensive Strategic Partnership between China and the FSM. For instance, last year, Zhongshan sent a medical expert team to diagnose and treat the patients in Yap and Chuuk, as well as a large culture and art group to stage 4 culture performances in Pohnpei and Yap.

我期待并相信玛德莱尼姆市将使用好、管理好、爱护好这两辆校车，使其能长期为玛市居民特别是中小学师生提供良好服务，成为名副其实的“民心工程”。希望这两辆校车成为玛市人民了解中国的窗口，吸引更多玛市人士赴华参加培训、经商、旅游，也欢迎更多玛市学生申请中国政府奖学金赴华留学，学成后报效祖国和家乡，同时做中密友好的使者，为落实去年12月中密元首北京会晤重要共识，携手共建人类命运共同体，推动中密全面战略伙伴关系深入发展以及两国建立在一个中国原则根本基石上的“伟大友谊”添砖加瓦。

I expect and believe Madolenihmw Municipality will make good use and be conscientious in the management and protection of the 2 school buses so that they can provide high-quality service for many years to Madolenihmw’s residents, especially the elementary and high school students and teachers, allowing the project to serve the public interest indeed. I hope the 2 school buses serve as a window for the people of Madolenihmw to learn more about China and get encouraged to visit China for the purposes of training, doing business and tour. I also welcome more high school graduates of Madolenihmw to apply for the Chinese Government Scholarship to pursue higher education in China. Upon completion of study, they will be quite an asset to the nation-building and hometown-building. At the same time, they can serve as ambassadors of China-FSM friendship, making contributions to implementing the important consensus reached by Chinese President Xi Jinping and FSM President David Panuelo during their summit in Beijing last December, which is to join hands in building a Community with a Shared Future for Humanity, to further develop the China-FSM Comprehensive Strategic Partnership in depth and width and to consolidate our Great Friendship on the fundamental bedrock of the One-China Principle.
