一、为帮助沙特阿拉伯应对新冠肺炎疫情，中国政府决定向沙特阿拉伯派遣抗疫医疗专家组。专家组由国家卫生健康委员会组建，宁夏回族自治区卫健委选派，已于4月15日上午启程。
I. To help with Saudi Arabia’s fight against COVID-19, the Chinese government decided to send a group of medical experts to the country. The team, organized by the National Health Commission and consisting of specialists selected by the Health Commission of Ningxia Hui Autonomous Region, has left for Saudi Arabia on the morning of April 15.
中国发生新冠肺炎疫情后，沙特领导人第一时间表达慰问和支持，沙特政府和各界纷纷伸出援手，向中方提供了多批物资援助。当前沙特也面临疫情严峻挑战，中方同样坚定支持沙特抗疫努力，愿提供力所能及的帮助。此次赴沙中国专家来自实验室检测、传染病防控、呼吸与重症、护理、中医等领域，将与沙方交流分享中方抗疫经验，提供防控和诊疗指导培训。此外，专家组还将为中国驻沙特使馆、中资企业人员和华侨华人提供必要的防疫技术指导、防护物品和中医药咨询服务。
After COVID-19 broke out in China, the Saudi leadership was among the first to express sympathies and support. The Saudi government and people from all walks of life extended a helping hand to us with batches of supplies. Currently as Saudi Arabia faces the same challenge, China, likewise, stands firmly with it and is ready to provide assistance as its ability permits. The Chinese experts sent to Saudi Arabia are from such fields as lab-testing, prevention and control of infectious diseases, respiratory diseases, critical case treatment, nursing, and traditional Chinese medicine. They will share experience with the Saudi side and provide guidance and training in prevention, control, diagnosis and treatment. Besides, they will also provide technical guidance, protective supplies, and traditional Chinese medicine consulting for staff of the Chinese embassy and Chinese businesses, Chinese nationals and ethnic Chinese in Saudi Arabia.
病毒无国界，携手共担当。作为全面战略合作伙伴，中方愿与沙方继续密切合作，维护好两国人民生命安全和身体健康，共同战胜新冠肺炎疫情这一人类共同敌人。
The virus respects no borders and calls for a joint response. As comprehensive strategic cooperative partners, China and Saudi Arabia will continue close cooperation to safeguard people’s life and health and vanquish the common enemy to all human beings.
二、为支持非洲国家加强应对新冠肺炎疫情，中国政府决定向埃塞俄比亚、布基纳法索派遣抗疫医疗专家组，与两国医疗卫生机构分享交流抗疫经验，并提供防疫指导和技术咨询，增强其疫情防控能力。
II. In order to support African countries in strengthening their response to COVID-19, the Chinese government has decided to send medical teams to Ethiopia and Burkina Faso to share anti-epidemic experience, provide guidance and technical advice to the medical and health institutions of the two countries, and enhance their epidemic prevention and control capabilities.
中国和非洲是长期患难与共的好兄弟。在中国疫情防控形势艰难时刻，非洲国家向中国提供了宝贵支持，我们对此铭记在心。中方密切关注非洲疫情防控形势，克服困难向非洲联盟和所有建交非洲国家分批提供了抗疫物资援助，双方专家开展多次视频交流，许多中国地方省市、企业、民间机构也积极提供抗疫物资支持。这些都是构建更加紧密的中非命运共同体的真实写照。中方愿同非洲国家加强合作，携手取得抗疫最终胜利。
China and Africa have been good brothers sharing weal and woe for a long time. We will not forget that in our darkest hours, African countries provided valuable support to us. China follows closely the situation in Africa and has provided anti-epidemic materials in batches to the African Union and all African countries that have established diplomatic ties with China, despite our own difficulties. Experts from the two sides have held multiple video conferences and Chinese provinces, cities, businesses and civil groups have also provided supplies to Africa. All these are vivid examples of China and Africa working together to build a closer community with a shared future. China is ready to strengthen cooperation with African countries to achieve the ultimate victory in fighting the epidemic.

4月14日，东盟与中日韩抗击新冠肺炎疫情领导人特别会议成功举行。李克强总理出席会议并发表重要讲话，介绍了中国统筹推进疫情防控和经济社会发展的经验，提出加强防控合作、恢复经济发展、密切政策协调等合作倡议，得到各方积极呼应和支持。
On April 14, the Special ASEAN Plus Three Summit on COVID-19 was successfully held. Premier Li Keqiang attended the summit and delivered important remarks. He shared China’s experience in coordinating epidemic prevention and control with economic and social development and put forward such proposals as enhancing epidemic cooperation and policy coordination and revitalizing economic growth, which were endorsed by other participants.
会议取得重要成果，发表了《联合声明》。各方同意继续分享信息、交流经验，加强药物和疫苗研发合作，确保药品和医疗物资供应；设立特别基金支持东盟国家应对疫情；探讨建立重要医疗物资储备。各方一致同意致力于降低疫情对经济社会的影响，维护必要经贸合作与人员往来，保持供应链畅通，促进经济增长。
The summit reached important outcomes and released A Joint Statement. Parties agreed to continue exchange of information and experience-sharing, enhance research and development of medicines and vaccines, ensure provision of adequate medicines and medical supplies, establish a special fund to support ASEAN countries’ epidemic response, and consider setting up a reserve of essential medical supplies. APT countries committed to mitigate the pandemic’s socioeconomic impact, maintain essential movement of people including business travels, sustain supply chain connectivity and support economic development.
会议进一步强化了地区国家合作意识，提振了合作信心，明确了合作方向。中方愿与各方保持密切合作，积极落实会议共识，采取切实有效行动，早日战胜疫情，恢复地区经济活力。
The summit further strengthened regional countries’ cooperation, boosted shared confidence and identified the joint course forward. China stands ready to stay in close cooperation with other sides and translate these outcomes into concrete measures to defeat the virus at an early date and restore economic vitality to the region.

赵立坚：新冠肺炎疫情发生以来，中法两国元首3次通电话，相互表达慰问和支持。在两国元首战略指引下，中法各界守望相助、携手抗疫，涌现出很多感人的合作抗疫故事，在两国民众间引起强烈反响，充分展现了两国关系的高水平和两国人民的深情厚谊。
Zhao Lijian: The Chinese and French heads of state have held three phone calls expressing sympathy and support to each other since the outbreak of COVID-19. Under their strategic guidance, people in our two countries have been working together against new virus. In this process, there have been many moving stories that touched the heart of our two peoples. They speak volumes about our high-level bilateral relations and profound people-to-people friendship.
近期，西方国家一些媒体和所谓专家和政客，散布虚假信息，利用疫情对中国污名化，对中法抗疫合作说三道四。面对有关不实指责，中国驻外使领馆及时作出回应，为的是澄清事实真相，为的是阐明原则立场，为的是维护好国际抗疫合作大局。希望法方消除这样的误解，中方无意也从来没有作出法方应对疫情不力的评论。
Lately some Western media, so-called experts and politicians have been spreading false information about the pandemic to stigmatize China and make unwarranted comments on China-France cooperation. Chinese diplomatic missions made prompt responses to such false allegations to clarify the truth, state China’s principled position, and keep up joint efforts to fight the virus. We hope the French side will clear up the misunderstanding as China never intends to criticize and has never criticized France’s epidemic response.
恰恰相反的是，我们对法国面临严峻的疫情挑战感同身受。我们注意到，在马克龙总统坚强领导下，法国政府采取的一系列防控举措得到了法国人民的广泛拥护，正在取得积极成效，我们真诚地为此“点赞”和加油，支持法方根据本国国情制定积极有力应对举措，相信法方一定能够早日战胜疫情。
On the contrary, we relate deeply to the severe challenge France is facing. We have noted that under the strong leadership of President Macron, the French government has taken a series of prevention and control measures, which have been widely endorsed by the French people and are producing positive effects. The virus respects no borders and doesn’t care about racial differences. The world needs solidarity more than anything at present. I would like to stress again that China stands ready to work with the international community including France to uphold multilateralism and strengthen solidarity and cooperation to contain the virus and safeguard global public health security.

CNR: We noted that China and Africa have recently had close communication on the prevention and control measures adopted by Guangdong province affecting African citizens, and China has taken some new measures. Could you update us on the latest development?
赵立坚：最近中非关系受到很多关注。正如你所说，连日来，中非双方就在广东的非洲侨民境况问题保持密切沟通和友好协商。王毅国务委员同非盟委员会主席法基通电话，外交部部长助理陈晓东集体会见非洲驻华使节。中国驻非洲各国使馆也同非方进行积极沟通。中方重申对非友好政策没有任何改变，在广东面临严峻输入风险情况下加强防控举措坚持中外一视同仁，不会对任何特殊群体搞差别性政策。广东方面结合非方意见，进一步完善对外国人健康管理措施。据了解，在符合中方防疫规定的前提下，不少非洲侨民正陆续返家隔离，部分有困难的非洲侨民也得到了妥善安置。
Zhao Lijian: The China-Africa relations have drawn widespread attention recently. As you said, China and Africa have maintained close communication and friendly consultation on the situation of African nationals in Guangdong province over the past few days. State Councilor Wang Yi had a telephone conversation with Chairman Faki of the African Union Commission, and Assistant Foreign Minister Chen Xiaodong met with African diplomatic envoys to China. The Chinese embassies in Africa have also been in active communication with the African side. The Chinese side reiterated that there has been no change in its friendly policy towards Africa. Facing grave risks of importing cases in Guangdong, China has strengthened its prevention and control measures and adhered to the principle of treating Chinese nationals and foreigners as equals, and will not adopt differentiated policies towards any special groups. Taking into consideration the concerns of the African side, Guangdong has further improved its health management measures for foreigners. It is learned that on the premise of complying with China’s provisions on epidemic prevention, many African nationals are returning home for self-quarantine, and proper arrangements have been made for African nationals in difficulties.
许多非洲国家政府和非洲驻华使节普遍认为，当前形势下各国均在加强疫情防控措施，广东省的举措是对所有中国人和外国人负责，完全可以理解。在当地工作和生活的外国人都应予以配合和支持。非方赞赏中方认真对待非方的关切，注意到广东省有关地市涉及非洲人情况不断改善。非方将配合中方，教育引导本国公民遵守中方防疫规定，共同做好疫情防控工作。不少非洲朋友还指出，经过核实，网络上流传的不少视频经过剪辑，并非事情的真相。中非双方都要对这些可能误导民众认识和情绪的网络内容保持警惕。
African governments and African diplomatic envoys in China generally believe that under the current situation when all countries are strengthening epidemic prevention and control measures, Guangdong’s measures are responsible for all Chinese and foreigners and completely understandable. Foreigners who work and live locally should show their cooperation and support. The African side appreciates that China takes Africa’s concerns seriously and notes the continuous improvement of the situation involving Africans in relevant cities in Guangdong. The African side will cooperate with China to educate and guide its citizens to abide by China’s provisions on epidemic prevention and control. Many African friends also pointed out that after verification, many of the videos circulating online have been found to be edited and did not tell the whole story. Both China and Africa should be vigilant against online contents that may mislead people’s perceptions and sentiments.
王毅国务委员兼外长在同非盟委员会主席法基通话时指出，中非传统友谊坚如磐石，牢不可破，决不会因一时一事而受到影响，更不会被某些势力的挑拨离间所干扰。法基主席表示，非方不相信中方会采取针对非洲人民的种族歧视政策。非中双方既是朋友，更是战友，没有任何事情能够改变或损害非中友好。下阶段，中非双方将继续坚定地站在一起，携手取得抗击疫情的最终胜利。
State Councilor and Foreign Minister Wang Yi pointed out in a telephone conversation with AUC Chairman Faki that the traditional friendship between China and Africa is as solid as a rock and unbreakable. It will not be affected as time passes and events arise, nor will it be disrupted by any alienating attempts. Chairman Faki said that the African side does not believe that China will adopt a policy of racial discrimination against the African people. Africa and China are friends and now comrades-in-arms in the fight against the COVID-19. Nothing can change or damage Africa-China friendship. In the next stage, China and Africa will continue to stand firmly together to secure the final victory against the pandemic.

赵立坚：我还没看到你所说的报道。中方始终本着公开、透明、负责任的态度，及时向世卫组织以及有关国家和地区通报疫情信息，得到国际社会充分肯定、高度评价和普遍赞誉。疫情暴发以来，中国人民团结一心、众志成城，奋力抗击疫情，为全世界的抗疫斗争赢得了宝贵时间，也作出了重要贡献。
Zhao Lijian: I haven’t seen the report you mentioned. In an open, transparent and responsible manner, China has kept the WHO and relevant countries and regions updated on the outbreak, which has been fully recognized by the international community. Since the outbreak of the epidemic, the Chinese people have united as one to fight the epidemic, thus buying valuable time and making important contributions to the fight against the pandemic throughout the world.
那些指责中国不透明、不公开的声音是不公正的，是对中国人民付出的巨大牺牲的亵渎。
Those who accuse China of being untransparent are unjust and insulting to the great sacrifices made by the Chinese people.

Zhao Lijian: Recently, in response to similar false allegations propagated by US officials relentlessly, China has detailed all the facts in a thorough manner to lay bare what lies they are.
我们奉劝美方官员把精力用在做好自身疫情防控工作上，而不是试图到处“甩锅”、转移视线，这只会欲盖弥彰，无助于缓解美国国内的疫情，而且严重干扰中美抗疫合作、损害两国关系。
We advise these US officials to focus on their domestic epidemic prevention and control efforts. To shift blames and deflect attention only serves to affirm their own defects in epidemic response. It won’t help mitigate the epidemic at home, but will only seriously disrupt anti-pandemic cooperation and damage relations between China and the US.

Zhao Lijian: We note the report. The spreading COVID-19 not only poses a threat to people’s life and health, but also has a severe impact on the world economy. The IMF’s forecast of a severe global economic recession manifests the severity of this double crisis in terms of public health and global economy.

Major economies should assume their responsibilities and earnestly implement the outcomes reached at the Extraordinary G20 Leaders’ Summit on COVID-19 to stabilize the world economy. Necessary monetary, fiscal and structural policy tools should be used and measures taken on supply and demand sides to anchor market expectation and strengthen economic resilience. Efforts should be made to uphold an open world economy and remove restrictive trade measures such as tariffs to facilitate economic activities and trade, foster a free, fair, non-discriminatory, transparent and predictable environment for trade and investment, and ensure the steady and smooth operation of global industrial chains and supply chains. Multilateralism must be adhered to and international coordination and cooperation strengthened. Multilateral mechanisms such as the UN and WTO must receive the support to exercise their mandate. Global economic governance also needs to be improved.
中方将继续统筹推进疫情防控和经济社会发展工作，同时坚定不移扩大对外开放，巩固深化同各方合作，为世界经济稳定做出积极贡献。

As the most authoritative and professional international institution in global public health security, WHO plays an irreplaceable role in responding to global public health crises. Since the outbreak of COVID-19, it has, under the leadership of Director-General Tedros, actively fulfilled its duty and played a central coordinating role in advancing global anti-pandemic cooperation, winning recognition and plaudits from the international community.

Beijing Daily: Russian Foreign Minister Sergei Lavrov said in an interview on April 14 that cooperation between China and Russia sets an example for the international community in jointly fighting the pandemic. Some politicians in Europe and the US accused China of withholding information about the outbreak and demanded huge compensation from China for the damage done by the pandemic. He said that it is absolutely inadmissible and wrong. Although some people doubt that China’s vision of building a community with a shared future for mankind is aimed at self-interest, Russia believes that China’s goal is to promote synergy among the international community. At the early stage of the outbreak, Russia provided China with firm political, moral and material support. President Putin has on many occasions praised China’s anti-epidemic measures and supported the Chinese people’s fight against the epidemic. People from all walks of life in Russia have spontaneously written goodwill letters or filmed videos in support of the Chinese people. At present, Russia is at a critical stage of its own fight. While the international community is working together to combat the pandemic, we have also heard some dissonant voices. Some media and some people distorted the facts and fabricated and spread false statements about China and Russia. As comprehensive strategic partners of coordination in the new era, China and Russia will stand firmly together to tackle the obstacles on the road of development. CCTV: Yesterday, President Xi Jinping had a phone conversation with his Serbian counterpart Aleksandar Vučić. President Xi said that China will continue to provide assistance and support to Serbia in its fight against the epidemic. In what ways will China provide assistance and support to Serbia?
赵立坚：中国同塞尔维亚有着深厚、特殊的友谊。习近平主席同武契奇总统通电话时说，中塞关系是最深厚的国与国关系。面对新冠肺炎疫情的考验，两国再次以实际行动体现了亲如手足的兄弟之情和肝胆相照的朋友之义。武契奇总统也表示，塞尔维亚将永远铭记中方提供的帮助和支持，永远是中国真诚可靠的铁杆朋友。

Bloomberg: Yesterday a fund raising committee for President Trump’s reelection campaign sent out a request for contributions to help the president hold China accountable by giving to his reelection bid. The email said China has been lying and doing everything they can to cover up the spread of COVID-19 in their own country. We cannot stand by and do nothing. Do you have a response to this?
赵立坚：有关言论完全不负责任。疫情是人类的公敌。面对这场突如其来的全球公共卫生危机，包括中国在内的各国都是受害者，不知道“赔偿论”、追责论从何说起？世界卫生组织多次表示，污名化比病毒本身更危险。
Zhao Lijian: These are totally irresponsible remarks. Pandemic is the public enemy of mankind. In the face of this sudden global public health crisis, all countries, including China, are victims. How could anyone speak of such a thing as compensation or accountability? The WHO has repeatedly said that stigma is more dangerous than the disease itself.
中国抗疫体现了一个负责任大国应有的担当。中国力量、中国效率、中国速度受到了国际社会的广泛赞誉。为了世界各国人民的健康和安全，中国人民付出了巨大牺牲，作出了重大贡献。
China’s fight against the epidemic shows what a responsible major country should do amid such difficulties. China’s strength, efficiency and speed have been widely praised by the international community. The Chinese people have made great sacrifices and contributions to the health and safety of people around the world.
面对疫情，国际社会携手应对、同舟共济是应有之义，应共同抵制偏见。中方愿同有关国家分享防控经验，保持密切沟通合作，向他们提供力所能及的帮助和支持。我们相信，只要国际社会守望相助、团结一致，就一定能够早日战胜病魔，取得这场抗疫斗争的最终胜利。
In the face of the pandemic, the international community should join hands to fight against prejudice. China is ready to share its experience with relevant countries, maintain close communication and cooperation and provide assistance and support to them within its capacity. We believe that as long as members of the international community support each other and work together, we will be able to overcome the disease at an early date and achieve the final victory in the fight against the pandemic.
路透社记者：美方已宣布将停止资助世卫组织，中方是否准备提供更多资金以填补资金缺口？
Reuters: Now the US has announced it will be cutting funding for the WHO, would China be prepared to contribute more in order to make up the shortfall?
赵立坚：中方一贯支持世卫组织在国际抗击疫情方面发挥领导作用。中方已经向世卫组织捐款2000万美元，并将继续向世卫组织提供力所能及的支持和帮助。
Zhao Lijian: China supports WHO’s leading role in the global anti-pandemic response. We have donated $20 million to it. And we will continue to support and assist the WHO to the best of our ability.
法新社记者：根据中国驻法国使馆的说法，台湾当局使用“黑鬼”一词攻击世卫组织总干事谭德塞。这是非常严重的指控。你能否告诉我们台湾当局是在何种场合使用这一词语的？
AFP: According to the Chinese embassy in France, Taiwan authorities used the word “nigger” to attack WHO Director-General Tedros. This is a serious allegation. Could you tell us on which occasion the Taiwan authorities used this term?
赵立坚：你应该去问台湾当局。使用这种词完全意味着种族歧视。包括中国在内的任何一个国家都不会容忍这种词语。
Zhao Lijian: Why not go and ask the Taiwan authorities? The word is a racist slur. No country will tolerate such an expression.
彭博社记者：中方曾表示，个别媒体在未弄清事实之前，炒作所谓的中国产品质量问题是不负责任的。商务部近期对这个问题开展调查，要求出口口罩、检测试剂盒、呼吸机等物资的企业向海关报关时须提供声明，并禁止两家中国公司出口防疫用品。这是否表明，商务部也认为一些出口的医疗物资存在质量问题，所以才于4月纠正这一情况？中方近期是否与有关国家就此进行过沟通？
Bloomberg: China said that it was irresponsible for a few media to hype up the so-called quality issues of Chinese products before getting the facts straight. Since then the Ministry of Commerce has introduced inspections that required licenses of exports in masks, tests, ventilators and the like, and it has banned two companies from exporting these products. Could it be that the Ministry of Commerce thinks there is a problem with exports of medical goods that they have acted to rectify this situation in April? And have you spoken with affected countries on this topic recently?
赵立坚：我和我的同事已经回应过类似问题。我可以再阐述一下中方立场。
Zhao Lijian: My colleagues and I already responded to similar questions, and I’d like to reiterate our position.
近期，很多国家在中国市场采购医疗物资。我们在保证国内防疫需求的前提下，支持有资质、有信誉的企业对外出口，并在生产、运输、清关等各个环节为各国来华采购和企业有序地出口提供便利。有的国家通过外交渠道向中方提出商业采购需求，我们就此推荐有资质的出口企业与外国采购商沟通协商。据我了解，外方采购商没有反映通过上述渠道采购的物资有质量问题。
Many countries have recently been purchasing medical products in China. While satisfying domestic demands, we support export by companies with qualifications and credibility, and provide convenience in production, transport and customs clearance to facilitate foreign procurement and orderly exporting. Some countries raised purchasing demands via diplomatic channels, and we recommend qualified companies to the foreign buyers. As far as I know, we haven’t received any complaints from the buyers about the products purchased via the above-mentioned channel.
对于近期有几个国家提出从中国进口的防疫物资出现质量问题，中国驻有关国家使馆都第一时间进行了了解核查，也第一时间作出了回应。
Several countries raised doubts on the quality of products imported from China, to which our embassies responded at the earliest time possible.
我想强调，医疗物资的质量安全直接关系各国人民的生命健康，中方高度重视医疗产品出口问题，严厉打击假冒伪劣行为。一旦出现质量问题，我们将认真调查，由监管部门依法惩处，绝不姑息。同时，我们也希望外国采购商能够选择获得中方监管部门认证、有生产资质企业的产品，仔细核对产品用途和使用说明，以及这些产品是否与本国市场标准兼容，避免急中出错。如果市场上确实出现了个别问题，双方应该本着实事求是的态度和精神，本着法制化、市场化原则予以解决。
I would like to stress that the quality and safety of medical supplies directly bears on the lives and health of people. China attaches great importance to the export of medical products and cracks down on counterfeit and shoddy products. Once there are quality problems, the regulatory authorities will conduct serious investigation and mete out punishment with zero tolerance in accordance with the law. At the same time, we also hope that foreign buyers can choose products that have been certified by Chinese regulatory authorities with production qualifications, and carefully follow the instructions for use and check whether the products are compatible with domestic market standards so as to avoid making mistakes in a rush. If there are any problems in the market, the two sides should come down to where the problems lie and solve them in accordance with the law and in market-based manner.
