人权事关人的全面发展和社会的全面进步，人权事业是各国经济社会发展的重要组成部分。中国坚持把人权的普遍性原则同中国实际相结合，不断推动经济社会发展，增进人民福祉，同世界各国分享发展经验和机遇，积极参与全球治理，主动承担国际责任，为维护世界和平、促进共同发展作出了不懈努力。
Human rights relate to all-around development of the person and comprehensive progress of the society, and the human rights cause is an integral part of each country’s economic and social development. China has integrated the principle of universality of human rights with China’s national conditions, and made continuous efforts to promote economic and social development and improve people’s well-being. China shares experience and opportunities of development with other countries, actively participates in global governance and shoulders international responsibilities, making relentless efforts for safeguarding world peace and promoting shared development.
中国人权发展道路始终以人民福祉和利益为出发点和落脚点。刚刚过去的一年是中国改革开放40周年。40多年来，中国取得了历史性成就。国际金融危机发生以来，中国经济对世界经济增长贡献率超过30%。中国下决心将减贫进行到底，到2020年彻底消除现行标准下的绝对贫困。40多年来，中国人民聚焦发展，造福人民，坚持以人民为中心的发展思想，从1978年2017年，贫困人口减少7.4亿，中国人均可支配收入增长22.8倍，中国人民的获得感、幸福感、安全感显著提升。
Its ultimate goal has always been to improve the well-being of the Chinese people and serve their best interests. The year just past marks the 40th anniversary of reform and opening-up. During the past more than 40 years, China has made historic achievements in development. In the year since the global financial crisis, China has contributed over 30 percent of global growth. China is firm in its resolve to eradicate poverty, our goal is to eliminate absolute poverty as currently defined by 2020. Over the past more than 40 years, the Chinese people have pursued development with a single focus and made lives better for ourselves. Guided by a people-centered development philosophy, between 1978 and 2017 China raised its per capita disposable income by 22.8 times, lifted 740 million people out of poverty, Chinese people now feel more secure and have a greater sense of fulfillment and contentment.
中国国家主席习近平主席提出以人民为中心的发展思想，彰显了人民至上的价值取向。政治上，尊重人民主体地位，保证和支持人民当家做主，保障人民政治权利，健全民主制度，丰富民主形式，拓宽民主渠道。经济上，把增进人民福祉、促进人的全面发展、朝着共同富裕方向稳步前进作为出发点和落脚点，让各族人民共享发展成果，享有更多安全感、获得感和幸福感。
The Chinese President Xi Jinping’s thought on people-centered development embodies the values of putting the people first. From a political perspective, thought on people-centered development upholds the supremacy of the people, guarantees and supports their position as the masters of the state and safeguards their political rights, it will serve to improve democracy, diversity its forms and expand its channels. From an economic perspective, on people-centered development ensures that Chinese people of all ethnic groups can enjoy the benefits of development and lead a more secure, fulfilling and happier lift because it focuses on improving people’s well-being, promoting their all-round development and boosting sustainable progress toward common prosperity.
中国是一个拥有13亿人口的发展中大国。中国始终坚持将生存权和发展权视为首要的基本人权，切实落实联合国2030年可持续发展议程，始终将发展作为第一要务，不断解放和发展社会生产力，致力于实现经济、社会、环境协调发展，为人民群众提供更好的保障、更满意的工作、更舒适的环境。
China is the largest developing country with a population of 1.3 billion, and maintains that the right to subsistence and development is a fundamental human right and has taken effective steps to implement the United Nations 2030 Agenda for Sustainable Development. China always takes development as its most important task and has been endeavoring to liberate and grow its social productive forces, is committed to promoting coordinated economic, social and environmental progress, and provides better safeguards, more satisfying jobs and a more comfortable living environment for its people.
中国提出的“生存权和发展权是首要的基本人权”、“人权的普遍性与特殊性相统一”、“坚持普遍、包容、可持续原则，建立合作伙伴关系，保证人民平等参与、共同发展的权利”，是对国际人权事业的贡献。
Ideas and views proposed by China, such as “the rights to subsistence and development are the primary, basic human right”, “the universality and relativity of human rights are compatible”, and “uphold the principles of universality, inclusiveness and sustainability, establish partnership, and ensure the people’s right for equal participation and equal development, are contributions to the cause of international human rights.
中国在坚持自身发展的同时积极推动各国实现共同发展，在非洲开展了大量民生公益和人道主义援助项目，帮助相关国家实现联合国千年发展目标和2030年可持续发展议程，中非合作取得的成就是有目共睹的。我们继续加强与非洲国家对接，继续坚持习近平主席提出的对非真实亲诚理念和正确义利观，坚持做到“五不”，即不干预非洲国家探索符合国情的发展道路，不干涉非洲内政，不把自己的意志强加于人，不在对非援助中附加任何政治条件，不在对非投资融资中谋取政治私利，积极促进中非合作论坛北京峰会“八大行动”成果，即产业促进、设施联通、贸易便利、绿色发展、能力建设、健康卫生、人文交流和和平安全的落实，继续谱写中非关系的新篇章！
China works for shared development of all countries while promoting its own development, such as China has carried out a large number of livelihood projects and humanitarian assistance programs in Africa, helping these countries to realize the UNMDGs and 2030 Agenda for Sustainable Development. The achievements of China-Africa cooperation are obvious to all. We will continue to strengthen our connectivity with African countries and, following the principle proposed by President Xi Jinping, of sincerity, real results, amity and good faith towards Africa, and of the values of friendship, justice and shared interests, of a “five no” approach in our relations with Africa: no interference in African countries’ pursuit of development paths that fit their national conditions; no interference in African countries’ internal affairs; no imposition of our will on African countries; no attachment of political strings to assistance to Africa; and no seeking of selfish political gains in investment and financing cooperation with Africa, promote the implementation of eight major initiatives of Beijing Summit of the Forum On China-Africa Cooperation in collaboration with Africa for industrial promotion, infrastructure connectivity, trade facilitation, green development, capacity building, healthcare, people-to-people exchange, and peace and security, write a new chapter in China-Africa friendly relations!
中国宪法明确规定，“国家尊重和保障人权”。通过建立健全尊重和保障人权的法律制度体系，促进人权事业全面发展。随着中国特色社会主义法律体系的形成和不断完善，公民生存权、发展权、人身权、财产权，基本政治权利和自由，劳动权、受教育权、社会保障权等各方面权利，已在法律上得到确认和保障。
The Constitution of the People’s Republic of China clearly stipulates that “the state respects and protects human rights”. The state promotes the all-round development of human rights by establishing a sound legal system that respects and protects human rights. With the formation and constant improvement of the socialist legal system with Chinese characteristics, the right to subsistence, to development, to work, to education, to social security as well as personal rights, property rights, basic political rights and personal freedom have been fully established and guaranteed by law.
受教育是人的基本权利。中国政府高度重视保障公民受教育权，切实履行宪法、法律及国际公约，坚持把教育摆在优先发展战略地位，坚持以人民为中心的发展思想，大力发展全民教育、终身教育。人只有接受教育，才能有效抵御腐朽没落思想，才能放弃极端主义思想，才能掌握基本技能和谋生手段，才能不做危害国家和社会的事情，才能尊重他人的人权。
The right to education has been recognized as a basic human right. The Chinese government attaches great attention to people’s right to education, strictly carrying out the constitution, related laws and international conventions. With education in a strategic position for prioritized development, and the vision of people-centered development, China vigorously develops lifelong education for all citizens. Only by receiving education can people effectively resist decadent and declining thoughts, abandon extremism, master livelihood skills, do nothing harmful to society and family, and respect the right of others.
我们高兴地看到，索新政府致力于国家和平、重建与发展，并取得积极成效。索是拥有大量潜力的国家，我们希望索充分利用这些优势，发展自主产业，提高自主发展能力，包括渔业，渔产品出口国际市场，将潜力变成幸福的现实。中国是索真正朋友和友好伙伴，长期以来积极支持索和平发展，并为此付出做出了不懈努力。我们真诚希望并相信，索在新的一年实现国家持久和平、繁荣发展将取得更大成就。
We are glad to see that the Somali government has been committed to national peace, reconstruction and development, and has achieved positive progress. Somalia is a country with great potential, we are glad to see that Somalia is making full use of its potential and pushing development its own industry, promoting the capability of independent development, including fishery industrial, and exportation its fishery products to international markets, turning potential into reality of well-being. As a true friend and friendly partner of Somalia, China has long supported peace and development in Somalia and made unremitting efforts to this end. We sincerely wish and believe that Somalia will make greater achievements in achieving lasting peace, prosperity and development in 2019.
要和平、谋发展、求进步始终是人民的美好愿望和不懈追求。中国希望世界各国人民尽享明媚阳光，幸福地劳动和工作，创造社会财富。我们愿与各国共同努力，并为此做出积极贡献，共同推动构建人类命运共同体。
Peace, development and progress are always the people’s good aspiration and unremitting efforts. China hopes that all people of countries in the world will enjoy the sunshine, work and live happily and create social wealth. China is ready to make joint efforts with countries and make greater contributions to this end, jointly build a community with a shared future for mankind.
