各位记者朋友,大家下午好。欢迎大家参加商务部例行新闻发布会。今天我首先有两条信息需要向大家进行主动通报。


Dear friends from the press, good afternoon. Welcome to the regular press conference of MOFCOM. First, I have two messages to release to you today.


一、关于2018年前三季度我国吸收外资的情况

I. China’s Absorption of Foreign Investment in the First Three Quarters in 2018


今年1—9月全国吸收外资主要有以下几个特点:


China’s absorption of foreign investment in January-September in 2018 mainly showed the following features:


一是实际使用外资稳定增长,新设企业数量增长较快。


1. The actual use of foreign investment grew steadily, and the number of newly established enterprises increased rapidly.


今年1—9月,全国新设立外商投资企业45922家,同比增长95.1%;实际使用外资6367亿元人民币,同比增长2.9%(折979.6亿美元,同比增长6.4%)。


In January-September, 45,922 foreign invested companies were newly established, up 95.1% year on year; the actual use of foreign capital reached 636.7 billion yuan, up 2.9% year on year (equaling US$97.96 billion, up 6.4% year on year).


9月当月全国新设立外商投资企业4591家,同比增长45.7%;实际使用外资762.7亿元人民币,同比增长8%(折114.6亿美元,同比增长8.3%)。


In September, 4,591 foreign invested companies were newly established, up 45.7% year on year; the actual use of foreign capital was 76.27 billion yuan, up 8% year on year (equaling US$11.46 billion, up 8.3% year on year).


二是利用外资产业结构、区域布局进一步优化,制造业特别是高技术制造业较快增长。


2. The industrial structure and regional distribution for using foreign capital were further improved, and the manufacturing industry, especially the hi-tech manufacturing witnessed rapid growth.


今年1—9月,制造业实际使用外资1992.6亿元人民币,同比增长9.6%。高技术产业实际使用外资同比增长6.8%,占比达22.5%。高技术制造业实际使用外资647.4亿元人民币,同比增长22.5%。其中,电子及通信设备制造业、计算机及办公设备制造业、医疗仪器设备及仪器仪表制造业同比分别增长37.5%72.8%64.1%


In January-September, the actual use of foreign capital in the manufacturing industry was 199.26 billion yuan, up 9.6% year on year. The actual use of foreign capital in hi-tech industry increased by 6.8% year on year, taking up 22.5% of the total amount. The actual use of foreign capital in the high-tech manufacturing industry reached 64.74 billion yuan, up 22.5% year on year. Among these, the actual use of foreign investment in the electronic and communication device manufacturing, the computers and office equipment manufacturing, the medical equipment and instruments manufacturing increased by 37.5%, 72.8% and 64.1% respectively year on year.


西部地区吸收外资快速增长。1—9月,西部地区实际使用外资436.1亿元,同比增长17.8%。自贸试验区继续发挥吸收外资引领作用。11个自贸试验区实际使用外资同比增长14.7%,占比为12.5%;其中天津、福建自贸试验区同比分别增长44.2%167.9%


Western region’s absorption of foreign capital increased rapidly. The actual use of foreign capital in the western region was 43.61 billion yuan, up 17.8% year on year. The pilot free trade zones kept its leading role in absorbing foreign capital. The actual use of foreign capital in 11 pilot free trade zones increased by 14.7% year on year, taking up 12.5% of the total. Among these, the actual use of foreign capital in Tianjin and Fujian pilot free trade zones increased by 44.2% and 167.9% respectively.


三是主要投资来源地中,韩国、日本、英国等继续保持较快增长。


3. Among major investment sources, South Korea, Japan and the UK kept a rapid growth.


1—9月,主要投资来源地中,韩国、日本、英国、澳门地区、法国实际投入金额同比分别增长41.5%29.5%169.8%73%18.3%,美国同比增长6.7%。东盟实际投入外资金额同比增长16.5%;“一带一路”沿线国家同比增长14.9%


In January-September, among the major investment sources, the actual investment value from South Korea, Japan, the UK, Macao and the US increased by 41.5%, 29.5%, 169.8%, 73% and 18.3% respectively year on year and that from the US increased by 6.7% year on year. The actual foreign investment value of the ASEAN increased by 16.5% year on year and that of the countries along the Belt and Road routes increased by 14.9% year on year.


二、关于全国供应链创新与应用试点的有关情况

II. Relevant Situation on the Pilot for National Supply Chain’s Innovation and Application


日前,商务部等8个部门共同组织的全国供应链创新与应用试点工作进入全面实施阶段。


Recently, the pilot work for national supply chain’s innovation and application jointly organized by the Ministry of Commerce and other eight ministries is being comprehensively implemented.


此次试点是贯彻党的十九大关于发展现代供应链有关精神的重要举措,分试点城市和试点企业两大主体,具体名单已经在商务部网站上公布,覆盖贸工农等实体产业中的50多个细分行业,是一个全产业、全链条、全环节的全新试点。


This pilot serves as an important measure to implement the spirit of the 19th National Congress of the Communist Party of China on developing a modern supply chain. It has two entities: pilot cities and pilot enterprises whose specific names were released on the website of the Ministry of Commerce, covering 50 sub-sectors of trade, industry and agriculture. It is a new pilot covering the whole industry, the whole chain, and the whole links.


试点的目的是推动形成完整高效的产业供应链体系,通过创新发展产业供应链、大力发展绿色供应链、积极融入全球供应链、构建供应链质量促进体系、规范发展供应链金融、探索供应链政府公共服务和治理新模式等六大任务,创新一批适合中国国情的供应链技术和模式,构建一批整合能力强、协同效率高的供应链平台,培育一批行业带动能力强的供应链领先企业,形成一批供应链体系完整、国际竞争力强的产业集群,总结一批可复制可推广的供应链创新发展和政府治理实践经验,探索培育经济增长新动能,推动我国供应链高质量发展的路径和模式。


The purpose of the pilot is to form a complete and efficient industrial supply chain system. By innovating and developing industrial supply chains, vigorously developing green supply chains, actively integrating into global supply chains, building supply chain quality promotion systems, standardizing and developing supply chain finance, and exploring supply chains of government public services and new governance modes, this pilot will innovate a group of supply chain technologies and models suitable for China’s national situation, build a group of supply chain platforms with strong integration capabilities and efficient coordination, foster a group of leading supply chain enterprises that can drive the industry, form a group of industrial clusters with complete supply chain systems and strong international competitiveness, summarize a number of replicable experience on the innovative development of supply chains and administrative governance, explore and cultivate new drivers of growth, and promote the high quality development path and mode of China’s supply chain.


试点期满后,符合条件的城市和企业将被授予“供应链创新与应用示范城市”和“供应链创新与应用示范企业”称号。


After the pilot period expires, eligible cities and enterprises will be awarded the title of “Demonstration City for Supply Chain’s Innovation and Application” and “Demonstration Enterprise for Supply Chain’s Innovation and Application”.


下一步,我们将研究制定试点绩效评价体系,建立试点绩效评估、动态监督和退出机制,加强对试点的监督管理和经验总结,确保试点取得实效。

中国国际电视台CGTN记者:10月10日,美国财政部宣布将会开始执行美国《外国投资风险评估现代化法案》的临时法规。外界普遍认为这个法规比当时8月份出台时的预期更加严厉,同时也会担心这会给以后中国企业到美国投资增加更多困难和阻碍。请问中方对此作何评论?


CGTN: On October 10, the US Department of the Treasury announced the implementation of the interim regulation of the Foreign Investment Risk Review Modernization Act. It is widely believed that the regulation is harsher than expected at the promulgation in August and feared that this will create more difficulties and barriers for Chinese companies investing in the US. What’s China’s comment?


高峰:10月10日,美国财政部发布关于《外国投资风险审查现代化法案》试点项目的暂行条例,针对27个领域扩大审查范围并实施强制性申报要求。对于中国企业赴美投资的潜在影响,我们正在评估。


Gao Feng: On October10, the US Department of the Treasury announced the interim regulation for the pilot program of the Foreign Investment Risk Review Modernization Act, which expands the scope of review in 27 areas and imposes compulsory declaration. We are assessing the potential impact on Chinese companies investing in the US.


任何国家、任何领域的发展都是在开放合作中实现的,封闭必然导致落后。希望美方的举措不会给外国投资者带来新的不确定性,不会导致“国家安全”的滥用,从而为各国投资者赴美投资创造公平、透明、可预期的营商环境。谢谢。


The development of any country and area has to be achieved through open cooperation. Closure leads to backwardness. It is hoped the US measures will not bring new uncertainties for foreign investors, or result in the abuse of national security, so as to create a fair, transparent and predictable business environment for foreign investors in the US. CNBC记者:商务部觉得中美未来贸易关系会越来越紧密还是会越来越分开?中国国内的公司有些受到贸易摩擦影响,有的没有受到影响,商务部有什么样的研究?


CNBC: Does MOFCOM believe that the future trading relations between China and the US will grow closer or further apart? Some Chinese companies have been affected by the trade frictions, while others haven’t. What does MOFCOM’s research show?


高峰:我先回答第二个问题,此次美方挑起的贸易摩擦,对中美双方企业都造成了不同程度的影响。就中方企业而言,从总体上看,影响有限,风险可控,主要是对部分外向型企业造成了不同程度的影响。对于产品竞争力强、可替代性较小的企业,可以说影响不大;对于产品竞争力较弱、具有一定可替代性的企业,主要是成本增加、订单减少的压力,个别企业面临着停产转产、工人失业等风险。目前看,大部分企业对于应对挑战还是充满信心的,各级政府也会采取积极的措施,帮助企业和职工应对可能出现的困难。


Gao Feng: Let me answer the second question first. The trade frictions started by the US have caused impact on Chinese and US companies to varying degrees. On the Chinese side, the overall impact is limited and risks are under control, with some export-oriented businesses more or less affected. For companies whose products are highly competitive and difficult to substitute, the impact is unremarkable; for businesses whose products are not so competitive and can be easily replaced, pressure grows with rising costs and falling orders. A few face the risk of shutdown, business shift and job losses. At present, most companies are full of confidence about meeting the challenges. Governments across the levels will also take active measures to help businesses and employees deal with potential difficulties.


中美两国在经贸领域具有较强的互补性。建交近40年来,中美经贸合作已经形成了你中有我、我中有你、深度交融的格局。这种越来越紧密的关系,是在两国政府、业界的共同努力之下,最终由市场形成的,也是全球产业链分工合作的必然趋势。我们相信大势不会逆转,希望中美之间能够拨开云雾,实现更加紧密的经贸合作,以互利共赢造福两国业界和两国人民。谢谢。


China and the US have strong complementarity on trade and economic front. Over the past nearly four decades since the establishment of diplomatic ties, China-US commercial cooperation has forged a landscape of interwoven and deeply integrated interests. The ever-closer relationship is fostered by market amidst the joint efforts of the governments and industries of the two countries. It is also the inevitable trend of labor division and cooperation in global industrial chains. We believe that the megatrend will not reverse. It is hoped that the cloud over China-US relations will lift for closer trade and economic cooperation, and mutual benefit and win-win for the wellbeing of both peoples and business communities.


中新社记者:我们注意到,今年前三季度中国对美出口的增速比今年上半年有所加快,这说明虽然第三季度中美开始互相加征关税,但是中国对美出口增速反而比去年同期还要高,请问商务部对此如何评价?您如何预期第四季度中美贸易情况?


China News Service: We’ve noted that in the first three quarters of this year, China’s exports to the US grew faster than the first half. This shows that despite the mutual tariffs implemented in the third quarter, China’s exports grew faster year-on-year. What’s MOFCOM’s take? What’s your outlook on the fourth quarter?


高峰:前三季度中美双边贸易的情况,主要是受美国市场需求因素的影响,充分说明中美两国经济具有较强的互补性,中国产品在美国消费者当中仍然是广受欢迎的。同时,也不排除部分美国进口商为应对美方加征关税措施而加快采购的因素。


Gao Feng: China-US bilateral trade in the first three quarters was mainly subject to US market demand, which speaks fully to the strong complementarity between the two economies and the popularity of Chinese goods with US consumers. Meanwhile, rush procurement by some US importers in response to US tariff measures may also be a factor.


对于未来中美贸易的发展,我们希望美方能够摒弃保护主义的做法,为双方企业、特别是中小企业营造稳定的、可预期的贸易环境,使双边贸易真正惠及两国消费者。谢谢。


For the future course of China-US trade, we hope that the US will scrap protectionism and create a stable and predictable trade environment for companies on both sides, especially the SMEs, so that bilateral trade can genuinely benefit the consumers of both countries. Thank you.


上海证券报记者:请问此次李克强总理访问塔吉克斯坦取得了哪些经贸成果?


Shanghai Securities News: What are the trade and economic outcomes of Premier Li Keqiang’s visit to Tajikistan?


高峰:塔吉克斯坦是“一带一路”沿线的重要国家。近年来,中塔经贸、投资和经济技术合作快速发展。我国已成为塔吉克斯坦第一大投资来源国和第三大贸易伙伴。今年1—8月,双边贸易额为9.2亿美元,同比增长11.2%。截至20188月底,中国对塔吉克各类投资近20亿美元。


Gao Feng: Tajikistan is an important country on the Belt and Road. In recent years, China-Tajikistan trade and economic, investment and economic and technical cooperation has grown rapidly. China has become its biggest investor and third largest trading partner. From January to August this year, bilateral trade stood at US$920 million, up 11.2% year-on-year. As of the end of August 2018, China has invested a total of nearly US$2 billion in Tajikistan across the areas.


当前,中塔经贸发展主要有以下三个亮点:


There are currently three highlights in our trade and economic relations:


一是推进两国发展的战略对接。中塔双方积极推动“一带一路”倡议与“塔2030年前国家发展战略”深入对接,促进塔方积极参与共建“一带一路”,不断充实中塔全面战略伙伴关系的经贸内涵。


First, strategic connectivity of the two countries’ development. China and Tajikistan have worked actively to promote the deep connectivity of the Belt and Road Initiative and Tajikistan’s Pre-2030 National Development Strategy to push for active Tajik participation in the Belt and Road and continuously substantiate China-Tajikistan comprehensive strategic partnership.


二是经贸投资合作不断深化。中方将积极扩大进口塔高质量农产品,加快推动塔柠檬输华准入。中方支持有实力、讲信誉的中国企业按照商业化原则赴塔投资兴业,塔方将提供税收等方面的优惠,为中资企业创造更加优良的营商环境。


Second, deep-going trade, economic and investment cooperation. China will actively expand the imports of quality Tajik farm produce and accelerate the grant of access for Tajik lemons. China encourages capable and creditworthy Chinese companies to invest and do business in Tajikistan under market principles. The latter will offer tax credits, among other preferences, to create a better business environment for Chinese companies.


三是经济技术合作持续推进。中资企业积极参与塔电力、交通、粮食安全三大战略领域的项目实施,增加了当地就业和税收。双方将稳步推进基础设施建设、互联互通等领域大项目的合作,促进塔经济发展,造福塔人民。


Third, continuously advancing economic and technical cooperation. Chinese companies actively take part in project execution in the three strategic areas of power, transport and food security in Tajikistan, boosting local job creation and tax receipts. The two sides will steadily move forward cooperation on infrastructure construction and connectivity, among other key projects to promote economic growth and people’s wellbeing in Tajikistan.

During Premier Li Keqiang’s visit to Tajikistan, the two premiers witnessed the signing of trade and economic cooperation documents on SMEs and customs. Gao Feng: Premier Li’s visit to the Netherlands and Belgium have yielded positive fruits on trade and economic front, sending a strong message of further mutual opening-up, sharing cooperation opportunities, and upholding the multilateral trading system and global free trade.

With regard to the two-day ASEM summit starting today, it is widely expected that practical cooperation between Asia and Europe should go deeper amidst rising unilateralism and trade protectionism in order to uphold multilateralism and the international order underpinned by international laws and norms. China stands ready to join other sides in Asia and Europe to raise the voice for multilateral trading system, further deepen trade and investment cooperation between Asia and Europe, and reinforce connectivity of the two continents. It is hoped that this ASEM meeting will enhance mutual trust and forge consensus between Asia and Europe, thus injecting fresh impetus into trade and investment liberalization and facilitation as well as regional economic integration of the continents. Reuters: I have two questions about China-US trade. In the context of an escalating trade war, how should Chinese private sector respond to the impacts of tariffs imposed in the trade war? Have China and MOFCOM got any specific policies to help private companies to get through the difficulties? Has China recently decided to make a concession in some area to strike a deal with the US in negotiations?


高峰:关于你提到的第一个问题,民营经济是中国国民经济的重要组成部分,在中国的外贸出口中占有相当比重。今年前三季度,我国外贸出口中,民营企业的出口占到总出口的比重为47.9%。美方挑起的贸易摩擦对包括民营企业、外资企业在内的各类企业造成了不同程度的影响。同时我们也注意到,许多企业、包括民营企业都在积极想办法,加快企业的转型升级。比如,正在举行的第124届广交会上,我们就看到,包括民营企业在内的许多企业都在积极地将“中国制造”转向“中国智造”。刚才我已经说过,中国的各级政府也正在积极采取相关的措施,帮助包括民营企业在内的各类企业应对可能出现的挑战。


Gao Feng: With respect to your first question, private business is an integral part of Chinese economy and accounts for quite a sizeable share in China’s exports. In the first three quarters, private enterprises contributed 47.9% to China’s total exports. The trade frictions started by the US have had this or that impacts on all sorts of enterprises, including private and foreign-invested ones. We have also taken note that many of them are seeking ways to speed up transformation and upgrade. For example, in the ongoing 124th Canton Fair, companies including private ones are shifting from “Made in China” to smart manufacturing. As I just said, governments at all levels in China are taking measures to help all kinds of enterprises, private sector included, to meet potential challenges.


关于你提到的第二个问题,对于中美经贸磋商,中方的立场是一贯的,如果美方展示诚意,双方谈判应当在平等、诚信、相互尊重的基础上开展。谢谢。


As for your second question about China-US trade consultations, China’s position has always been that if the US shows sincerity, bilateral negotiations should be conducted based on equality, honesty, and mutual respect. Thank you.


中央广播电视总台国广记者:有消息称今年年末,RCEP将有望达成,您能否证实这一消息。另外也有专家指出,为了应对当前的形势,中国不应该仅仅是推动RCEP,也应该积极接触并加入CPTPP,请问商务部如何应对?


CNR: It is reported that RCEP is expected to be concluded at the end of this year. Can you confirm that? Some experts point out that in response to current situations, China should not just push forward RCEP, but also participate in CPTPP. What is MOFCOM’s response?

 

高峰:关于你提到的《区域全面经济伙伴关系协定》谈判,也就是RCEP谈判,在1013日举行的第6次部长级会间会期间,各方就货物贸易、服务贸易、投资、卫生和植物卫生措施、标准技术法规和合格评定程序、电子商务、竞争政策等议题进行了深入的讨论,重申将推动完成年底一揽子成果,并实质性结束谈判。


Gao Feng: With regard to the RCEP negotiations, at the sixth ministers’ meeting on October13, parties had in-depth discussions on issues including, among others, trade in goods, trade in services, investment, SPS, standard technological laws and conformity assessment procedures, e-commerce, and competition policy. Ministers reiterated that they will push for substantial conclusion of the negotiations with a package of outcomes achieved by the end of this year.


对于推动区域自贸协定安排相关的问题,中方的立场是一贯的,只要符合世贸组织的原则,开放、包容、透明、有利于推动经济全球化和区域经济一体化,我们都持积极的态度。


China’s position on regional free trade arrangement has always been clear. We are positive about those arrangements that are in line with WTO rules, open, inclusive, transparent, and conducive to advancing economic globalization and regional economic integration.


我想强调的是,中方推动双边、区域自贸协定的谈判,是中国自身发展的战略选择,不是应对时局的权宜之计。我们会根据自身的情况和发展的需要,构建面向全球的高标准自贸区网络,为推动开放型世界经济作出中国的贡献。谢谢。


I want to emphasize that China promoting bilateral and regional FTA negotiations is a strategic choice for its own development, not a stopgap measure. China will do its bit for building an open world economy with a global high-standard FTA network based on its own conditions and development needs. Thank you.


第一财经电视记者:最新公布的外贸数据显示,前三季度进出口数据是逐季提升,第三季度数据同比增长13.8%。前三季度数字的向好是有贸易摩擦、提前完成贸易规避风险的考虑,中美贸易摩擦对于进出口的抑制性影响是否会在第四季度以及以后进一步释放导致贸易增速下滑,未来在稳定外贸、外贸升级方面商务部还会有哪些举措?


CBN: According to the latest foreign trade data, China’s imports and export rose on a quarterly basis in the first nine months, up by 13.8% year-on-year in the third quarter. The upswing in the first three quarters is attributed to doing trade ahead of schedule to avoid risks caused by trade frictions. Will the fourth quarter see a slowdown in trade growth as the China-US trade frictions hit imports and exports further? What measures will MOFCOM take to stabilize and upgrade foreign trade?


高峰:今年前三季度,我国外贸实现了较快增长,结构进一步优化,质量效益进一步提高,稳中向好的势头进一步巩固。这主要得益于全球经济复苏带动的外需回暖、外贸企业供给侧结构性改革促进国际竞争力的提升、国内经济稳中向好拉动进口需求的增加、外贸发展的营商环境切实得到改善等因素共同带动的结果。前三季度,中美双边贸易占全国外贸总额的比重是13.8%,中美贸易的情况可能会是影响全年整体外贸形势的一个因素,但不是决定性因素。总体来看,今年我国外贸仍然能够保持稳中向好的势头。


Gao Feng: China’s foreign trade registered a relatively fast growth in the first three quarters with structure further improved and quality and efficiency enhanced, keeping up the good momentum. The result is mainly ascribed to a recovering external demand driven by global economic recovery, stronger competitiveness of Chinese foreign trade companies in the international market thanks to the supply-side structural reform, a rise in import demand as domestic economy gathers paces steadily, and substantial improvement in the business environment for foreign trade. In the same period, China-US trade accounted for 13.8% of total trade. It might influence the whole picture of China’s foreign trade of this year, but not in a decisive way. Overall speaking, China’s foreign trade will maintain a good momentum.


今年以来,国务院已经出台了多项稳定和促进外贸转型发展的政策和措施,下一步,我们将会同有关部门和各地方抓好相关的落实工作,并根据需要在符合世贸组织规则的前提下,继续适时研究出台有针对性的政策,进一步提高贸易便利化的水平,降低进出口企业的成本,促进我国外贸转型升级和健康稳定高质量发展。谢谢。


Since the beginning of this year, the State Council has announced a host of policies and measures on stable growth, transformation and upgrade of foreign trade. Going forward, we will work with relevant ministries and local governments to put those measures into practice. We will also continue to consider and issue targeted policies that are consistent with WTO rules to further facilitate trade, reduce the cost of importing and exporting enterprises, and promote transformation, upgrade and high-quality development of foreign trade. MASTV: We noted that the king of Norway is going to visit China this week. Could you please share with us information on China’s economic relations with Norway? We also noted that the two countries recently held negotiations on FTA. Please tell us about the progress and the timetable for this negotiation.


高峰:中国和挪威互为重要的经贸合作伙伴。今年以来,中挪经贸合作呈现出良好发展态势:一是双边贸易恢复增长势头,今年前8个月,双边贸易额超过40亿美元,同比增长6.5%。二是投资合作日趋紧密,双方企业深化合作的意愿强烈。截至20188月底,挪累计在华实际投资6.6亿美元;我国累计对挪各类投资67.4亿美元。三是地方交流与合作快速升温,有效促进了两国经贸往来,夯实了中挪经贸关系发展的基础。下一步,双方将继续推动能源、海事、环保、旅游、冬季运动等领域的务实合作,发挥各自优势,实现互利共赢,使双边经贸合作不断迈上新台阶。


Gao Feng: China and Norway are important economic partners for each other. This year, our commercial cooperation developed with sound momentum. The bilateral trade resumed growth. In the first eight months, the two-way trade was over US$4 billion, up by 6.5% year on year. Investment cooperation is also getting closer, with strong will from both sides to deepen business cooperation. By the end of August 2018, Norway had made an actual investment of US$660 million in China, while China had invested $6.74 billion in Norway. In addition, sub-national cooperation and exchanges are burgeoning, promoting economic ties and solidifying the foundation for the commercial relations. In the next step, the two sides will continue to pursue results-oriented cooperation in energy, ocean, environment, tourism, and winter sports. We will leverage our strengths and carry out win-win cooperation, taking the bilateral trade and economic relations to new heights.


关于你提到的中挪自贸协定谈判,自20174月谈判恢复以来,双方已经举行了4轮谈判,就货物贸易、服务贸易与投资、规则领域展开深入磋商,在各领域均取得积极进展。中方愿与挪方一道,从两国经济发展水平的实际出发,本着平等互利的原则,在利益平衡的基础上妥善处理彼此关切,加快推进谈判进程,力争早日结束谈判。谢谢。


Regarding the FTA negotiation. There have been four rounds since the talk was resumed in April 2017. The two sides had in-depth consultation in trade in goods, trade in services, investment and rulemaking, and have made positive progress in many areas. In light of the development stages of the two countries and on the principle of equality and mutual benefit, China is willing to work the Norwegian side to accelerate the negotiation by accommodating each other’s concerns for balanced interests and conclude the negotiation at an early date. People’s Daily: Japan Prime Minister Shinzo Abe is soon to visit China. There are comments that this signals warming China-Japan commercial cooperation. What’s your comment? How does China view the significance of stronger China-Japan business cooperation for free trade and the multilateral trading system?


高峰:今年是中日和平友好条约缔结40周年,中日关系处在承前启后的重要节点。习近平主席与安倍晋三首相在俄罗斯举行会晤,李克强总理赴日出席第七次中日韩领导人会议并访问日本,两国领导人就发展中日关系达成了一系列重要共识,为新时代两国开展全方位的经贸合作指明了方向。


Gao Feng: This year marks the 40th anniversary of the Treaty of Peace and Friendship Between China and Japan, a critical historic moment for the two countries. After the meeting between President Xi and Prime Minster Abe in Russia and the attendance by Premier Li Keqaing to the 7th China-Japan-ROK leaders’ meeting and visit to Japan, the two leaders reached a set of important consensus on China-Japan relations and set the tone for all-round trade and economic cooperation in the new era.


经贸合作是中日关系的“压舱石”和“推进器”,是政治互信的重要基础。中日经济互补性强,双方发挥各自的优势,开展互利共赢的经贸合作,不仅有利于两国经济发展,也有利于推动地区和世界经济的繁荣。希望双方抓住机遇,保持势头,扩大互利务实合作,为中日经贸合作注入新的动力,推动两国关系取得新的发展。


Commercial cooperation, as the ballast and propeller of the bilateral relations, represents critical foundation for political mutual trust. The two economies are highly complementary. We hope the two sides will seize the opportunities and strong momentum to expand results-oriented cooperation, so as to inject new vitality into the commercial links and the bilateral relations.
