In this beautiful spring, the “Two Sessions” of China (the National People’s Congress and the Chinese People’s Political Consultative Conference) were successfully held in 2023. This is the first “Two Sessions” since the 20th National Congress of the Communist Party of China was successfully held and China achieved a major decisive victory in epidemic prevention and control. At the meeting, a new leadership of national institutions was elected. On March 10th, Xi Jinping unanimously elected Chinese president. H.E. 在这个美丽的春天，2023年中国“两会”（全国人民代表大会和中国人民政治协商会议）胜利召开，这是中共二十大胜利召开和中国取得疫情防控重大决定性胜利后的第一次“两会”，它向国际社会展现了中国踏上新时代新征程的自信豪迈，让世界各国看到了携手中国共筑和平、共享发展、共赴未来的壮阔前景。会上选举产生了新一届国家机构领导人。3月10日，习近平全票当选国家主席。利比里亚总统维阿第一时间向习近平主席致以热烈祝贺，再一次充分体现了中利两国间深厚的友谊。
1. China’s economic development has injected strong impetus into the world economic recovery. In the past five years, China has withstood the test of multiple shocks and achieved a development achievement of 5.2% annual growth over the past five years, continuing to become an important engine for driving world economic growth. This year’s “Two Sessions” pointed out that in 2022, China’s GDP increased by 3% year-on-year, the consumer price index increased by 2%, and the total import and export volume of goods increased by 7.7%. The expected target for China’s GDP growth in 2023 is around 5%. The Chinese government will persist in prioritize stability while pursuing progress and strive to promote high-quality development. This year is also the 45th anniversary of China’s reform and opening up. After 45 years of unremitting efforts, China has become a major trading partner of more than 140 countries and regions, importing approximately 2.5 trillion dollars of goods and services each year. As the world’s largest trading country and world market, China’s reform will not halt, and its opening up will not stop. China opposes “decoupling and severing supply chains sever” and unilateral sanctions, maintains an open and inclusive world economy, and uses China’s new development to provide new opportunities for the world.
一、中国经济发展为世界经济复苏注入强劲动力。过去五年，中国经受住多重冲击的考验，实现五年年均增长5.2%的发展成就，继续成为拉动世界经济增长的重要引擎。今年“两会”指出，2022年，中国的国内生产总值同比增长3%，消费价格指数增长2%，货物进出口总量增长7.7%。2023年，中国国内生产总值增长的预期目标为5%左右，中国政府将坚持稳中求进，着力推动高质量发展。今年也是中国改革开放45周年，经过45年的不懈努力，中国已经成为140多个国家和地区的主要贸易伙伴，每年进口商品和服务约2.5万亿美元。作为全球第一贸易大国和“世界市场”，中国的改革不会停顿，中国的开放也不会止步。中国反对“脱钩断链”和单边制裁，维护开放包容的世界经济，以中国新发展为世界提供新机遇。
2. Chinese path to modernization creates a new form for the development of human civilization. At the opening ceremony of the CPC in Dialogue with World Political Parties High-Level Meeting held on March 15, President Xi put forward the Global Civilization Initiative for the first time. This is the third major global initiative launched by China after the Global Development Initiative and the Global Security Initiative. It fundamentally answers a series questions of our time such as “What kind of modernization do we need? How can we achieve modernization?”, and has become another important public product that China provides to the world. On the road to modernization, the CPC has always adhered to independence, the supremacy of the people, peaceful development, openness, inclusiveness, and solidarity. It has led the Chinese people in decades to complete the development process of developed countries that has gone through hundreds of years, creating wonders of rapid economic development and long-term social stability that are rare in the world. Chinese path to modernization is a modernization that follows the path of peaceful development. It is deeply rooted in the excellent traditional Chinese culture, reflects the advanced nature of scientific socialism, draws on and absorbs all outstanding achievements of human civilization, represents the development direction of human civilization progress, shows a new picture different from the western modernization model, and is a new form of human civilization. The successful practice of Chinese path to modernization has fully proved that the majority of developing countries have the right and ability to choose their own path and firmly hold their destiny in their own hands.
二、中国式现代化为人类文明发展创造崭新形态。在3月15日举行的中国共产党与世界政党高层对话会上，习近平主席首次提出全球文明倡议。这是继全球发展倡议、全球安全倡议之后，中方发出的第三个重大全球倡议，从根本上回答了“我们究竟需要什么样的现代化？怎样才能实现现代化？”等一系列时代之问，成为中国向世界提供的又一重要公共产品。在现代化道路上，中国共产党始终坚持独立自主、人民至上、和平发展、开放包容、团结奋斗，带领中国人民用几十年时间走完了发达国家几百年走过的发展历程，创造了世所罕见的经济快速发展和社会长期稳定两大奇迹。中国式现代化是走和平发展道路的现代化，它深深植根于中华优秀传统文化，体现科学社会主义的先进本质，借鉴吸收一切人类优秀文明成果，代表人类文明进步的发展方向，展现了不同于西方现代化模式的新图景，是一种全新的人类文明形态。中国式现代化的成功实践充分证明，广大发展中国家完全有权利也有能力选择自己的道路，将命运牢牢掌握在自己手里。
3. The diplomacy of a major country with Chinese characteristics has brought a new atmosphere of peace to the international community. The world today is not peaceful. Cold War thinking, hegemonism, and power politics are rampant, and voices inciting containment, repression, and confrontation continue to be heard. What is the matter with the world? What should we do? Once again, humanity stands at the crossroads of history. At the press conference of the two sessions, H.E. Qin Gang, State Councilor and Foreign Minister of China emphasized that China will firmly pursue a mutually beneficial and win-win opening-up strategy, and always be a builder of world peace, a contributor to global development, and a defender of the international order. China’s commitment to world peace is not only reflected in words, but also in practical actions. Just this month, China made a joint statement on behalf of more than 70 countries at the 52nd session of the United Nations Human Rights Council on the 75th anniversary of the adoption of the Universal Declaration of Human Rights, injecting new impetus into the implementation of the Declaration; Mediating and promoting the restoration of diplomatic relations between Saudi Arabia and Iran, which promote peace process in the Middle East; proposed China’s Position on the Political Settlement of the Ukraine Crisis, which proposing feasible solutions for the political settlement of the Ukrainian crisis. The heads of state of China and Russia also signed a joint statement emphasizing the solution of the Ukrainian crisis through peace talks. Faced with complex situations and severe challenges, China will always rely on partnership to promote coordination and benign interaction among major countries, develop friendly cooperation with other countries, promote the construction of a new type of international relations and a community with a shared future for mankind, and strive to build a safer world.
三、中国特色大国外交为国际社会带来和平新风。当今世界并不太平，冷战思维、霸权主义和强权政治甚嚣尘上，煽动围堵、打压、对抗的声音不绝于耳，世界怎么了？我们该怎么办？人类再次站在历史的十字路口。秦刚国务委员兼外长在两会记者会上强调，中国将坚定奉行互利共赢的开放战略，始终做世界和平的建设者、全球发展的贡献者、国际秩序的维护者。中国对于世界和平的承诺不仅体现在言语上，更付诸于实际行动中。就在这个月，中国在联合国人权理事会第52届会议代表七十多个国家就《世界人权宣言》通过75周年作共同发言，为《宣言》落实注入新动力；斡旋推动沙特和伊朗恢复外交关系，为中东和平进程发挥了积极作用；提出《关于政治解决乌克兰危机的中国立场》，为政治解决乌克兰危机提出了可行方案，中俄元首还签署联合声明，强调通过和谈解决乌克兰危机。面对复杂的形势和严峻的挑战，中国将始终以伙伴关系为依托，促进大国协调和良性互动，同各国发展友好合作，推动构建新型国际关系和人类命运共同体，努力建设一个更加安全的世界。
4. China Africa friendship and practical cooperation serve as a model for global development cooperation. The year 2023 marks the 10th anniversary of President Xi Jinping’s introduction of the Principles of Sincerity, Real Results, Amity and Good Faith and the Principles of Pursuing the Greater Good and Shared Interests. Under the guidance of this basic concept, China has established close solidarity and friendly relations with developing countries. Earlier this year, the newly appointed Foreign Minister Qin Gang made his first visit to Africa, fully demonstrating the importance China attaches to Africa in its diplomacy. China’s cooperation with Africa has always been at the forefront of international cooperation with Africa. The starting point of China’s cooperation with Africa will always be the fundamental interests of the people of both China and Africa, and China will never take containment of other countries as the starting point of its own policy towards Africa. China has always believed that Africa is a major stage of international cooperation, not a arena for big powers to play games. China-Africa cooperation has never been empty talk. While bringing tangible benefits to the Chinese and African people, it has also created more favorable conditions for international cooperation with Africa. This year is also the 20th anniversary of the resumption of diplomatic relations between China and Liberia. Over the past 20 years, the cooperation between the two countries in areas such as infrastructure, agriculture, health, and people-to-people and cultural exchanges has yielded fruitful results, which is truly visible. In the first quarter of this year, China donated Tobeyville Primary School to Liberia’s Maryland County, and handover China-Aid wheelchair basketball court to Liberia National Wheelchair Basketball Federation. Heilongjiang Provincial Hospital and JFK Medical Center conducted a cooperative project in cardiology. As a Liberian proverb says, “A little rain each day will fill the rivers to overflowing.” As long as China and Liberia work in the same direction, practical cooperation projects will land on this ground like raindrops, ultimately allowing the development of friendly relations and economic and social prosperity between the two countries to rush forward like a overflowing river.
四、中非友好务实合作为全球发展合作树立典范。2023年是习近平主席提出真实亲诚政策理念和正确义利观10周年，在这一基本理念的指导下，中国同广大发展中国家建立起了紧密的团结友好关系。今年年初，新就任的秦刚外长首访非洲，充分体现了中国外交对非洲的重视。中国对非合作一直走在国际对非合作的前列。中国对非合作的出发点永远是中非双方人民的根本利益，永远不会将遏制他国作为自身对非政策的出发点。中国始终认为，非洲是国际合作的大舞台，不是大国博弈的竞技场。中非合作从来不是清谈馆，在给中非人民带来实实在在好处的同时，也为国际对非合作创造了更加有利的条件。今年也是中利两国复交20周年，20年来，双方在基础设施、农业、卫生、人文交流等领域的合作硕果累累，真实可见。今年第一季度，中方向马里兰州哈珀市捐赠托比维尔小学，向利比里亚国家轮椅篮球联合会捐赠篮球场，黑龙江省人民医院与利JFK医疗中心开展心内科合作项目建设。正如一句利比里亚谚语所说的，“每天只下一点雨，也能汇聚成一条奔腾的大河”。只要中利两国相向而行，一个个务实合作项目会像一滴滴雨点一样落在这片土地上，最终让两国友好关系和经济社会繁荣的发展如大江大河一般奔涌向前。
The rich signals transmitted by China’s “Two Sessions” and a series of diplomatic activities have made the world feel a firm, confident and pragmatic China. Looking forward to 2023, China will continue to combine the interests of the Chinese people with the common interests of people of other countries, seek common development through friendly cooperation with other countries, achieve mutual benefit and win-win results in exchanges and exchanges with the world, and add more stability and positive energy to world peace and development.
