Tonight, we gather together to celebrate the 73rd anniversary of the founding of the People’s Republic of China. Warm welcome to all friends joining us tonight. I would like to express my gratitude to Honorable Minister of Home Affairs, Dato Seri Setia Awang Haji Ahmaddin bin Haji Abdul Rahman and Pengiran Datin Hajah Norzana binti Pengiran Haji Rosli for attending today’s event as the Guest of Honor, and share the joy of the Chinese National Day with us.
今年以来，面对复杂严峻的国内外发展环境，中国坚持稳中求进工作总基调，坚持统筹疫情防控和经济社会发展，既最大程度保护了人民生命安全和身体健康，也最大程度稳住了经济社会发展基本盘。中国人均预期寿命由2019年77.3岁增长至2021年78.2岁。中国经济韧性强、潜力足、回旋余地广、长期向好的基本面不会改变，将为世界经济企稳复苏提供强大动能，为各国提供更广阔的市场机会。
This year, facing a complex and challenging development environment both at home and abroad, China has stayed committed to the general principle of making advances while maintaining stable performance. China has continued to respond to COVID-19 and promote economic and social development in a well-coordinated way. Thus, to the greatest extent possible, China has both safeguarded the life and health of the people and ensured overall economic and social development. The average life expectancy in China rose to 78.2 years in 2021, compared with 77.3 years in 2019. The fundamentals of China’s economy, characterized by strong resilience, enormous potential, ample room for policy adjustment and long-term sustainability, will remain sound. This will greatly boost the stability and recovery of the world economy and provide more market opportunities for other countries.
作为联合国安理会常任理事国和世界上最大的发展中国家，中国坚定站在团结合作一边，站在时代潮流一边，站在绝大多数国家共同利益一边。中国始终是世界和平的建设者，全球发展的贡献者，国际秩序的维护者，公共产品的提供者，热点问题的斡旋者。中国作为世界经济增长的最大引擎，每年对全球增长的贡献达到30%左右。中国模范落实联合国2030年可持续发展议程，提前10年实现议程减贫目标，对全球减贫贡献率超过70%。中国已向包括文莱在内的120多个国家和国际组织提供超过22亿剂疫苗。中国积极参与全球治理和南南合作，主动成立“中国—联合国和平与发展基金”“全球发展和南南合作基金”，向160多个有需要的国家提供发展援助，也是二十国集团中落实对发展中国家缓债金额最大的成员国。
China, as a permanent member of the UN Security Council and the world’s largest developing country, is committed to boosting solidarity and cooperation with other countries. It will follow the trend of the times and pursue the shared interests of the vast majority of countries. China has been a builder of world peace, a contributor to global development, a defender of the international order, a provider of public goods and a mediator of hotspot issues. Contributing about 30 percent of annual global growth, China is the biggest engine driving the global economy. China is a pacesetter in implementing the UN 2030 Agenda for Sustainable Development. It has met the poverty reduction goal ten years ahead of the envisioned timeframe and accounts for 70 percent of the gains in global poverty reduction. China has provided over 2.2 billion doses of vaccines to more than 120 countries and international organizations, including Brunei. China is also an active participant in global governance and South-South cooperation. It set up the China-UN Peace and Development Trust Fund and the Global Development and South-South Cooperation Fund. It has provided development aid to more than 160 countries in need, and extended more debt-service payments owed by developing countries than any other G20 member state.
各位来宾，中国共产党第二十次全国代表大会将于10月中旬在北京召开。这次大会将描绘下一个阶段中国发展蓝图。中国将坚持以中国式现代化实现中华民族伟大复兴，继续积极推动构建人类命运共同体，为世界和平与发展和人类文明进步贡献智慧和力量。
Ladies and gentlemen, the 20th National Congress of the Communist Party of China (CPC) will convene in Beijing in mid-October, and chart the blueprint for the next stage of China’s development. China will strive to achieve the great rejuvenation of the Chinese nation through Chinese style modernization and continue to promote the building of a community with a shared future for mankind, create new opportunities for the world with its new development, contribute wisdom and strength to world peace and development, and the progress of human civilization.
当前，新冠肺炎疫情吞噬全球多年发展成果，各国人民求和平、谋发展、促合作的愿望更加强烈，文莱积极支持中国提出的“全球发展倡议”并加入了“之友小组”，共同推动落实联合国2030可持续发展议程。9月20日，国务委员兼外长王毅在纽约主持召开“全球发展倡议”之友小组部长级会议，巩固了国际共识，在率先采取32项务实举措的基础上，再次提出7大行动。去年文莱担任东盟轮值主席国，习近平主席同文莱苏丹共同主持召开中国东盟建立对话关系30周年纪念峰会，中国东盟建立全面战略伙伴关系。今年11月，东盟国家将先后主办东亚合作领导人系列会议、二十国集团领导人峰会、亚太经合组织领导人非正式会议，全球治理进入“亚洲时刻”。中国将继续高举多边主义旗帜，同所有爱好和平、谋求发展的国家一道，加强团结合作，携手应对挑战。
At the moment, the COVID-19 pandemic is eroding decades of gains in global development, and people in all countries are more keen about pursuing peace, development and cooperation. Brunei actively supports China’s Global Development Initiative (GDI) and has joined the Group of Friends of the GDI to promote the implementation of the 2030 Agenda. On September 20, State Councilor and Foreign Minister Wang Yi chaired the Ministerial Meeting of the Group of Friends of the GDI in New York, and further announced seven additional measures on the basis of 32 pragmatic measures that China has led in adopting. The meeting further consolidated international Consensus on the GDI. Last year when Brunei assumed the rotating chair of ASEAN, His Excellency President Xi Jinping and His Majesty Sultan Haji Hassanal co-chaired the Special Summit to Commemorate the 30th Anniversary of China-ASEAN Dialogue Relations and jointly announced the establishment of China-ASEAN Comprehensive Strategic Partnership. In November this year, ASEAN Countries will successively hold the Leaders’ Meetings on East Asian Cooperation, the G20 Summit, and the APEC Economic Leaders’ Meeting, ushering in an “Asian moment” for the global governance. China will continue to hold high the banner of multilateralism, join hands with all peace-loving and development-seeking countries to strengthen solidarity and cooperation and jointly meet challenges.
在携手发展和共同应对挑战中，中文双方始终相互尊重，加强合作，两国关系保持稳定发展势头。双方都珍视来之不易的地区和平稳定局面，尊重国家主权和领土完整，遵守不干涉内政原则。文莱苏丹哈桑纳尔多次表示文方将坚持一个中国政策不动摇，中方对此表示高度赞赏。
In the course of joint development and joint response to challenges, China and Brunei have always respected each other and constantly strengthened cooperation, with the bilateral relations maintained a steady momentum of development. Both sides cherish the hard-won regional peace and stability, respect national sovereignty and territorial integrity, observe the principle of non-interference in internal affairs. His Majesty Sultan Haji Hassanal has repeatedly stated that Brunei will unwaveringly adhere to the one-China principle, which China highly appreciates.
双方在广泛领域的合作蓬勃发展，在国际和地区事务中保持密切合作。今年8月，国务委员兼外长王毅在金边出席东亚合作系列外长会期间会见文莱外交主管部长艾瑞万。2021年中文双边贸易额达到28.5亿美元，比建交之初增长了200多倍。今年前8个月双方经贸额已达20.5亿美元，同比增长11%。明年是“一带一路”倡议十周年，中文共建“一带一路”合作结出丰硕成果，恒逸、摩拉港等合作不仅带动了中文经贸投资合作发展，也促进了文同其他国家贸易合作。自2019年起，中国驻文莱使馆连续4年举办小学生绘画比赛。中方连续向文莱提供培训机会，今年以来，中方为文莱36人次提供涉及气候治理、林业发展创新、结核病防治等方面的培训，包括12名女性。中文合资企业恒逸实业通过“恒逸未来”计划，与文莱和中国院校合作建立奖学金和合作办学项目。已有数百名学生被录取，其中百余名学生已完成学业入职恒逸实业。中国武术教练在文莱国家队执教十余年，帮助文莱武术运动在国际赛场取得优异成绩。欢迎他们积极参加明年杭州亚运会，再创佳绩。
The two countries have enjoyed vigorous cooperation in extensive fields and closely cooperated in international and regional affairs. In August this year, State Councilor and Foreign Minister Wang Yi met with Brunei’s Minister of Foreign Affairs II Dato Erywan on the sidelines of foreign ministers’ meetings on East Asia cooperation in Phnom Penh and exchanged views on extensive issues. In 2021, the trade volume between China and Brunei was 2.85 billion US dollars, more than 200 times larger than that in 1991 when the diplomatic relations were established. In the first eight months of this year, the bilateral trade volume has surpassed 2 billion US dollars, up by 11% year on year. Next year marks the 10th anniversary of the Belt and Road Initiative. The BRI cooperation between China and Brunei has yielded fruitful results. The cooperation on Hengyi and Muara Port not only has promoted China-Brunei economic, trade and investment cooperation, but also has promoted the trade cooperation between Brunei and other countries. Since 2019, the Chinese Embassy organized the Brunei Primary School Students Painting Competition for four consecutive years. China has continuously provided training opportunities to Brunei. This year alone, China has provided online seminars covering the topics of technologies and management of weather modification, forestry program as well as tuberculosis prevention and treatment for 36 participants from Brunei, including 12 women. The Sino-Brunei joint venture Hengyi Industries, through its “Hengyi Future” program, has established scholarships and collaboration programs with Chinese and Bruneian universities and institutions, benefiting hundreds of Bruneian students, among whom over 100 have joined Hengyi Industries upon finishing studies. The Chinese coaches of the Brunei National Wushu Team have been helping to promote the development of Wushu in Brunei for 15 years. With their efforts, the Brunei’s Wushu athletes greatly excelled in international competitions. It is very welcome that they participate in next year’s Hangzhou Asian Games and achieve more good results.
今晚，我们将发布使馆编纂的中文建交30周年纪念画册，感谢所有为中文关系发展做出贡献的朋友。我坚信，在中文两国政府和各界友好人士的关心、爱护与推动下，中文关系将更加密切、两国传统友谊将更加牢固。
Tonight, we will release the memorial photo album named 30 Years of Friendship compiled by the Embassy, as an express of our gratitude towards all our friends who have contributed to China-Brunei relations. I firmly believe that with the care and promoting efforts from China and Brunei governments and friends from all walks of life, China and Brunei will enjoy even closer relations and more solid friendship in the years ahead.
