A year ago, Chinese President Xi Jinping put forward the Global Security Initiative(GSI), calling on countries to adapt to the profoundly changing international landscape in the spirit of solidarity, and address the complex and intertwined security challenges with a win-win mindset. This initiative offers China’s reasoned recommendations for advancing peace and development to create a global community with a shared future for humankind. To date, over 80 countries and regional organizations have expressed their appreciation and support for the GSI initiative.
一年前，中国国家主席习近平提出全球安全倡议，呼吁各国以团结一致适应深刻变化的国际形势，以共赢理念应对复杂交织的安全挑战。这一倡议为推动和平与发展、推动构建人类命运共同体提出了合理的中国建议。迄今为止，已有80多个国家和地区组织对这一倡议表示赞赏和支持。
The GSI is underpinned by “six commitments”, namely, staying committed to the vision of common, comprehensive, cooperative and sustainable security; staying committed to respecting the sovereignty and territorial integrity of all countries; staying committed to abiding by the purposes and principles of the UN Charter; staying committed to taking the legitimate security concerns of all countries seriously; staying committed to peacefully resolving differences and disputes between countries through dialogue and consultation; and staying committed to maintaining security in both traditional and non-traditional domains.
全球安全倡议以“六大坚持”为基础，即坚持共同、综合、合作、可持续的安全观；坚持尊重各国主权和领土完整；坚持遵守联合国宪章宗旨和原则；坚持重视各国合理安全关切；坚持通过对话协商以和平方式解决国家间的分歧和争端；坚持统筹维护传统领域和非传统领域安全。
In February this year, the GSI Concept Paper was released by China. In this detailed concept paper, China identified the priorities, platforms and methods of cooperation. It demonstrated China’s sense of responsibility for safeguarding world peace and their resolve to defend global security. The concept paper lays out 20 priorities of cooperation, all of which are highly action-oriented. These 20 priorities could also be summarized as upholding the UN’s central role in security governance; promoting coordination and sound interactions among major countries; facilitating the peaceful settlement of hotspot issues through dialogue; tackling traditional and non-traditional security challenges; and strengthening the system and capacity for global security governance. China is willing to join hands with the international community, including Canada, in order to work together to help make the world safer.
今年2月，中国发布了《全球安全倡议概念文件》。在这份更为详细的概念文件中，中方明确了合作重点、合作平台和合作方式。这体现了中国维护世界和平的责任感和维护全球安全的决心。《概念文件》列出20项重点合作方向，具有鲜明的行动导向，归纳起来就是：坚定支持联合国安全治理核心作用；努力促进大国协调和良性互动；积极推动对话和平解决热点问题；有效应对传统与非传统安全挑战；不断加强全球安全治理体系和能力建设。
The GSI encourages diplomacy as the proper conduit to achieve regional and international peace and security. Not long ago, China, Saudi Arabia and Iran issued a Joint Trilateral Statement – wherein Saudi Arabia and Iran agreed to: resume diplomatic relations and cooperate with one another; abide by the principles of the UN Charter, resolve their disagreements peacefully, respect others’ sovereignty and refrain from meddling in other nations’ internal affairs. All three countries are keen to work together in order to enhance regional and international peace and security.
全球安全倡议鼓励外交作为实现地区和国际和平与安全的适当渠道。不久前，中国、沙特、伊朗发表了《三方联合声明》，沙特和伊朗同意：恢复外交关系，开展合作；恪守联合国宪章原则，和平解决分歧，尊重别国主权，不干涉别国内政。三国都渴望共同努力，以加强地区和国际和平与安全。
In this March, President Xi Jinping visited Russia. At present, the situation unseen in a century is evolving at a faster pace, and the world has entered a new period of instability and transformation. China and Russia are permanent members of the UN Security Council and major countries, and the significance and influence of the China-Russia relationship go far beyond the bilateral scope. China has upheld its objective and fair position on the Ukraine crisis and played a constructive role in promoting talks for peace. We maintain that political dialogue is the only resolution for conflicts and disputes. Fanning flames with unilateral sanctions and pressuring selective nations will only fuel the fires of war and make matters worse. China, along with many other nations in the world, is not interested in adding to the fire. Instead, China will uphold an objective and fair position on international and regional issues – including the one in Ukraine. Rest assured, the Chinese government will continue to play a constructive role in the political settlement of these issues.
三月份，习近平主席访问俄罗斯。当前，百年变局加速演进，世界进入新的动荡变革期。作为联合国安理会常任理事国和重要大国，中俄关系的意义和影响远远超出双边范畴。中方秉持在乌克兰危机问题上的客观公正立场，为劝和促谈发挥了建设性作用。我们主张，政治对话是解决矛盾和争端的唯一途径。单边制裁煽风点火，对特定国家施压，只会火上浇油，使局势更加恶化。中国和世界上许多其他国家一样，对火上浇油不感兴趣。相反，中国将在包括乌克兰问题在内的国际和地区问题上坚持客观公正的立场。请放心，中国政府愿为政治解决这些问题继续发挥建设性作用。
