亲爱的同学们:

Dear students,


你们好!

Greetings!


年初以来,武汉市爆发了一种新型病原体引起的疫情——新冠肺炎疫情。你们现在身处武汉,远离祖国和亲人,又是人生第一次经历如此严重的疫情,一定会有一些焦虑和不安,我十分理解,也为你们担心。我谨代表中国驻博茨瓦纳大使馆并以我个人名义,向你们表示衷心慰问。

Since the end of last year, an outbreak of novel coronavirus epidemic, caused by a new type of pathogen, occurred in Wuhan, China. As you are in Wuhan right now, far away from your own country and loved ones, going through such a serious epidemic for the first time in your life, I fully understand your anxiety and unease, and I’m also worried about you. Hence, on behalf of the Chinese Embassy in Botswana and in my own name, I would like to give you my sincere regards.


面对来势凶猛的疫情,中国政府采取了最果断和最严格的措施。为迅速切断病毒传染链,关闭了武汉进出交通,限制了人员流动。你们也被要求留在宿舍并采取自我防护措施,不要外出。其实,你们并非孤立无援。中国政府高度重视在华各国公民、特别是包括你们在内的仍留在湖北武汉的5473名留学生的生命安全和身体健康。中方有关部门及时向你们提供了防疫物资、生活保障及疫情相关咨询和协助。我也和博茨瓦纳政府保持着紧密联系,共同努力保护你们免于感染。

In the face of the epidemic, the Chinese government has taken the most comprehensive, stringent and thorough prevention and control measures. To cut off the transmission chain of the virus, Wuhan suspended public traffic and people’s movement. You have also been told to stay in your dorms, take self-protection and not to go outside. In fact, you are neither alone nor helpless. The Chinese government attaches high importance to the life and health of foreign nationals in Wuhan, especially the 5473 international students there, including all of you. While the local governments and universities are providing you with medical materials, daily necessities and epidemic updates in a timely manner, I am in Botswana keeping in close touch with your government for better protection of you from the virus.


疫情爆发后,中国全民动员,团结一心、众志成城抗击疫情。人类历史上,从未有哪个国家可以像中国这样在如此短的时间内调动如此多的人力物资来抗击疫情。目前中国政府迅速、有力、科学的举措已经有效遏制了疫情扩散,积极效果正在显现。新增确诊和疑似病例不断下降,特效药不断开发,治愈人数大幅增加,死亡率仅为2.29%,远低于此前的“非典”、H1N1、埃博拉等传染病。现在,中国的生产企业已经有组织地开始复工。请你们相信中国政府完全有信心、有能力、有经验早日打赢这场抗疫战争。

Since the onset of the outbreak, with a nationwide mobilization, the Chinese government and people are fighting the epidemic united as one. In human history, no country has ever mobilized its manpower and resources on such a large scale in such a short period of time to deal with an infectious disease. Currently, China’s swift and scientific measures have contained the further spread of the epidemic and are increasingly showing positive effects. New confirmed and suspected cases are declining. More and more patients are being cured and discharged from hospital as new drugs are developed. The fatality rate has been kept at around 2.29%, far below that of infectious diseases like SARS, H1N1 and Ebola. And enterprises in China have resumed production in an orderly way. Please rest assured that the Chinese government has full confidence, capacity and experience to prevail over the epidemic at an early date.


此时此刻,我在过去三年中每年为你们举行赴华留学送别招待会的情景历历在目。作为中国驻博大使,我与你们的父母及博茨瓦纳政府一样,每日跟踪疫情发展,关心你们的健康状况。尽管中国的公共卫生专家已经表示疫情“拐点”将很快到来,但疫情不可能一两天就结束。世卫组织给予在武汉外国人的专业建议是,最安全的办法是继续留在当地,因为任何人员流动都会产生交叉传染的风险。希望你们听从世卫组织和当地政府及学校的指导,做好个人卫生安全防护,勤洗手、戴口罩、少出门,防止交叉传染。同时希望你们积极乐观地面对疫情,克服不安和惊慌,并保持耐心,黎明前的黑暗即将过去。

Right at this moment, the scene of the annual farewell reception I held for you in the past three years comes to mind. As the Chinese Ambassador to Botswana, I am, like your parents and the Botswana authorities, following the development of the epidemic every day and paying close attention to your health status. Though Chinese public health experts predicted that the inflection point would come very soon, it’s still not possible for the epidemic to end in a day or two. As suggested by WHO, it’s best for foreign nationals to stay put, as any movement of people may bring the risk of cross-infection. So I advise each and every one of you in Wuhan to follow the guidance of WHO as well as local authorities and universities, and continue to take preventative measures such as washing hands frequently, wearing a mask outdoors and staying in your dorms so as to protect yourselves and avoid cross-infection. I also hope you stay calm and optimistic, face the epidemic bravely and patiently, and overcome uneasiness and panic, as the epidemic will not last.


中国人常说“危中有机”。最后希望你们充分利用时间,多学些知识,为即将到来的新学期做好准备。如果你们遇到困难或需要协助,可随时联系所在学校、博驻华大使馆和中国驻博大使馆,我们一定尽力帮助。
